GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce the convening of the CY22 Enlisted to Officer (E-O) programs, Marine Corps Enlisted Commissioning Education Program (MECEP), Enlisted Commissioning Program (ECP), Reserve Enlisted Commissioning Program (RECP), and Meritorious Commissioning Program-Reserve (MCP-R) selection boards and process changes.
2.  Application and medical submissions.  Extensions for submission of applications, to include endorsement letters, required documents and medical documents, past the deadline will not be accepted.  This also applies to deployed Marines.  Program and medical eligibility requirements must be met prior to application submission, no exceptions.  Marines who do not meet the program and medical requirements at the time of application are ineligible and must apply to a future board once requirements are met.  Exception to policy waivers of eligibility requirements will not be considered unless otherwise annotated.  Marines are required to use the E-O application on the MCRC website.  Previous versions of applications will no longer be accepted.  Marines who are interested and meet the criteria for any of the E-O programs are required to submit an application and medical documentation electronically via the organizational mailbox (OMB) e_oboard@marines.usmc.mil.  Marines will use the following steps to apply by the established deadline dates listed in paragraph 3 of this MARADMIN:
     a.  Visit the MCRC website at www.mcrc.marines.mil.  Select 'Marine Officer', then 'Naval and Enlisted Programs'.
     b.  Download the Enlisted to Officer application.  Commands and Marines must use the application template provided on the website as it has changed from previous versions for basic format and content.  Marines and Commands must also use the medical submission instructions to ensure all medical requirements are met.
     c.  Application must be in the same order as checklist to include added documents.  Include the signed checklist with the application.  Forward the application and medical documentation as two separate PDF files, labeled as follows:

     d.  The primary way for Marines to submit both their completed applications and medical documentation is in DOD SAFE at www.safe.apps.mil as this system allows larger sized and multiple files to be sent at one time.  Do not password protect the PDF files prior to uploading.  Use the 'drop off option' and follow the directions to upload and submit.  Submissions must be sent to the OMB email listed in paragraph 2 of this MARADMIN by the established deadline.  Check both the "encrypt every file" and "send me an email when each recipient picks up the file" boxes on the right side.  This allows Personally Identifiable Information (PII) to be sent and informs sender when application is picked up by recipient.  Encryption will require you to create a passphrase.  Marines are directed to provide the passphrase separately to the OMB email and label the subject line "DOD passphrase."  For technical support for DOD Safe, DO NOT contact MCRC, instead select 'help' and scroll to the bottom and choose 'DOD Safe Help Desk' or check with your Command's computer section.  In the event DOD Safe will not accommodate your submission, the application and medical files must be sent unencrypted to the OMB email.  Attachments must not exceed a combined file size of 8MB to be accepted by MCRC email servers.  The attachments must be password protected and the password must be included in the email.  Password Use the same password for both files.  DO NOT send submissions both ways or more than once.  Commands are not authorized to forward the Marine's completed applications, but instead are directed to provide their endorsement letter to the Marine to include with their application to ensure better quality of documents when submitted.  Marines are responsible to retain a copy of the completed application, with medical documents, for their records as MCRC will not provide a copy.  Updates to original submissions must be submitted no later than two weeks prior to the convening date of board applying to the OMB email.  It is not necessary to resend applications or medical files, only the updated or requested documents.  Any updates received after this deadline will not be seen by the board.  Marines will ensure all documentation submitted is clear and legible and that all photos, if required, are in color.  Applications and medical files that are not complete or in the order of the checklist will be returned and will not be boarded.  All Marines are required to have a commander's endorsement at each level of their endorsing chain of command up to the first General Officer (GO) or equivalent.  The Chiefs of Staff are not authorized to sign GO-level endorsements unless they are acting.  A copy of the Acting letter must be provided with the endorsement.  Marines who are "not recommended" for program consideration at the GO level are ineligible and their applications should not be submitted to MCRC.  Commands are required to review the applications, to ensure Marines meet program requirements and have included all required documentation per the checklist and this MARADMIN.  The first level Commanders are required to sign and date the checklist to ensure applications are complete and within program requirements.  All items on the checklist are required unless stated otherwise.  Marines whose submissions were forwarded via the primary method (DOD Safe) will receive a notification via DOD Safe once the documents are downloaded.  Marines whose submissions were forwarded via the secondary method will receive notification directly from MCRC.  MCRC will not respond to package receipt emails until all applications have been downloaded, which typically takes about a week.
3.  Boards and Selection.  Per references (a) and (b), the E-O selection boards will convene:

Selection board results will be published by a separate MARADMIN.  Marines will no longer be scheduled to an Officer Candidates Course (OCC) that aligns with a board.  MCRC will determine to which OCC a Marine will be scheduled based off allocations and accession needs.  OCC report and graduation dates may be viewed at www.trngcmd.usmc.mil/ocs.
4.  Eligibility.  Refer to references (a) and (b), and MCRC website for program requirements, eligibility criteria and general qualifications.
5.  Education.  Official transcripts are no longer required.  Marines must submit current unofficial transcripts with their applications to verify education requirements.  Transcripts must include names and addresses of the schools, term grade point average, cumulative grade point average, and earned credit hours.  Confer date must contain month, day, and year.  Date must be reflected on transcripts for associates, baccalaureate, or higher level degrees.  The science requirement for MECEP applicants must be a natural or physical science, not a social or behavioral science.  MECEP applicants who have 90 or more credit hours and do not have a credit transfer evaluation from their intended school will not be boarded and are recommended to apply for ECP once they complete their baccalaureate level degree from an accredited college or university.  MECEP Marines are not authorized to complete their baccalaureate degree prior to Officer Candidates School (OCS) completion as this is not the intent for the program.  MECEP Marines who receive their baccalaureate degree prior to OCS will be disenrolled from MECEP and must apply to a future board for the ECP.
     a.  MECEP Marines refer to references (a) chapter 2, (c), and (d) for financial qualifications, Naval Reserve Officer Training Corps (NROTC) participation and reporting, academics, and educational expenses.  Refer to website www.nrotc.navy.mil for a list of NROTC affiliated colleges and universities.  MECEPS are not authorized to attend listed NROTC schools on above website which annotates Registered Nurse (RN) option only or Navy option only, nor NROTC schools that lack a Marine on staff – e.g., both the MOI and AMOI are gapped.  MECEP Marines should contact the installation Voluntary Education Center (VEC) at 703-784-9550 for information on how to apply for their military education benefits prior to contacting the veterans representative at the college or university.  The below applies to MECEP Marines based on the OCS class they are assigned to by MCRC.

MECEP Marines are not authorized to start school prior to the above school semester timeframes unless they are a permanent change of assignment (PCA) move or for medical reasons (self, spouse, child(ren), parent, etc).  Supporting documentation must be provided for reasons other than PCA.  No waivers or exceptions will be considered for early semester starts outside the above listed policy.  Marines must be accepted and report to a NROTC school within one year of OCS graduation date, or they will be disenrolled from the program.
     b.  ECP, RECP and MCP-R Marines refer to reference (a) for education requirements from accredited colleges and universities.  A list of accredited schools can be found at the following website: ope.ed.gov/accreditation 
     c.  Marines who obtain degrees from a foreign academic institution must be accepted by a nationally or regionally accredited college, or an accrediting institution in the United States (U.S.).  In many cases, Marines are required to take additional courses to qualify for the next level of their post-secondary education.  If Marines desire to take additional courses, they may refer to reference (d) for tuition assistance.  The domestic academic institution may or may not grant credit for courses taken in foreign academic institutions.  Marines may contact their installation VECs to proceed in their pursuit of a degree or credentials.  Marines may also utilize the American Association of Collegiate Registrars and Admissions Officers (AACRAO) International Education Services, National Association of Credential Evaluation Services (NACES), or the Educational Credential Evaluators (ECE), to evaluate foreign degrees for U.S. equivalencies.  The link for AACRAO international education services is www.aacrao.org.  The link for NACES is www.naces.org.  The link for ECE is www.ece.org.  A letter from the accredited college or institution stating foreign degree has been accepted must accompany the Marines' applications and must include complete confer date, degree received, grade point average and total credits.
     d.  The Commandant's Education Board, which selects Marine Officers to attend graduate schools between the grades of first lieutenant and major, requires Marines to have qualifying calculus and science classes for selection to certain Postgraduate School, Air Force Institute of Technology, and Defense Advanced Research Projects Agency (DARPA) programs (e.g. Naval Fellowships).  For this reason, MECEP students are highly encouraged to pursue degrees within Science, Technology, Engineering, and Mathematics (STEM) curriculums in order to qualify for these graduate education and fellowship opportunities.  Marines who pursue non-STEM degrees are likewise encouraged to take calculus I and II and calculus-based science classes to qualify for selection to these programs in the future.  Refer to reference (e) for more information.
6.  Medical.  Extensions for delay of medical submission are no longer authorized as directed in paragraph 2 of this MARADMIN.  Refer to reference (f), this MARADMIN, and the Medical Submission Instructions on the MCRC website for detailed physical qualifications and timeframes.  Reference (f) can be accessed via the following website:  www.med.navy.mil/directives/pages/navmedp-manmed.aspx.  All medical submissions must contain the Report of Medical Examination (DD Form 2808); Report of Medical History (DD Form 2807-1); Individual Medical Readiness (IMR) report; and all supporting documentation to yes answers.  It is the responsibility of the Marines and their medical providers to ensure that all medical documentation is in accordance with the Health Insurance Portability and Accountability Act of 1996 and Privacy Act of 1974 and the Medical Submission Instructions on the MCRC website.  Chains of Command are not authorized to review a Marine's medical information except as authorized by the above policies.  If not, the medical verification letter within Marine's application will suffice for compliance of medical requirements.  Medical documentation submitted at time of application will be forwarded to the Bureau of Medicine and Surgery (BUMED) by MCRC except for MECEP applicants as they are not direct accessions.  Marines requiring additional medical documentation from BUMED or NAMI will be contacted by MCRC.  All selected Marines, except for MECEP applicants, will be notified by MCRC once a determination of physical qualification or disqualification has been made by BUMED or NAMI after release of selection MARADMIN.  Questions only pertaining to the requirements for additional medical documents as requested by BUMED or NAMI should be directed to the MCRC medical reviewer at 703-784-9426 or wendell.tabios@marines.usmc.mil or derrick.adkins@marines.usmc.mil.  All additional medical documentation requested by MCRC must be forwarded directly to the POC email address in paragraph 16.  Commands and Marines are not authorized to contact or forward any medical documentation directly to BUMED.
7.  Additional information for application.
     a.  Marines should refer to references (a) and (g) for Selective Reenlistment Bonus information and page 11 statement entry.
     b.  Marines must meet the service requirements for the respective programs, per reference (a) to be board eligible.  End of Active Service waivers will be considered on a case-by-case basis with supporting documentation of extension or reenlistment.  Letters of intent will not suffice for this requirement.
     c.  Active Reserve (AR) Marines applying for MECEP or ECP must be approved for conditional release into the regular Marine Corps at the time of application.  Refer to reference (a) for details.  A sample request for conditional release request is posted on the AR Enlisted Assignments RAM-2 website at www.manpower.usmc.mil/webcenter/portal/RAM2.  Applications received at MCRC that do not contain an approved DD Form 368 or have an expired date will not be considered.  Selected AR Marines must be non-competitively augmented to the active component once identified as selected on the result MARADMIN.  To accomplish this, the AR selects must initiate a Prior Service Enlisted Package to Manpower Enlisted Assignments (MMEA-1) via their Career Planners to coordinate the augmentation.  Marines must be available for world-wide assignments and qualified to reenlist or augment per references (h) and (i) as applicable.
     d.  Marines who apply for ECP can apply for the aviation option at the time of application.  ECP aviation applicants must submit both an aviation service agreement and a ground service agreement.  RECP and MCP-R applicants are not eligible to apply for aviation.  MECEP applicants may apply for aviation after they report to the NROTC Unit and upon completion of their first semester.  Refer to reference (a) for aviation qualifications and requirements.
     e.  Marines with body markings which include tattoos, brandings, body ornamentations (to include pierced ears), and body mutilation must refer to reference (j) for guidance.  In accordance with reference (j), CG MCRC is the adjudicating authority for any tattoo issue involving accessions (both officer and enlisted), to include enlisted Marines who apply for a commissioning officer program and prior service accessions.  All Marines will complete the Tattoo Screening Form (TSF) and Statement of Understanding (SOU).  A copy of the TSF and SOU may be found on the MCRC website referenced in paragraph 2 under "General Forms".  Marines and certifying commissioned officers are required to fill out the entire form to include Part V (re-verification portion) except MECEP applicants.  MECEP Marines will complete the recertification prior to commissioning from a NROTC school.  Commands must ensure that color photos are included and forwarded with the application.  Marines should seek administrative photography support from their local Communication Strategy and Operations (COMMSTRAT) Section when documenting their tattoos to ensure acceptable quality imagery and compliance with applicable directives, including this MARADMIN.  Marines must submit full length photos in Physical Training (PT) gear (green shorts-green t-shirt) from the left, right, front, and back.  Marines with body markings must submit a clear, close-up color photograph of each body marking accompanied by an explanation addressing the content (description and meaning), location, size, and date the body marking was made.  For body markings located in private areas, Marines will submit a drawing and a written description detailing the criteria cited by this paragraph in lieu of a photograph.  Private areas are defined as any portion of the body that is covered by the PT uniform.  Photo/drawing of the body marking is required in the application only.  Measurements are only required for questionable body markings which is further defined in reference (j).  Marines must also provide any page 11 entries that document their body markings.  For tattoo removal please provide the following:  photos of the tattoo(s) before the removal procedure was started; photos of the tattoo(s) after each removal session; and a statement from the provider who is removing the tattoo(s) indicating when treatment started, number of treatments required, and anticipated completion date.  In accordance with reference (k), no promotion style photographs will be submitted and tattoo photographs will be considered for waivers only and will not be briefed during the selection board.
     f.  Refer to reference (b) for acceptable forms of citizenship verification and the certification of documentation.  The following language must be on the verified copy:  “I have determined that this copy is a full, true, and accurate reproduction of the original after personally comparing the copy and original or observing the copying process.  No modifications or alterations have been made to either the original document or this copy".  Per Title 10, U.S. Code, the U.S. citizenship requirement cannot be waived.  Marines born outside the United States and territories must include dual citizenships statement in reference (a).
     g.  Refer to references (a), (l), and (m) for security investigation information and required application submissions.  Do not submit defense information security system (DISS) printouts.  Clearances must not expire prior to reporting to college for MECEPs or appointment for the other programs.  Secret clearances are valid for up to 10 years and top secret clearances are valid for up to 5 years.
     h.  Refer to references (a), (b), this MARADMIN, and the E-O application regarding disclosure of criminal offense dispositions and submission of required forms and proper documentation by law enforcement agency or court.  If the above cannot be obtained, provide a completed DD Form 369 (police record check) in the jurisdiction of the offense in the application.  Recommend contacting recruiters in the jurisdiction of the offenses to assist with DD Form 369.  All offenses, regardless of date of incident(s), must be disclosed.  Offenses within five years of board convening date require supporting documentation.  Alcohol and assault related offenses, regardless of date of incident, require supporting documentation.
     i.  All pre-service waivers must be addressed in first endorsement.  Reference (a) pertains.
     j.  Marines must sign the fraternization statement of understanding located in E-O application.  For information about pre-existing relationships and familial relationships, contact your local staff judge advocate office.
     k.  Marines must have a first class physical fitness test (PFT) and combat fitness test (CFT) score at time of application.  Refer to reference (n) for physical fitness scores.  Marines who are exempt from conducting a current PFT or CFT due to deployment must provide the waiver exempting them in their applications.
     l.  Aptitude scores can be requested on-line for the Scholastic Aptitude Test program at collegereadiness.collegeboard.org or call 866-756-7346 or for the American College Test records at www.act.org or call 319-337-1270.  Questions regarding the Armed Forces Classification Test (AFCT) contact MPA Test Control at DSN 278-9368 or commercial 703-784-9368 or email:  msabtesting@usmc.mil.  MPA Test Control highly recommends personnel to plan to take the AFCT, if needed, 60 days in advance of the application deadline.  Test scores must be included in application and test score requirements are not waiverable per reference (a) and paragraph 2 of this MARADMIN.
8.  Commanders refer to reference (a) and this MARADMIN for actions pertaining to the screening and reviewing of the applications.  Additional information provided below.
     a.  Ensure Marines and endorsing commands are using the E-O application template located on the MCRC website in paragraph 2.  Ensure point of contact information is on all endorsement letters to include name, email addresses and phone numbers.
     b.  Ensure all required forms are completely filled out, signed, and dated by the Marines and the certifying commissioned officers.
     c.  If a Marine is in receipt of permanent change of station (PCS) orders prior to selection, the Marine's CO must inform the Marine's monitor by administrative message that the Marine is applying for one of the E-O programs and that he/she is requesting a disposition of pending orders until the release of the selection results of the subject board.  Selected Marines in receipt of PCS orders must have their COs contact the Manpower Personnel Management Enlisted Assignments (MMEA-25) by message requesting disposition of orders and provide MARADMIN number selected on.
9.  Official Military Personnel Files (OMPF).  Per references (o) and (p), Marines are responsible for ensuring the accuracy and completeness of their OMPFs and master brief sheet (MBS) at least two weeks prior to date of scheduled board applying.  Do not submit MBS with application.
     a.  Obtaining and reviewing the OMPF.  The primary and most expeditious means to obtain and view the OMPF and MBS are through OMPF online via Marines on Line (MOL).  Refer to reference (o), to determine which documents are appropriate for inclusion in the OMPF.
     b.  OMPF document submission guidelines.  Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in their OMPF and/or MBS with MMRP.  Per reference (p), the top portion of the MBS is corrected via the Installation Personnel Administration Center or S-1.  Ensure any material sent to MMRP, for filing in the OMPF, contains full name, grade, and Electronic Digital Individual Personal Identification (EDIPI).  If the EDIPI is not on the material, then the material will not be filed in the OMPF in time for selection board for review.  Marines are reminded that any additions or deletions from their OMPF or MBS within the 12-month window should also be verified to ensure the accuracy and completeness of their records.  OMPF documents can be emailed as a PDF attachment or faxed to MMRP.  OMPF documents can also be mailed to MMRP; however, inclusion into the OMPF is substantially faster if the documents are either emailed or faxed.
     c.  OMPF document submission timelines.  It is imperative that documents submitted to MMRP for inclusion in the OMPF within 60 days of a selection board be conspicuously marked “contains documents for (CY board name)”.  With the exception of fitness reports, all OMPF documents must be forwarded to and received by MMRP at least two weeks prior to board convening date in order to allow processing time to the OMPF.  Marines are advised that the OMPF and MBS are distributed to the board room at least one week before the board convening date.  Board eligible records continue to be updated until the convening date of the board; however, Marines are highly encouraged to submit all materials no later than two weeks prior to the board convening date.
     d.  Photographs.  Per reference (k), official photos are no longer accepted.
     e.  Records and Performance Branch.

10.  Per reference (q), Marine officers require 20 years of active duty service with ten years of active commissioned service for retirement eligibility as a commissioned officer.
11.  Common application discrepancies and board trends include:
     a.  Marines' endorsing COCs neglecting to thoroughly review applications prior to submission.   Many Marines do not meet the basic requirements per reference (a) and this MARADMIN.
     b.  Command endorsements neglecting to provide POC email information as required.
     c.  Incomplete applications (missing required endorsements and documents as annotated on checklist and this MARADMIN).
     d.  Commands neglecting to use the tier ranking as annotated on endorsement letters in application (e.g. if a command has three Marines applying to one program they should rank 1, 2, and 3 out of 3).
     e.  Commands and Marines neglecting to ensure forms or documents in the application, have required dates, signatures, social security numbers, EDIPIs, or required statements (i.e. information sheet, DD Forms 2808 and 2807-1, essays, page 11, etc.).
     f.  Documents that are blurry or not legible within the application (i.e. proof of citizenship, transcripts, MCTFS pages, photographs, medical documentation, etc.) to accurately determine program requirements for Marines.
     g.  Non-disclosure of pre-service waivers.  Failure to submit supporting documentation for offenses within five years of board convening date and for all alcohol and assault related violations.
     h.  Marines neglecting to update their OMPF, and Marine Corps Total Force System (MCTFS) accounts.  As a result these systems do not accurately reflect correct information which creates discrepancies in application.
     i.  Failure to complete and submit the required medical forms and supporting documentation per paragraph 6 of this MARADMIN.
     j.  Award citation write-ups missing in OMPF.
     k.  Fitness report date gaps.
     l.  Time in service and end of active service not within policy outlined in reference (a) and paragraph 7b of this MARADMIN.
12.  Updates to reference (a) are outlined in this MARADMIN.
13.  Recommend all qualified Marines reapply for future boards if not selected.  Dated endorsements must be redone for each board and all forms must be dated within one year of board convening date.
14.  This MARADMIN is applicable to the Marine Corps Total Force.
15.  This MARADMIN is cancelled upon the release of the next board announcement MARADMIN.
