GENTEXT/REMARKS/1.  Purpose.  To introduce the Commanding General’s Retention Program (CGRP) and announce the submission criteria for the CGRP.
2.  Background.  In accordance with references (a) and (b), the Enlisted Retention Campaign for Fiscal Year 2022 (FY22) began on 7 July 2022.  In an effort to modernize and retain the best and most qualified Subsequent Term Alignment Plan (STAP) Marines, Manpower Management Enlisted Assignments (MMEA) convened and executed the STAP Enlisted Career Retention Board (ECRB).  As a result of keen competition, a number of qualified STAP Marines will not receive a boatspace.  Manpower Management Division acknowledges the importance of Commanding Generals in the retention of talented Marines, and therefore, created the CGRP.  The CGRP grants Commanding Generals the ability to retain quality Marines who did not receive a boatspace on the FY22 STAP ECRB.
3.  CGRP eligibility requirements are:
3.a.  Must be a FY22 STAP Marine with an end of current contract date between 1 October 2021 and 30 September 2022.
3.b.  Must not have been disapproved for reenlistment with a no further service (NFS) determination.
3.c.  Must meet all reenlistment prerequisites as defined in Chap 4, para 5 of ref (a), to include having no core values violations, no incidents of domestic violence, nor any violations of ref (c).
3.d.  Must have a favorable endorsement from the first Commanding General in the Marine’s chain of command.
4.  CGRP spaces are allocated as follows:
4.a.  Each Commanding General is authorized to submit up to two CGRP requests per PMOS.  Any additional requests will be disapproved.
4.b.  CGRP spaces are limited to a maximum of 4 per PMOS.  Career Planners are encouraged to contact MMEA-1 to confirm availability prior to submission of a CGRP request.
4.c.  CMC MMEA has the authority to close a PMOS for CGRP submissions at any time based on the number of submissions.  Suspension of CGRP submissions will be published via the Total Force Retention System.
5.  Commanders are authorized to extend FY22 STAP Marines whose Expiration of Active Service (EAS) is between the release of this MARADMIN and 30 July 2022 until no later than 30 August 2022.  This extension authority does not apply to Marines with a Draw Case Code (DCC) of:  AF, AH, AJ, AU, AX, AY, or AZ.  This extension authority does not extend to Marines pending legal adjudication and/or in a medical status (not in full duty/worldwide deployable), with the exception of pregnancy or post-partum.  Extensions executed IAW this authority will require submission of a local command authority (LCA) RELM via TFRS.  Commands are not authorized to extend Marines to any point beyond 18 years of service.
6.  This MARADMIN is not applicable to the Marine Corps Reserve.
