GENTEXT/REMARKS/1.  This MARADMIN announces the release of the Protection Charter to ensure widest dissemination.
2.  This charter publishes the Marine Corps Protection Governance Framework.
2.A.  The Protection governance framework consists of the Protection-Executive Steering Group (P-ESG), a Protection Council (PC), supporting Operational Advisory Groups, Working Groups, Individual Planning Teams, and cells, and committees.  Charter members include 1-2 Star reps, O-6/GS-15 and action officers from all Deputy Commandants, Training and Education Command, Marine Forces, Marine Corps Installations Command, Marine Corps Systems Command, Marine Corps Recruiting Command, and Fleet Marine Forces.
2.B.  The Protection governance framework promotes the coordination, synchronization and integration of protection polices, plans, programs, and requirements at the lowest level possible.  Issues requiring approval or resolution are forwarded to the next higher level for adjudication and decision.
2.C.  The Protection governance bodies are co-chaired by Deputy Commandant (DC) for Plans, Policies, and Operations and DC for Installation and Logistics.
3.  DC PP&O serves as the Protection office of primary responsibility (OPR) for synchronization of Service-wide protection requirements.  In this capacity, DC PP&O is responsible for ensuring that enterprise protection­ related risks across the force are identified and addressed at appropriate Service decision-levels.  DC PP&O is responsible to advise CMC on priorities for management of identified risks.
4.  DC I&L serves as the OPR for Installation Protection requirements, in accordance with MCO 5400.54 dated 19 Apr 13 (or most recent version).  As the OPR for Installation Protection requirements and Co-Chair of Protection governance bodies, DC I&L ensures installation protection requirements are synchronized in coordination with DC PP&O into enterprise-wide requirements.
5.  The charter is located on the PP&O Security Division homepage at https:(slash)(slash)usmc.sharepoint-mil.us/sites/DCPPO_PS_PSP/SitePages/Protection-Board.aspx.  This collection site will also be used to collaborate Protection related efforts by publishing battle rhythms, action items, points of contact, and serve as a repository for final documentation.
