GENTEXT/REMARKS/1.  This MARADMIN provides guidance on the Marine Corps’ observance of, and participation in, National Insider Threat Awareness Month (NITAM) 2022.
2.  General.  NITAM, held annually in September, is a national platform for increasing insider threat (InT) awareness to promote safety, economic stability, and national security within public and private sector organizations.  The Office of the Under Secretary of Defense for Intelligence and Security, in coordination with the National Insider Threat Task Force, and the Defense Counterintelligence and Security Agency, establishes the annual  theme for NITAM and provides DOD Components with guidance on the execution of their NITAM efforts.
3.  The DOD theme for NITAM 2022 is “Critical Thinking in Digital Spaces”.  The relevance of this year’s theme is centered on our society’s growing reliance on technology and the threats that this reliance poses to the security of our personnel, information, resources, and mission capabilities.
4.  Marine Corps participation in NITAM 2022.
4.a.  The Marine Corps Counter Insider Threat Program (MCCInTP), Information Intelligence Division (IID), Deputy Commandant for Information (DC I) will lead the NITAM effort for the Marine Corps.
4.b.  Understanding the critical role that information plays within the insider threat problem set, the MCCInTP will ensure its NITAM efforts reinforce key concepts and principles found in Marine Corps Doctrinal Publication 8, Information.  This capstone Service doctrine provides concepts and principles that Marines use to plan and execute operations for the purpose of creating and exploiting information advantages in pursuit of mission objectives, in any warfighting domain.  Principles such as preserving friendly force information from disruption and denying our adversaries the information they seek about Marine Corps forces, are inherent to both the MCCInTP and our information warfighting doctrine.  The insider threat poses a serious and growing challenge in a hyperconnected world where our adversaries are quick to exploit unauthorized and/or careless disclosures of friendly force information.
4.c.  Information preservation includes all actions Marines take to protect and defend information, systems, and networks against all variety of internal and external threats.  We must ensure the MCCInTP provides a reliable mechanism for identifying and countering all forms of internal threats who are actively engaging in disruption, or who have the potential to disrupt our ability to gather, process, or use information.
4.d.  Information denial includes activities to deny, disrupt or destroy the information needed by the opponent to understand the situation, make decisions, or act in a coordinated fashion.  We must ensure the MCCInTP provides a reliable mechanism for identifying and countering all forms of internal threats who are engaging in unauthorized disclosure, or who have the potential to disclose unauthorized or detrimental information about Marine Corps forces sought by our competitors and adversaries.
5.  NITAM 2022 Goals.  The MCCInTP will use the visibility that NITAM provides to achieve the following goals:
5.a.  Generate an information advantage by increasing force resiliency among Marine Corps personnel to resist, counter, and prevail against the threats posed by maligned insiders.
5.b.  Increase MCCInTP utilization among commanders to support their risk mitigation processes.
5.c.  Reinforce InT fundamentals among Marine Corps personnel.
5.d.  Promote collaboration between the MCCInTP and Marine Corps, DOD, and industry InT and security stakeholders.
6.  The MCCInTP will take the following measures to support the obtainment of the above listed goals.
6.a.  Develop and distribute training and awareness materials that promote the NITAM 2022 theme and reinforce InT fundamentals.
6.b.  Host virtual Counter Insider Threat (C-InT) Workshops for Marine Corps commanders, supervisors, and other security professionals during the month of September.
6.c.  Present at, and participate in, the Defense Personnel and Security Research Center’s (PERSEREC) C-InT Social and Behavioral Science (C-InT SBS) Summit.
6.d.  Participate in OUSD (I&S) sponsored NITAM events throughout the month of September.
7.  Supporting Actions.  To assist with promoting force resiliency and achieve NITAM 2022 goals, leaders are encouraged to take the following actions during the month of September:
7.a.  Attend a MCCInTP sponsored virtual C-InT Workshop.
7.a.1. The C-InT Workshop will provide information related to the proper application of MCCInTP analytic capabilities to support risk mitigation processes.
7.a.2.  Topics to be discussed during the C-InT Workshop include, but are not limited to, identifying primary risks indicators, initiating analytic support, review of the analytic cycle/process, and development and delivery of analytic products.
7.a.3.  C-InT Workshops will be held virtually, via Microsoft Teams, each Thursday throughout the month of September.
7.a.3.a.  C-InT Workshop 1:  Thursday, September 8th, 10:00am – 11:30am (EST).
7.a.3.b.  C-InT Workshop 2:  Thursday, September 15th, 2:00pm – 3:30pm (EST).
7.a.3.c.  C-InT Workshop 3:  Thursday, September 22nd, 10:00am – 11:30am (EST).
7.a.3.d.  C-InT Workshop 4:  Thursday, September 29th, 2:00pm – 3:30pm (EST).
7.a.4.  To participate, email insiderthreat@usmc.mil and request an invite for the C-InT Workshop (1,2,3 or 4) you would like to attend.
7.b.  Direct personnel to conduct annual counterintelligence and insider threat awareness training provided by your local Naval Criminal Investigative Service field office.
7.c.  Encourage security, mental health, human resource, law enforcement, antiterrorism, and other resilience/force preservation stakeholders to participate in the C-InT Social and Behavioral Science Summit and/or the DOD Counter Insider Threat Virtual Conference.
