GENTEXT/REMARKS/1.  The Marine Corps Senior Enlisted Academy (MCSEA) will conduct a pilot course of the Senior Enlisted Blended Seminar Program (SEBSP) for master sergeants and first sergeants.  The SEBSP pilot course combines resident and nonresident education to be delivered aboard Marine Corps Base Quantico.
2.  Background
2.A.  The SEBSP will deliver an intense curriculum in a blended format focused on the following core areas: Leadership and Ethics, Communication Studies, Warfighting, and Joint Operations.  At initial operational capability, the SEBSP will be available at the four large Staff Noncommissioned Officer Academies:  Camp Lejeune, Camp Pendleton, Okinawa, and Quantico.
2.B.  Once SEBSP is at full operational capability, it will be accessible by all first sergeants and master sergeants and become a professional military education (PME) requirement; the current First Sergeant and Master Sergeant Regional Seminar will be phased out as an option to meet the PME requirement.
3.  Execution of the Pilot Program
3.A.  SEBSP is designed for delivery in two stages: Stage one is an eight week nonresident period and stage two is a two week resident period.
3.A.1.  Stage one, the nonresident seminar (NRS) period, will be accomplished as either onsite or online seminars that meet one night per week during off duty hours.  For the pilot, one seminar (15 students) will meet at the MCSEA Billeb Hall and another seminar (15 students) will meet virtually via an Adobe Connect virtual classroom.
3.A.2.  Stage two, the final resident seminar (FRS) period, will occur over two weeks during duty hours at MCSEA.
3.A.3.  Marines who complete the SEBSP pilot course will meet the PME requirement for master sergeants.  First sergeants must also complete the First Sergeants School to meet their PME requirements.
3.B.  This pilot program will be executed at MCSEA in close coordination with the College of Distance Education and Training. Marine Corps University announces the pilot class dates for the SEBSP:

3.C.  Allocations for the pilot course are as follows:
3.C.1.  The following allocations are for the onsite NRS and resident FRS.  These students must be in the National Capital Region and available to meet one night per week for the NRS from 1730 to 2030 Eastern Standard Time (EST) at the MCSEA.

3.C.2.  The following allocations are for the online NRS and resident FRS.  These students must be available to meet one night per week from 1730 to 2030 EST virtually via an Adobe Connect virtual classroom for the NRS.

3.C.3.  All students must attend the FRS at MCSEA.
3.C.4.  Major Subordinate Commands (MSCs) may nominate Marines in the grade of E-8 who have not previously completed the SEPME course to attend in accordance with the above allocations.  Due to limited school seats, nominees must be submitted through the Marines’ chains of command to the MCSEA Deputy Director for enrollment in the SEBSP pilot course.
3.C.5.  Registration deadline is 1 Dec 22.
4.  Amplifying Instructions
4.A.  The Marine Corps Training Information Management System will not be used for registration of the pilot course of the SEBSP.
4.B.  The following information must be submitted through the allocating command identified in paragraph 3.C. to the MCSEA Deputy Director for registration in the SEBSP:
4.B.1.  Course Number (Q1-23).
4.B.2.  Course Name (SEBSP).
4.B.3.  Student full name, Electronic Data Interchange Personnel Identifier, and military occupational specialty.
4.B.4.  Student phone number and email address.
4.B.5.  Student rank and date of rank.
4.C.  Temporary additional duty is not authorized for the NRS period of the SEBSP.  Further guidance for reporting to the NRS will be provided within the letter of instruction to all students upon verification of attendance.
4.D.  Lodging, travel arrangements, and rental vehicles for the FRS are the responsibility of the Marine’s parent command and will be in accordance with the most current Joint Travel Regulating.
4.E.  Funded, non-reporting orders for the FRS are the responsibility of the Marine’s parent command.  Indicate on orders that government quarters and messing are not available.
4.F.  Students must possess a personal computer with audio and video capability and internet access.  Students are highly encouraged to bring laptops or tablet devices to download student materials for ease of use and studying while attending these BSP.  Students will be provided a Moodle account once registered for the course.  All required student courseware can be downloaded from the MCU Moodle site.  No printed materials will be provided.
4.G.  Before arriving, students must read and become familiar with the following references: Marine Corps Doctrinal Publication (MCDP) 1 Warfighting, MCDP 5 Planning, MCDP 6 Command and Control, and MCDP 7 Learning.
