GENTEXT/REMARKS/1.  This MARADMIN announces an update to ref (a), with the fielding of the new Joint Duty Assignment Management Information System (JDAMIS) and update to the self-nomination Joint Qualification process that impacts the Experience-Based Joint Duty Assignment (E-JDA) credit submission procedures.
2.  Officers are no longer able to submit joint experience via MilConnect.  The Defense Manpower Data Center (DMDC) team has updated the MilConnect portal instruction directing officers to contact the JDAMIS Help Desk for account creation.  Officers who attempt to log into MilConnect received a message from DMDC stating the following:  "The DMDC team has been unsuccessful in provisioning access for officers to be able to login to the new JDAMIS system to submit E-JDA nominations.  In order to submit a nomination, officers may contact the JMIS Help Desk at dodhra.dodc-mb.dmdc.mbx.jmis-helpdesk@mail.mil and request a JDAMIS account.  The Help Desk will immediately create an account and provide the officer with instructions to access the system and submit their nomination."
3.  The Calendar Year 2023 E-JDA review boards will utilize the new JDAMIS.  The next board submissions for the February 2023 E-JDA board are due to USMC Joint Officer Matters (JOM) no later than 15 December 2022.
3.a.  If an officer already submitted their E-JDA through the previous system, contact USMC JOM.
3.b.  If an officer resubmits from a previous board, contact JOM.
4.  The Joint Staff JOM will coordinate with the Office of the Secretary of Defense (OSD) to request a waiver for all of those officers who could not submit their experiences within the 12/18 month window due to system outages.  The 12/18 month waivers will only be granted to those who fall within the system shutdown date window.  Contact USMC JOM if an officer could not submit due to the system outage.
4.a.  For all other 12/18 month waiver requests, the submitting officer must submit a General Officer (GO)/Flag Officer (FO)/Senior Executive Service (SES) memo to Headquarters Marine Corps (HQMC) stating the nature and justification for the ETP.  HQMC will review and submit to the Joint Staff for OSD approval, pending Service endorsement.
