GENTEXT/REMARKS/1.  Purpose. Per refs (A) and (B), this MARADMIN modifies Marine Corps policy for the Foreign Language Proficiency Bonus (FLPB) for Fiscal Year (FY) 2023.  Phase 1 effective date remains 1 October 2022 and Phase 2 is effective 1 February 2023.
2.  Background.  The Marine Corps employs FLPB to meet evolving mission requirements by incentivizing the acquisition, maintenance, and enhancement of critical foreign language skills.  In accordance with refs (A) and (B), and in coordination with the Fleet Marine Force and Supporting Establishment, the Director of Intelligence (DIRINT), in his role as the USMC Senior Language Authority, determines which foreign language capabilities are required and aligns FLPB eligibility criteria to incentivize the development of those capabilities.  The result of this process is eligibility criteria for FLPB payment to Marines who demonstrate the required proficiency levels.  To ensure that FLPB payments do not exceed annual budgetary limits, the Marine Corps may modify the capability and eligibility requirements during the FY, which are then promulgated via separate MARADMIN.
3.  Execution.  In accordance with the new updates to ref (G), the Marine Corps will fully implement changes by 17 February 2023.  This will be accomplished through a three phase approach.
a.  Phase 1:  Languages on the Strategic Language List and Strategic Reserve Language List will no longer be entitled FLPB.  Marines who meet the requirements for the new Host Nation Support Language category will rate FLPB.  Schedule 2 is removed and all Marines who rate FLPB are paid based on one FLPB Payment Table.
b.  Phase 2:  The new FLPB pay table is implemented and FLPB shifts to payment by modality.  A new lump-sum incentive is introduced for Marines who speak specified languages, but do not otherwise meet requirements for FLPB.  The $500/month per language limit is removed ($1000/month, $12,000/year limits remain in place).
c.  Phase 3:  MCO 7220.52G is published, fully promulgating all changes to Marine Corps policy, in accordance with ref (G). Phase 3 is estimated to be published no later than 30 September 2023.
4.  Validating Proficiency.  Per ref (A), Marines must validate their proficiency via the Defense Language Proficiency Test (DLPT) family of tests to maintain FLPB eligibility.  The DLPT family of tests includes the Very Low Range (VLR), Lower Range (LR), Upper Range (UR), and All Range (AR) DLPTs, and the Oral Proficiency Interview (OPI).  The DLPT family of tests measure proficiency in Listening Comprehension (LC), Reading Comprehension (RC), and Speaking Comprehension (SC) using Interagency Language Roundtable (ILR) proficiency levels ranging from 0 to 5.  Proficiency is calculated per modality of scores tested, e.g., LC score of 2, RC score of 2+, and SC score of 1+ will be paid, if eligible, FLPB at the 2, 2+, 1+ rate.  Each language test is denoted by a trigraph, e.g., Modern Standard Arabic is represented as ARB; all trigraphs listed below are for their respective test.
a.  In accordance with recent updates to ref (J), the minimum time required between DLPT attempts per modality has increased to 270 calendar days.  Marines may request a waiver via Headquarters Marine Corps Foreign Language Program, to retest early based on completion of a Significant Language Training Event (SLTE), as defined as 160 hours of formal language training, in that language or dialect, pending deployment, or entering a Marine Corps-sponsored school.
b.  For languages and dialects listed in this paragraph for which an RC test does not exist, the LC test may be combined with the associated RC test identified in the left hand column.  Beginning 1 February 2023, Marines will be paid per test and modality for languages and dialects without limitation, provided they meet FLPB eligibility requirements.

Example:  A Marine receives LC score of 3 and RC score of 3 in Arabic-Modern Standard, LC score of 2+ in Arabic-Levantine, and LC score of 2 in Arabic-Iraqi.  Provided the Marine meets all other eligibility requirements to receive FLPB, they will receive pay for a single RC score of 3, but also receive pay for three individual LC scores of 3, 2+, and 2.  Based on the payment table listed in paragraph 6.a, the Marine will receive monthly FLPB of $900.
c.  If no DLPT exists for a language or dialect, Marines must take the OPI to receive FLPB.  In these instances, FLPB will be paid based on the single score, but be recorded as both the listening and speaking score, e.g., a score of ILR proficiency level 2 on the Armenian (HYE) OPI will be paid $200/month ($100 for Listening and $100 for Speaking) based on the FLPB Pay Table.
d.  In order to support the MOS requirements prescribed in ref (C), an exception to OPI scoring policy is only applicable to Marines with Military Occupational Specialty (MOS) 0370 and 0372.  Ref (E) authorizes this exception to Department of Defense Foreign Language Proficiency validation testing policy for the assignment of scores in two modalities on the OPI in order to meet service-specific requirements.
(1)  In accordance with ref (E), an OPI score may be assigned for the listening modality equal to the score of the speaking modality, up to and including ILR skill level 4.  For speaking results at or above ILR level 4, the participatory listening skill score will be assigned as ILR 4 score.
(2)  When scheduling an OPI for PMOS 0370/0372 Marines via the OPI Authorization Reporting System, Testing Control Officers (TCO) shall select ”SOCOM” in the Reason Code.  When selecting this Reason Code, TCOs will verify that the “Dual Modality” radial is automatically checked.  Eligibility requirements for OPIs remain in effect IAW the current version of ref (F).
e.  If no DLPT exists for a language or dialect, and an OPI is unavailable, Marines must provide a specific operational requirement, e.g., pending deployment that requires the Marine to test in a rare language or dialect, in order to request a test.  Tests in this case may involve additional travel and cost at unit expense.
5.  FLPB Eligibility. Pay based on the Strategic Language List and Strategic Reserve Languages has been suspended for FY23.  Per ref (C),Marines must meet one of the remaining five requirement categories listed below to be eligible for FLPB.  If a language appears in multiple categories, Marines are eligible for FLPB if they meet the criteria for any single category, e.g., Marine may be eligible for FLPB per paragraph 5.c but not per 5.b.
a.  Suspension of Strategic Language List (SLL) and Strategic Reserve Languages.  In accordance with ref(E), languages in the DoD “Immediate” or “Emerging” categories of the SLL are no longer required to be paid FLPB.  Test scores prior to 1 October 2022 will be paid according to previous FY21/22 policy until expiration.
(1) Example 1:  A Marine scores a 3/2+ on the DLPT in Burmese on 8 September 2022.  The Marine will continue to be paid based on FY22 FLPB policy until the test expires on 1 October 2023.
(2) Example 2:  A Marine scores a 3/3 on the DLPT in Hindi on 16 June 2022.  The Marine will continue to be paid based on FY21 FLPB policy until the test expires on 1 July 2024.
b.  Category 1:  MOS Language Requirements.  The languages in this category satisfy MOS requirements, and are reflected in both ref (C) and unit tables of organization.  Per refs (D) and (E), in order to be eligible for an MOS-required language, the Marine must:  (1) hold one of the PMOS, and/or NMOS listed by language in table 4.b.(2) below; and (2) maintain current DLPT scores at minimum ILR proficiency levels in the language required by that MOS or billet, in accordance with refs (C) and (I).  All payments for these languages will be made via the FLPB Payment Table, contained in ref (E).
(1) Beginning 1 February 2023, Marines may receive FLPB in all modalities they are able to meet minimum ILR proficiency in.  The minimum qualifying FLPB proficiency shall not be less than the ILR proficiency level required by the Marine’s MOS or billet.  Marines with a PMOS in MOS OCC Fields 02XX (Intelligence), 26XX (Signals Intelligence/Ground Electronic Warfare), or 17XX (Cyberspace Operations) must also possess the 27XX Exception MOS (EMOS) associated with the language, e.g., 2791 for Russian.  The minimum proficiency levels by MOS are:

d.  Category 3:  Requirements in Support of Operations or Partnering.  Marines who are deployed or in direct support of contingency operations, MAGTF, or Combatant Command requirements; assigned to Foreign Professional Military Education (FPME); or otherwise engaged with partner nation military and/or government personnel may request a FLPB payment waiver for any language if they are not normally qualified for automatic payment.  Due to budgetary limits, activities, such as recruiting, not in direct support of MAGTF operations or partner nation mission requirements will not qualify for FLPB. All payments will be made via FLPB Payment Table contained in ref (E).
(1)  Requests must reflect Marine Corps Total Force System (MCTFS) data for language test dates, scores, and geographical location code data, and must include a Marine Corps Task List (MCTL) item from ref (I) that was supported.  All periods of performance must be complete at the time of the request.  Requests that do not meet these requirements will not be considered.
(2)  Approval authority for these requests is the first O-5 in the Marine’s chain of command or, in the alternative, any personnel with By Direction signature authority.
(3)  To initiate a request to receive FLPB by exception, visit:  https:(slant)(slant)intelshare.intelink.gov/sites/hqmcintel/SitePages/Sub-Section.aspx?Sub-Section=FLP.  Select the “Submit FLPB Exception Request” widget, and then fill out the electronic form in its entirety.  A Common Access Card is required to access the site, and a User’s Guide is provided through a link directly below the widget.  Any organization with administrative control of a Marine requesting waiver for FLPB payment may submit requests on their behalf.  Once an electronic request is submitted, an e-mail will be sent from Intelink to the signatory authority designated in the request containing instructions and a link to take appropriate action.
e.  Category 4:  Host Nation Support Languages.  In an effort to incentivize LREC capabilities, Marines stationed overseas who demonstrate proficiency (minimum ILR proficiency level 2) in the language of their host nation or specified regional requirement are eligible for FLPB.  If eligible, Marines assigned to the approved Monitored Command Codes (MCC) will receive payment for the correlated languages via FLPB Payment Table.  To request the addition of an MCC or language to the list, commands are encouraged to contact the Foreign Language Program.  All requests will be subject to further analysis to determine whether or not the addition is appropriate.  To view the list of eligible MCCs and the corresponding languages, visit: https:(slant)(slant)intelshare.intelink.gov/sites/hqmcintel/SitePages/Sub-Section.aspx?Sub-Section=FLP
f.  Category 5:  Lump-Sum Bonus to Formally Certify Self-Assessed Proficiency.  As of 1 February 2023, the USMC, pursuant to Section 353(c)(2) of Title 37, U.S.C., will enact lump-sum bonuses to formally certify self-professed proficiency to those Marines who do not otherwise qualify to receive monthly FLPB for a specific language.  All Marines may certify on an annual basis per fiscal year and will be paid a lump-sum of $300, per modality scored at ILR Skill level 2 or higher, not to exceed $1000 month/$12,000 year, as listed in paragraph 6.a.(1)(b).  The USMC reserves the right to cease lump-sum bonuses via MARADMIN amendment or add/remove languages from eligibility contingent on budgetary availability.     
(1)  Example 1:  A Marine has self-professed Bulgarian skills and takes a DLPT and scores a 3/2+/2 on the DLPT and OPI in September 2023.  The Marine will be paid $900 for the month of September, $300, per score, per modality.  The Marine will be eligible to test and be paid for Bulgarian again in September 2024 for the annual lump-sum bonus.
(2)  The following language is not eligible to receive the lump-sum bonus:  Spanish (SPA).
6.  Administration. 
a.  Payment.
(1)  As of 1 February 2023, Schedule 1 has been suspended.  All Marines who receive certified test scores with dates after 1 February 2023 and are eligible to receive FLPB as listed in paragraphs 5.b-5.e, will be paid according to the new FLPB Payment Table in paragraph 6.a.(1)(a).  Marines with test scores between 1 October 2022 and 31 January 2023 will continue to be paid according to Schedule 1.

(2) As of 1 February 2023, the limit of $500/month per language has been removed, however the total monthly restriction of $1000 remains in place.  Per refs (C) and (G), the annual FLPB amount may not exceed $12,000 per Marine.  FLPB will be paid on a monthly basis and may be pro-rated to the day.
a.  This MARADMIN amends MARADMIN 493/22.  All FLPB eligibility is based upon the fiscal year the Marine took the DLPT, e.g., a Marine who tested in FY22 receives FLPB based on FY22 eligibility requirements, and eligibility does not change when FY23 begins.  Marines’ FLPB eligibility as a result of FY21 or FY22 guidance will continue until tests taken during those fiscal years expire.  If a Marine tests prior to those scores’ expiration, all payments based on FY21 or FY22 eligibility guidance will cease.  Any subsequent FLPB determinations will be based on the most recent FY23 test scores.
b.  In the case of FY23, Marines who test between the dates of 1  October 2022 and 31 January 2023 will be paid according to MARADMIN 493/22. Marines who test after 1 February 2023 will be paid in accordance with this MARADMIN.
c.  Per refs (C) and (D), Marines receiving FLPB must sign a Page 11 entry in their service record specifying the amount of proficiency bonus, the period for which the bonus will be paid, and the initial certification or recertification necessary for proficiency bonus payment.
d.  Marines who test in a foreign language but possess a basic occupational field MOS, i.e., 2600, 8230, or 8240, at the time of testing will not be eligible for FLPB until they have been awarded the qualifying MOS, e.g., 2641, 8234, or 8248.  The period of FLPB eligibility will begin the date the MOS is awarded and will end the date the test scores expire.
7.  Applicability.  This MARADMIN is applicable to the Marine Corps Total Force.
