GENTEXT/REMARKS/1. As announced by reference (a), the FY23 Gunnery Sergeant Promotion Selection Board will convene on Tuesday, 25 April 2023 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 8 weeks.
2. In accordance with reference (b), all correspondence submitted to the President of the board must be received no later than 10 calendar days prior to the board convene date. Communications received after 2359, Eastern Daylight Time (EDT) on 14 April 2023 will not be submitted to the board. Additional details about submitting correspondence to the President of the board can be found in paragraph 14.a.1 below.
2.a. The deadline to ensure that all Marine Corps Total Force System (MCTFS) and Official Military Personnel File (OMPF) related information is up-to-date is no later than (NLT) 2359, EDT on 24 April 2023.
3. Professional Military Education (PME). The selection guidance (precept) for board members includes a reminder of the requirement for PME. Marines are advised to ensure that course completion information is included in their Official Military Personnel File (OMPF). Additionally, Marines are encouraged to review their Master Brief Sheet (MBS) to ensure their PME completion is reflected. The MBS is a tool and is not considered the official source documentation. As a reminder, Marines "eligible for selection" missing evidence of required PME will be briefed as "not fully qualified" for selection.
3.a. Per reference (c), the PME requirements for promotion to gunnery sergeant are as follows: Staff sergeants eligible for consideration to gunnery sergeant must have completed; 1) the MarineNet EPME6000 Course and 2) either the Resident Career School, the Career School Seminar Distance Education Program, or Resident Two-Week Reserve Career School if previously attached to the Selected Marine Corps Reserve (SMCR) to be considered fully qualified.
3.b. It is critical that eligible Marines ensure their record includes evidence of PME completion. All Marines who are eligible for consideration by the FY 2023 Gunnery Sergeant Promotion Selection Board must have PME requirements completed NLT 2359, EDT on 24 April 2023.
4. Per references (d), (e) and (f), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet Military Occupational Specialty (MOS) of 0911, 8411, 8421, 8156, 0913, 8152, and 8154 will be exempt from completing the resident PME course
requirement for a period not to exceed 365 days upon re-assignment from the SDA tour. Marines who rate the SDA waiver at the convene date of the board will continue to rate the SDA waiver the duration of the board. This includes Marines serving at Officer Candidate School (OCS) Quantico, VA and Officer Training Command Newport (OTCN), specifically in a 0911 billet, in a permanent personnel capacity. Marines serving in an SDA billet MOS of 0911, 8411, 8421, 8156, 0913, 8152 and 8154 are still required to complete all non-resident PME requirements. In accordance with references (c), (d), (e) and (f), the PME waiver applies to Marines who have been relieved, i.e., Relief For Cause (RFC) or Good Of Service (GOS).
5. All staff sergeants who have been properly recommended for Accelerated Promotion on fitness reports with periods ending between 26 April 2022 through 24 April 2023 will be considered in the below zone with the Marines in their MOS/OccFld who met the established time in grade and time in service cutoff for promotion consideration. Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (f) and the timely receipt of the fitness reports by the CMC, Manpower Management Records and Performance, Performance Evaluation Section (MMRP-32), within 30 days after the end of the reporting period.
6. Commanders Responsibilities:
6.a.1. Ensure this MARADMIN is available to all Marines under your command.
6.a.2. Ensure each eligible Marine within your command is notified of their promotion eligibility.
6.a.3. Encourage all eligible Marines to review their OMPF, MBS, and MCTFS data prior to the convene date of the board.
6.a.4. Remind Marines to prepare for their board prior to deployment.
6.a.5. Understanding that some Marines may require additional support to prepare for their board, encourage Marines to contact the CMC (MMRP-50) for assistance for assistance prior to the convene date of the board.
6.a.6. Ensure the accuracy of data elements in MCTFS for those Marines eligible for promotion consideration regardless of zone. Specific data elements include, but are not limited to Date Of Rank (DOR), Armed Forces Active Duty Base Date (AFADBD), PME, service schools, billet description, Primary Military Occupational Specialty (PMOS), IMOS, training scores, personal awards, assignment to and removal from the Body Composition Program (BCP), etc. Any corrections should be reported in MCTFS and submitted as correspondence to the President of the board by the eligible Marine NLT 2359, EDT 14 April 2023.
6.a.7. Effective, 30 January 2023, promotion selection boards will honor a Marine's request not to be selected by a enlisted staff noncommissioned officer promotion selection board and the Marine will incur a failure of selection. This request does not make a Marine ineligible for subsequent promotion selection boards. Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled per reference (g) and submit their requests in the proper format. Paragraph 3102.2 also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process.
6.a.8. Assist eligible Marines in correcting incomplete fitness reports and/or correction to Fitness Reports in accordance with the procedures outlined in chapter 8 and Appendix I of reference (f).
6.a.9. Ensure all reporting officials comply with the fitness report timelines noted in reference (f).
6.a.10. Immediately notify the CMC (MMPR-2) via naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, or component code in MCTFS to preclude erroneous consideration or non-consideration.
6.a.11. Promptly report to CMC (MMPR-2) via naval correspondence any approved MOS changes for eligible Marines that occur during the board, this includes reporting failures of MOS producing schools.
6.a.12. Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or court-martial results of trial is released by military justice officer, or a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary, or civilian court proceeding, or counseling documentation is placed in Marine's OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request. The Naval Correspondence will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command. Naval Correspondence should also be submitted regarding any eligible Marine w o is administratively reduced, discharged, or is assigned to the BCP. Commanders are also reminded to make appropriate MCTFS entries, if warranted.
7. Prior Service Consideration. Marines who believe they should be considered eligible for the below zone by virtue of prior service, per paragraph 3202 of reference (g), must submit a request for prior service consideration with required source documents to CMC, Manpower Management Promotion Branch, Enlisted Promotions Section (MMPR-2) no later than 2359, EDT on 24 April 2023. Figure 3-4 of reference (g) contains the format for the request. Late submission of requests for consideration based on prior service will be filed without action. Command endorsement is not required.
8. The table below lists the MOSs that "feed to" the IMOS at the next higher grade indicated. Marines serving in a basic MOS will be considered in their IMOS. Marines who have a PMOS listed in column (a) as a feeder MOS will compete for promotion to the IMOS listed in column (b), provided they meet the eligibility requirements listed in paragraph 10. Note: As zones and allocations are subject to change prior to or during the board, all Marines are reminded of their responsibility for the completeness and accuracy of their records.

9. The tentative allocations, zones, and AFADBD cutoffs are identified below. Marines who have a DOR that is earlier than the DOR identified for a zone are eligible for consideration in that zone for that IMOS. When an AFADBD is specified, it pertains only to those Marines with the listed DOR. The AFADBD is not applicable for determining eligibility of those Marines whose DOR is earlier than the DOR listed, refer to paragraph 3102.3 of reference (g). THE FOLLOWING IMOS(S) ARE CLOSED: 6123 AND 7136.
9.a. The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
9.b. Lateral Moves. Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrongzone (because of the adjusted DOR or lateral move) must notify CMC (MMPR-2), in writing, before 2359 EST on 24 April 2023.
9.b.1. Marines who have made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
9.b.2. Marines who have lateral move requests approved MUST accept and sign their lateral move approval in order to properly reflect in MCTFS and be eligible for promotion. The convening date of their board will be considered in the MOS/IMOS for which the lateral move has been approved.
9.b.3. Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/IMOS and will be deleted from the board population. These Marines will compete on the following year's board, if eligible.
9.b.4. Marines who are selected in the incorrect IMOS by the board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS. Paragraphs 3100.3 and 3602.5 of reference (g) apply.
9.b.5. All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned on the convening date of the board per paragraph 3100.3 of reference (g). MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC (MPP-20).
9.c. An above zone DOR/AFADBD cutoff for a specific MOS with no DOR/AFADBD cutoff in the promotion zone indicates no allocations for promotion exist in that MOS for this board.

11. Eligibility:
11.a. The above listed tentative zones are subject to change by virtue of ongoing grade-MOS structure changes and realignments. Any adjustments to the above listed zones will be announced prior to the convening date of the board. Additional changes that occur during the board session will be announced in the selection MARADMIN.
11.b. Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
11.c. In accordance with reference (h), Marines who are selected the ranks of SSgt through SgtMaj/MGySgt must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
11.c.1. Commanders are authorized to locally extend Marines who receive a notification via MOL informing them that they are not in compliance with the obligated service requirement and will not be promoted to the next higher grade. Unit Career Planners or other unit representatives completing the NAVMC 321a must cite the FY23 Approved GySgt Selection MARADMIN as the authority. Only the Commanding Officer or those serving in an acting capacity may sign the NAVMC 321a as the Administering Officer. Commanding Officers are not authorized to extend those Marines with draw case code (DCC) of AF, AH, AX, or AY. Marines with those DCCs must submit their extension for promotion to MMEA (HQMC) via the Total Force Retention System for appropriate action. Marines on limited duty or pending evaluation by a PEB may not be extended using this authority.
11.d. Enlisted Active Duty Service Limits and High Year Tenure. Reference (i), MARADMIN 408/19, supersedes previous ECFC Program MARADMINS and provides information regarding enlisted active duty service limits and high year tenure.
11.e. Promotion consideration in conjunction with request to transfer to the Fleet Marine Corps Reserve (FMCR). Per references(i) and (j), Marines who must and have requested transfer to the FMCR due to ECFC or service limits may request special promotion consideration via correspondence to CMC, Manpower Management Separation and Retirement, Active Duty Retirement Section (MMSR-2).Requests for special promotion consideration must be received prior to the convening date of the board. In order to qualify for special promotion consideration, the transfer to FMCR date must be requested or approved prior to the board convening date and the effective date of transfer must be after the adjournment date of the board. To clarify, and in accordance with the references, special promotion consideration will not authorize a Marine to go beyond service limits.
11.e.1. Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
11.e.2. Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or Unit Deployment Program (UDP) orders, are not eligible for promotion consideration.
11.e.3. Marines authorized early approval of transfer to the FMCR (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
11.f. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Marine Enlisted Commissioning Education Program (MECEP) upon graduation of Officer Candidate School, Marines accepted in the Enlisted Commissioning Program (ECP), and Marines in the Navy Medical Enlisted Commissioning Program (NMECP) are eligible for noncompetitive consideration for promotion provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of Marines will be provided by Marine Corps Recruiting Command (MCRC) Officer Naval and Enlisted or the Separation and Retirement Branch (nurse program only) to CMC (MMPR-2) who will then ensure the records of all eligible Marines are forwarded to the board. Paragraph 1100.29 and chapter 3 of reference (g) apply.
12. Personal Responsibilities.
12.a. Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes. Marines are responsible for conducting an audit of their records per reference (k) prior to the convening date of a promotion selection board. Marines may perform a self-audit by following instructions at the MMRP home page: www.manpower.usmc.mil, then click on "Active Marine", "Records and Performance (MMRP)", then click on "MMRP-50", followed by "Enlisted Counseling" link on the left, then follow the instructions provided.
12.a.1. Obtaining and Reviewing the OMPF. The most expeditious means of obtaining and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL). The MBS can also be obtained through the MMRP web site. The home screen of the MOL OMPF module states, the documents included there, with the exception of the "Field" tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion/selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
12.a.2. OMPF Document Submission Guidelines. Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in either the OMPF or MBS with CMC, Manpower Management Records and Performance, Records Management Section (MMRP-20). Reference (k) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF. Ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and the Electronic Data Interchange Personal Identifier (EDIPI). If the EDIPI is not on the material, then the material may or may not be filed in the OMPF in time to go before the selection board. Marines are reminded that any additions or deletions from their OMPF or MBS within the 13-month window should also be verified to ensure the accuracy and completeness of their record. OMPF documents may be e-mailed as a PDF attachment or faxed to CMC (MMRP-20). OMPF documents may also be mailed to CMC (MMRP-20). However, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed. See paragraph 15 (MMRP) for OMPF inquiries and document submission points of contact.
12.a.3. OMPF Document Submission Timelines. It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF within 60 days of a selection board be conspicuously marked "Contains Documents For The FY 2023 Gunnery Sergeant Promotion Selection Board". Board eligible records continue to be updated until the convening date of the board, however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
12.a.4. Classified Reports. Eligible Marines whose records contain classified reports should notify CMC, (MMPR-2) soonest possible. Notification should include the Marines full name, EDIPI, grade, occasion and dates of the report(s). Upon notification CMC, (MMPR-2) will confirm with the appropriate agency of the existence of the report(s), and as required, ensure for its consideration by the board.
12.a.5. Career Counselors. Marines concerned with specific aspects of their record are reminded that they may contact their respective career counselors CMC, Manpower Management Records and Performance, Enlisted Career Counseling and Evaluation Section (MMRP-50) by following the instructions listed on the website. CMC (MMRP-50) contact information is listed in paragraph 14.b.3.
12.b. Communication With The Board. Marines are entitled and encouraged to correspond directly with the President of the selection board regarding any issue pertaining to their record that they feel needs clarification or explanation. Additionally, it is the Marine's responsibility to correspond directly with the President of the selection board if there is classified information in their record that they wish to be viewed by the board. Classified information will not be viewed by the board without the request from the Marine in the form of a letter to the President of the selection board. Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359, EDT on 14 April 2023 in accordance with reference (b). Reference (b) states, in part, that Marines may send a written communication to the board,to arrive NLT 10 calendar days before the date the board convenes. See paragraph 14 for physical mailing address, e-mail address and fax number.
12.b.1. Marines may submit communications via U.S. Mail, priority or next day mail, or fax. However, Marines should be aware that U.S. Mail, priority mail and next day U.S. mail is not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day lag time for further delivery to Harry Lee Hall. Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2). Ensure the e-mail subject line reads "Update Material for the FY 2023 Gunnery Sergeant PromotionSelection Board".
12.b.2. Update Material. Marines may submit any information or material they deem important for consideration before the board. Be advised that OMPF material sent directly to the President of the board does not become part of a Marine's OMPF. Update material sent to the President of the board is destroyed upon final approval of the board. Do not send fitness reports directly to the selection board. The following guidelines apply, regardless of the means by which a Marine submits update material: Provide your EDIPI on ALLcorrespondence in order to achieve positive identification and proper distribution of the material for consideration. Properly label file attachments as (EDIPI_ltrtoboard). If more than one file attachment is applicable, label additional files using arabic numerals enclosed in parenthesis, i.e. EDIPI_ltrtoboard(2).
12.b.2.a. Personal correspondence to the President of the board must be submitted under cover letter with the update material as enclosures (a sample cover letter is available at the Enlisted Promotions home page).
12.b.2.b. The cover letter must be addressed to President, FY 2023 Gunnery Sergeant Promotion Selection Board (see paragraph 15 for complete address).
12.b.2.c. Personal correspondence to the President of the board must be from the eligible Marine.
12.b.2.d. The Marine must personally sign the cover letter. Material submitted without a cover letter, unsigned, or received after 2359, EDT on 14 April 2023 will not be submitted to the board.
12.b.2.e. Personal correspondence Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material before 2359, EDT on 14 April 2023 and may verify receipt of the material sent to the President of the board via the Enlisted Promotions home page or by contacting CMC (MMPR-2).This website will populate within one week of the convening date.
12.b.2.f. In order to verify receipt of material sent to MMRP, i.e. material for inclusion to the OMPF) go to OMPF online via MOL. This site updates within approximately 24 hours after the material is received. MMRP will push the information to the digital board room.
13. Height and Weight Standards. Eligible Marines must be in compliance with the height/weight standards prescribed in reference (l). Fitness reports submitted under reference (e) must contain a directed comment in the Section I of the fitness report if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits.
