GENTEXT/REMARKS/1. During March 2023, a non-statuatory awards board reviewed more than 80 nominations spanning eight award categories announced in reference (a). Amongst a field of highly qualified and truly outstanding nominees, the Deputy Commandant for Manpower and Reserve Affairs takes pleasure in congratulating the following recipients of the 2022 Marine Corps Manpower, Personnel and Administration Awards Program: 
1.a. Civilian Administrator of the Year (GS4-GS8): Ms. Javetta D.  Moses, MARFORRES/MARFORSOUTH MCSF, New Orleans, LA
1.b. Civilian Analyst of the Year (GS9-GS12): Mr. Scott L. Wayman WWBn-E, Camp Lejeune, NC
1.c. Marine of the Year: Cpl Bethany Bowman, VMFA-242, 1st MAW, Iwakuni, JA
1.d. Noncommissioned Officer of the Year: Sgt Alvin A. Figueroa, VMFA-312 , 2d MAW, Beaufort, SC
1.e. Staff Noncommissioned Officer of the Year: SSgt Marianne Joseph, HqBn, 3d MarDiv, Okinawa, JA
1.f. Personnel Officer of the Year: CWO3 Randall Salinas, HqSvc Bn, MCRD, San Diego, CA
1.g. Manpower Officer of the Year: Capt Margo I. Smutnick, 15th MEU,I MEF, CamPen, CA
1.h. Personnel Administration Center of the Year: IPAC, MCRD, San Diego, CA
2. Award recipients are required to submit a command board photo and a biography (maximum of 200 words) to the points of contacts listed in this MARADMIN no later than 5 May 2023.
2.a. Award recipients will be offically recognized at the Marine Corps Association Manpower and Reserve Affairs Awards Dinner scheduled for 13 July 2023 at the Hilton Mark Center, 5000 Seminary Road, Alexandria, VA.
2.b. Attire. Award recipients are required to wear the Service 'A' uniform for servicemembers, or business attire (to include coat and tie/cocktail dress) for civilian personnel. While recipients will not be required to speak, they will be present on stage to accept their awards.  All guests are reqired to wear business attire.
2.c. Funding and Travel. Manpower and Reserve Affairs will cover the award recipients' travel and lodging expenses.  The Marine Corps Association (MCA) will pay for the travel arrangements for one (1) guest of each award recipient's immediate family that is not active-duty military (unless they are a spouse) to accompany the recipient to the dinner and ceremony.  Award recipients must: (1) inform the MCA's point of contact of the additional attendee no later than three weeks prior to the event, and (2) fill out the 2023 Information Awards Dinner Award Recipient Information Form that will be provided by the MCA's point of contact listed in this MARADMIN upon request. MCA will also provide separate lodging for the guest if the recipient and guest are not sharing a room. MCA can only provide flights for guests that reside in the continental United States and cannot purchase international flights. Should you or your guest live within a six (6)-hour driving distance of the event venue, MCA will not cover flight expenses.  Should airline reservations be required, MCA prefers to make your guest’s travel reservations PRIOR to your Command Travel Entity making your travel accommodations.  Your command travel entity can then replicate the details for your travel.
