GENTEXT/REMARKS/1. IAW REF A, THE LEJEUNE LEADERSHIP INSTITUTE (LLI), CENTRALLY MANAGED PROGRAMS IS SOLICITING CIVILIAN NOMINATIONS FOR PARTICIPATION IN THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) GRADUATE SCHOOL NEW LEADER PROGRAM (NLP) BEGINNING AUGUST 1, 2010. THE NLP IS PART OF THE CENTRALLY MANAGED PROGRAMS PROVIDING DEVELOPMENTAL OPPORTUNITIES TARGETING GS 07-11, NON-APPROPRIATED FUNDED AND WAGE GRADE EQUIVALENTS.
2. THE NEW LEADER PROGRAM'S CURRICULUM FOCUS ON DEVELOPING COMPETENCIES IN TEAM BUILDING, SELF-DIRECTION, PROBLEM SOLVING, AND INTERPERSONAL AND TEAM SKILLS. PARTICIPANTS ARE EXPECTED TO COMPLETE ALL REQUIREMENTS AND FULLY PARTICIPATE IN ALL COMPONENTS OF THIS INTENSIVE SIX-MONTH PROGRAM. COMMANDS SHOULD NOMINATE HIGHLY QUALIFIED CIVILIAN MARINES WHO'S WORK DEMONSTRATES THEY ARE READY FOR INCREASED WORK RESPONSIBILITIES.
3. MARINE CORPS UNIVERSITY, LLI WILL CENTRALLY FUND THE TUITION, TRAVEL, AND PER DIEM COSTS. EACH COMMAND MAY SUBMIT NO MORE THAN TWO NOMINATION PACKAGES FOR COMPETITION IN THIS LEADERSHIP DEVELOPMENT PROGRAM. WHEN SUBMITTING MORE THAN ONE NOMINEE, LIST THE NOMINEES BY PRIORITY.
4. FOR MORE INFORMATION, YOU MAY RERER TO THE USDA WEBSITE AT WWW.GRADUATESCHOOL.EDU. UNDER 'COURSES AND PROGRAMS' AND CHOOSE "LEADERSHIP DEVELOPMENT PROGRAMS."
5. THE NOMINATION PACKAGE MUST INCLUDE:
A. COMMAND LETTER OF ENDORSEMENT NOTING THE SELECTION WAS BASED ON A COMPETITIVE PROCESS. PACKAGES MUST BE ENDORSED THROUGH THE CIVILIAN CAREER LEADERSHIP DEVELOPMENT ADMINISTRATOR AND THE COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.
B. A CURRENT OF-612 OR RESUME NO MORE THAN TWO PAGES IN LENGTH. INCLUDE AWARDS, CCLD TRAINING, PARTICIPATION IN MENTORING, VOLUNTEER WORK, AND PROFESSIONAL AFFILIATIONS.
C. A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION OF TRAINING AND REIMBURSEMENT.  IT MUST INCLUDE A SIGNED COPY OF THE "AGREEMENT TO CONTINUE IN SERVICE."
D. NEW LEADER PROGRAM APPLICATION.
E. A STATEMENT BY THE FIRST-LINE SUPERVISOR ASSESSING THE NOMINEE CAN BE EXPECTED TO CONTINUE IN GOVERNMENT SERVICE AND POSSESSES THE POTENTIAL TO ATTAIN HIGHER-LEVEL RESPONSIBILITY.
F. A SIGNED AGREEMENT TO ABIDE BY THE GUIDELINES FOR PARTICIPATION IN CENTRALLY MANAGED PROGRAMS.
6. NOMINATION PACKAGES (ORIGINAL AND FOUR COPIES) MUST BE RECEIVED BY MARINE CORPS UNIVERSITY, LEJEUNE LEADERSHIP INSTITUE, CIVILIAN CAREER LEADERSHIP DEVELOPMENT PROGRAM, 2076 SOUTH STREET, ROOM 028, QUANTICO, VA 22134 ATTN:  DOLLIE MCCORMICK, NO LATER THAN CLOSE OF BUSINESS, 4:30 P.M. EST 21 JUNE 2010 (NO EXTENSIONS WILL BE GRANTED). INCOMPLETE NOMINATION PACKAGES WILL NOT BE FORWARDED TO THE SELECTION PANEL.
