GENTEXT/REMARKS/1. THIS IS THE SECOND IN A SERIES OF MARADMINS
REFERRING TO THE MARINE CORPS PARTICIPATION IN THE JOINT PERSONNEL
ADJUDICATION SYSTEM (JPAS) JOINT CLEARANCE/ACCESS VERIFICATION
SYSTEM (JCAVS). DOD MANDATED THE REQUIREMENT THAT LED TO THE
DEVELOPMENT AND IMPENDING TOTAL TRANSITION TO JPAS BY ALL DOD
CENTRAL ADJUDICATION FACILITIES (CAF) AND PERSONNEL SECURITY
OFFICES. JPAS IS A WEB BASED SYSTEM DEVELOPED FOR USE BY
SECURITY PROFESSIONALS (SPECIAL SECURITY OFFICERS (SSO'S),
SECURITY MANAGERS, ENTRY CONTROLLER PERSONNEL) THROUGHOUT THE
DEPARTMENT OF THE DEFENSE (DOD). SECURITY PROFESSIONALS WILL
USE THE JCAVS PORTION OF JPAS TO MANAGE THE COMMAND'S ACCESS
AUTHORIZATION PROCESS, VALIDATE PERSONNEL SECURITY CLEARANCE
ELIGIBILITY, DETERMINE THE STATUS OF PERSONNEL CLEARANCE
INVESTIGATION REQUESTS, VALIDATE AND OR COMPLETE NON-
DISCLOSURE AGREEMENTS (NDA'S), REPORT DEROGATORY INFORMATION
UNDER THE CONTINUOUS EVALUATION PROGRAM, AND PROCESS VISITOR
REQUESTS.
2. THE TIMING FOR FIELDING JPAS/JCAVS WITHIN THE DOD IS
CRITICAL DUE TO THE UPCOMING CHANGES IN DEPARTMENT OF THE
NAVY (DON) COMMUNICATIONS, INCLUDING THE PHASING OUT OF USE
OF AUTODIN MESSAGES, WITH ALL DONCAF CLEARANCE DETERMINATIONS
EVENTUALLY BEING COMMUNICATED USING JPAS/JCAVS.
3. UNIT SECURITY MANAGERS ARE TO REQUEST ACCESS TO JPAS/JCAVS
THROUGH THEIR HIGHER ECHELON SECURITY MANAGER OR BASE
SECURITY MANAGER. INSTRUCTIONS FOR ACCESSING JPAS/JCAVS UPON
ESTABLISHMENT AS AN ACCOUNT MANAGER AND/OR USER CAN BE FOUND
ON THE ARS WEB SITE AT WWW2.HQMC.USMC.MIL/ARS/ARSWEBSI.NSF/
ARSMAIN?OPENVIEW.
4. IN THOSE CASES WHERE THE SPAN OF CONTROL FEATURE OF JPAS/JCAVS
IS FULLY FUNCTIONAL, SECURITY MANAGERS ARE TO BEGIN ANNOTATING THE
NDA DATE, INTERIM CLEARANCE DATES, AND ACCESS INFORMATION INTO
JPAS/JCAVS ON INDIVIDUALS (MILITARY AND GOVERNMENT CIVILIAN)
PERMANENTLY ASSIGNED TO THEIR RESPECTIVE COMMANDS. THE NDA DATE
ENTERED INTO JPAS MUST MATCH THE SIGNED AND DATED SF312 EXECUTED BY
THE INDIVIDUAL UPON INITIAL ACCESS TO CLASSIFIED INFORMATION. IF
LOCAL RECORDS PROVIDE NO DATED DOCUMENTARY EVIDENCE OF A
PREVIOUSLY EXECUTED SF312, AN SF312 MUST BE EXECUTED. ONCE THE
NDA DATE IS ENTERED INTO JCAVS/JPAS THE DATE CANNOT BE CHANGED.
AFTER ALL JCAVS/JPAS ACTION HAS BEEN COMPLETED, THE SF312 IS TO
BE MAILED TO HQMC (MMSB-20) 2008 ELLIOT ROAD QUANTICO, VA
22134-5030 FOR INSERTION INTO THE MARINE'S OMPF OR FORWARDED TO
THE SERVICING CIVILIAN PERSONNEL OFFICE FOR INSERTION INTO THE
OFFICIAL PERSONNEL FOLDER (OPF) FOR GOVERNMENT CIVILIANS.
INSTRUCTIONS ON ENTERING THE NDA DATE WITHIN JCAVS/JPAS CAN BE
FOUND ON THE JPAS WEB SITE AT HTTPS://WWW.JPAS.OSD.MIL. INFORMATION
ON THE SF312 FORM CAN BE FOUND AT WWW.NAVYSECURITY.NAVY.MIL.
FOR SSO'S, GUIDANCE WILL BE PROVIDED FROM SSO NAVY VIA BANIF.
5. DUE TO LIMITATIONS THAT MAY EXIST AT OTHER COMMANDS, USE OF
THE VISIT REQUEST FEATURE OF JCAVS/JPAS SHOULD BE FOLLOWED UP BY
TRADITIONAL MEANS THROUGH VALIDATION OF RECEIPT VIA PHONE CALL.
IN ADDITION, COMMAND SECURITY MANAGERS ARE TO CONTINUE TO FAX
413'S TO DONCAF AT (202) 433-8919, UNTIL SUCH TIME AS A FULLY
FUNCTIONAL DONCAF CASE MANAGEMENT SYSTEM IS IN PLACE.
6. THERE ARE EIGHT TYPES OF LEVELS OF ACCESS IN (JPAS/JCAVS).
A. LEVEL TWO AND LEVEL THREE ARE FOR ACCOUNT MANAGERS AND/OR USERS
WHO ARE RESPONSIBLE FOR INDOCTRINATING INDIVIDUALS INTO SENSITIVE
COMPARTMENTED INFORMATION (SCI). SSO'S ARE ENCOURAGED TO
COORDINATE WITH THE SSO NAVY (REF SSO NAVY BANIF 041-02, DTG
011830Z NOV 02) TO ESTABLISH ACCOUNT MANAGER/USER STATUS AT THE
APPROPRIATE LEVEL. SSO'S WILL NOT REQUEST ACCESS FOR LEVELS
FOUR, FIVE, OR SIX.
B. LEVEL FOUR ACCOUNT MANAGERS AND USERS ARE RESIDENT WITHIN
HEADQUARTERS MARINE CORPS.
C. LEVEL FIVE ACCOUNT MANAGERS AND USERS ARE SECOND AND THIRD
ECHELON COMMANDS (I.E., MARFOREUR, MARFORPAC, MARFORSOUTH,
MARFORLANT, MARFORRES, MEF'S, MCCDC) HAVING RESPONSIBILTY FOR
GRANTING ACCESS TO GENSER CLASSIFIED INFORMATION.
D. LEVEL SIX ACCOUNT MANAGERS AND USERS ARE DIVISION LEVEL AND
LOWER ECHELON COMMANDS HAVING RESPONSIBILITY FOR GRANTING
ACCESS TO GENSER CLASSIFIED INFORMATION.
E. LEVEL SEVEN IS FOR READ ONLY PURPOSES.
F. LEVEL EIGHT IS FOR THE GATE GUARD WHO REQUIRES READ ONLY
FOR SCI PURPOSES.
F. COMMANDS/ORGANIZATIONS WHICH DO NOT FALL INTO THE ABOVE
CATEGORIES, MAY CONTACT HQMC (ARS) FOR FURTHER GUIDANCE.
7. ACCOUNT MANAGERS AND USERS, PREVIOUSLY ASSIGNED AS A LEVEL
FOUR OR FIVE IN ERROR WILL BE REESTABLISHED TO THE APPROPRIATE
LEVEL, BY THEIR HIGHER ECHELON COMMAND SECURITY MANAGER OR THE
HQMC SECURITY OFFICE.
8. TO ENSURE PROPER ACCURACY WITHIN JPAS/JCAVS, EACH
COMMAND SECURITY MANAGER WILL EVENTUALLY BE RESPONSIBLE FOR
PLACING INDIVIDUALS VICE UNITS IN THE PROPER PERSONNEL SECURITY
MANAGEMENT NETWORK (PSM NET). PSM NET WILL ALLOW SECURITY
MANAGERS TO PERFORM SECURITY ACTIONS ON AND RECEIVE
NOTIFICATIONS ABOUT PERSONNEL WITHIN THEIR PURVIEW AND WILL
REPLACE THE SPAN OF CONTROL FEATURE. A SEPARATE MARADMIN WILL
BE PUBLISHED DETAILING PSM NET, WITH AN ANTICIPATED RELEASE
DURING APR 03.
9. KEY CONSIDERATIONS INCLUDE THE FOLLOWING:
A. ACCOUNT MANAGERS AND USERS MUST RETAIN A COPY OF THE
ACCESS REQUEST FORM FOR JPAS/JCAVS ON EACH INDIVIDUAL
DESIGNATED AS AN ACCOUNT MANAGER AND/OR USER FOR A MINIMUM
OF 1 YEAR AFTER TRANSFER.
B. THERE WILL BE ABSOLUTELY NO SHARING OF USERIDS OR PASSWORDS.
THE SHARING OF ACCOUNTS IS PROHIBITED UNDER DOD INFORMATION
SYSTEM SECURITY GUIDELINES AND PROCEDURES AND REF B.
C. ALL ACCOUNT MANAGERS AND USERS MUST HAVE A CURRENT
ADJUDICATED SECRET CLEARANCE BASED OFF OF A NATIONAL AGENCY
CHECK WITH LOCAL RECORDS AND CREDIT CHECK (NACLC). HOWEVER,
IN THOSE CASES WHERE AN ENTNAC WAS THE BASIS FOR SECRET
CLEARANCE ELIGIBILITY, SUBMIT A NACLC. ONCE THE NACLC IS REFLECTED
AS OPEN IN THE JCAVS, YOU SHOULD BE ABLE TO ESTABLISH AN
ACCOUNT AT THAT TIME.
D. TIMEOUT PROBLEMS HAVE BEEN IDENTIFIED BY THE JPAS HELP DESK AND
HAVE BEEN ASSOCIATED WITH USE OF INTERNET EXPLORER. RECOMMENDED
