RMKS/1. SITUATION. ANNUALLY THE UNITED STATES ARMY WAR COLLEGE
SOLICITS REGULAR/ACTIVE RESERVE (AR) MARINE CORPS OFFICER
PARTICIPATION IN THE US ARMY WAR COLLEGE DISTANCE EDUCATION
COURSE (USAWCDEC). THE USAWCDEC IS A CORRESPONDENCE PROGRAM WITH
TOP-LEVEL SCHOOL (TLS) EQUIVALENCE. MARINE CORPS' REGULAR AND AR
OFFICERS ARE AFFORDED A UNIQUE OPPORTUNITY FOR QUALITY NON-RESIDENT
TLS EDUCATION. ACCORDINGLY, SUBJECT PROGRAM IS IMPORTANT TO OUR
OVERALL OFFICER PROFESSIONAL MILITARY EDUCATION (PME) EFFORT. THE
USAWCDEC IS A TWO YEAR PROGRAM AND IS OPEN TO A MAXIMUM OF 30
REGULAR/AR MARINE OFFICERS FOR EACH CLASS. ENROLLMENT IN THIS
PROGRAM REPRESENTS A SIGNIFICANT COMMITMENT OF TIME AND EFFORT.
PRIOR TO APPLICATION, PROSPECTIVE STUDENTS SHOULD HAVE A HIGH LEVEL
OF CONFIDENCE IN THEIR AVAILABILITY FOR THE SUMMER RESIDENT PHASES
AND OFF-DUTY TIME TO COMPLETE THE COURSE WORK.
2. MISSION. MARINE CORPS UNIVERSITY FACILITATES THE OPPORTUNITY
FOR MARINE CORPS OFFICER PARTICIPATION IN THE USAWCDEC IN ORDER
TO ENHANCE OUR OVERALL TOP-LEVEL SCHOOL PME EFFORT.
3. EXECUTION
A. COMMANDER'S INTENT. TO PROVIDE THE OPPORTUNITY FOR MARINE
OFFICERS TO PARTICIPATE IN TLS BY SOLICITING APPLICATIONS
TO THE USAWCDEC. THE COLLEGE OF CONTINUING EDUCATION WILL
ADMINISTER, SCREEN AND SELECT THE BEST OFFICERS TO
PARTICIPATE IN THE PROGRAM. THE ENDSTATE IS AN INCREASE
IN MARINE CORPS OFFICER GRADUATES FROM TLS.
B. CONCEPT OF OPERATIONS. THE USAWCDEC IS A MANAGED PROGRAM
THAT COMMENCES ANNUALLY IN MAY. THE COURSE IS ORGANIZED
INTO THREE PRIMARY AREAS OF STUDIES: COMMAND LEADERSHIP
AND MANAGEMENT, THE U.S. WORLD ENVIRONMENT AND NATIONAL
MILITARY STRATEGY, AND MILITARY STRATEGY AND PLANNING.
THE PROGRAM INVOLVES PREPARATORY READING, 10 COURSES, AND
TWO 2-WEEK RESIDENT PHASES AT CARLISLE BARRACKS,
PENNSYLVANIA. THE RESIDENT PHASES ARE SCHEDULED FOR THE
LAST TWO WEEKS IN JUNE, BETWEEN THE FIRST AND SECOND AY
AND THE SECOND AND THIRD WEEK OF JULY AFTER THE SECOND
AY. ATTENDANCE AT BOTH RESIDENT SESSIONS IS MANDATORY FOR
COURSE COMPLETION. THE COURSE REQUIRES ON-LINE INTERNET
ACCESS.
C. TASKS
(1) MCU. SCREEN AND SELECT OFFICERS TO PARTICIPATE IN THE
USAWCDEC.
(2) CCE
(A) COORDINATE SUBMISSION OF USAWCDEC APPLICATIONS.
(B) FORWARD TO THE US ARMY WAR COLLEGE THE NAMES OF
OFFICERS SELECTED TO PARTICIPATE IN THE USAWCDEC.
D. COORDINATING INSTRUCTIONS
(1) PROGRAM PREREQUISITES ARE AS FOLLOWS: LIEUTENANT
COLONELS OR COLONELS WITH 15-25 YEARS OF COMMISSIONED
SERVICE AS OF THE STARTING DATE OF THE COURSE, FINAL
TOP SECRET (TS) CLEARANCE, AND SUCCESSFUL COMPLETION
OF AN INTERMEDIATE-LEVEL RESIDENT OR DE PME COURSE.
(2) THE RANK REQUIREMENT IS NON-WAIVERABLE.
(3) BATTALION/SQUADRON LEVEL COMMAND EXPERIENCE IS DESIRED
BUT NOT REQUIRED.
(4) INTERESTED OFFICERS SHOULD CLOSELY COORDINATE
PARTICIPATION WITH THEIR COMMANDING OFFICER.
(5) OFFICERS PREVIOUSLY DISENROLLED ARE NOT ELIGIBLE TO
REAPPLY.
(6) DEADLINE FOR COMPLETED APPLICATIONS IS FRIDAY, 7 MAR 03.
4. ADMINISTRATION AND LOGISTICS
A. LIMITED FUNDING FOR TRAVEL AND PER DIEM TO SUMMER SESSIONS
IS AVAILABLE ON A FIRST-COME, FIRST-SERVED BASIS. SUBMIT
REQUESTS FOR FUNDING TO MCU G-1 IN MARCH OF THE AY REQUIRED.
B. THE AMERICAN COUNCIL ON EDUCATION (ACE) RECOGNIZES UP TO 36
SEMESTER HOURS OF GRADUATE UNIVERSITY CREDIT UPON COMPLETION
OF THIS RIGOROUS PROGRAM.
C. RESERVE OFFICERS (OTHER THAN AR) WILL BE SELECTED FOR
PARTICIPATION IN THIS PROGRAM BY A SEPARATE RESERVE OFFICER
PME BOARD ACTION. DEPUTY CHIEF OF STAFF FOR MANPOWER AND
RESERVE AFFAIRS, RESERVE AFFAIRS MANPOWER (RAM) SHOULD BE
CONTACTED FOR RESERVE SELECTION DETAILS.
