RMKS/1. PURPOSE. THIS MESSAGE PROMULGATES INFORMATION REGARDING
THE ESTABLISHMENT OF THE MARINE CORPS NETWORK OPERATIONS AND
SECURITY COMMAND (MCNOSC).
2. BACKGROUND
A. THE MARINE CORPS ENTERPRISE NETWORK (MCEN) IS COMPRISED OF
SUPPORTING ESTABLISHMENT NETWORKS (BOTH NIPRNET AND SIPRNET),
PROVIDING SUPPORT TO DEPLOYED/TACTICAL NETWORKS, ACCESS TO DEFENSE
INFORMATION SYSTEMS AGENCY (DISA) INFRASTRUCTURES, MANAGED MAINFRAME
COMPUTER SERVICES AS WELL AS INTERNET ACCESS FOR MARINES AROUND THE
GLOBE. PER REF A, ENTERPRISE MANAGEMENT AND OPERATIONS OF THE MCEN
HAVE BEEN THE RESPONSIBILITY OF THE DIRECTOR, MARINE CORPS
INFORMATION TECHNOLOGY AND NETWORK OPERATIONS CENTER (MITNOC).
CONCURRENTLY, REF B ESTABLISHED THE MARFOR-CND (LATER RE-NAMED
MARFOR-INO PER REF C) TO ACT AS THE SERVICE COMPONENT TO THE JTF-CND
AS WELL AS TO CO-LOCATE WITH THE MITNOC AND PROVIDE THE MARINE CORPS
WITH A RESPONSIVE, COHESIVE, AND FORMIDABLE GLOBAL NETWORK DEFENSE
CAPABILITY.
B. PER REF D, THE MARINE REQUIREMENTS OVERSIGHT COUNCIL (MROC)
APPROVED THE ESTABLISHMENT OF A NEW MARINE CORPS' COMMAND TO INTEGRATE
THE ENTERPRISE OPERATIONS AND DEFENSE OF THE MCEN, WHILE ADDITIONALLY
PREPARING THE MARINE CORPS FOR FURTHER ADVANCEMENTS IN INFORMATION
TECHNOLOGY AND OPERATIONS PROJECTS SUCH AS THE NAVY MARINE CORPS
INTRANET (NMCI).
3. ACTION. PER REF E, EFFECTIVE 0001Z ON 1 JUL 2003, THE MARINE
CORPS NETWORK OPERATIONS AND SECURITY COMMAND (MCNOSC) WILL BE
ACTIVATED. THE COMMANDER, MCNOSC WILL IMMEDIATELY ASSUME THE ROLES,
RESPONSIBILITIES, AND AUTHORITY OF THE DIRECTOR, MITNOC AND
COMMARFOR-INO, AT WHICH TIME THESE TWO ORGANIZATIONS WILL BE
DEACTIVATED.
4. ADDITIONAL INFORMATION
A. THE COMMANDER, MCNOSC WILL REPORT TO THE COMMANDER, JTF-CNO FOR
OPERATIONAL CONTROL (OPCON) OF THE COMPUTER NETWORK DEFENSE MISSION
ASSIGNED TO MCNOSC. THE MCNOSC WILL BE UNDER THE ADMINISTRATIVE
CONTROL (ADCON) AND SERVICE COMMAND OF THE DIRECTOR, C4 DIVISION,
HQMC.
B. THE COMMANDER, MCNOSC WILL BE RESPONSIBLE FOR THE DIRECTION OF
ENTERPRISE MANAGEMENT, OPERATIONS, SECURITY, AND DEFENSE OF THE MCEN.
C. THE MCNOSC WILL SERVE AS THE MARINE CORPS SERVICE COMPONENT TO
JTF-CNO. IN THIS CAPACITY, THE COMMANDER, MCNOSC WILL:
(1) EXECUTE CNO MISSIONS AS DIRECTED BY JTF-CNO.
(2) PLAN/EXECUTE CNO ACTIONS AND MISSIONS TO PROTECT/DEFEND THE MCEN
AND OTHER USMC COMPUTER NETWORKS CONNECTED TO THE DEFENSE INFORMATION
INFRASTRUCTURE (DII).
(3) SERVE AS CENTRAL POINT OF CONTACT FOR PLANNING AND COORDINATION
OF JOINT FORCE CNO OPERATIONS WITH MARINE OPERATING FORCES AND THE
MARINE SUPPORTING ESTABLISHMENT.
D. THE COMMANDER, MCNOSC WILL PROVIDE COORDINATION OF SERVICE INPUTS
ON CNO-RELATED REQUIREMENTS, DEVELOPMENTAL EFFORTS, AND OPERATIONAL
ISSUES.
E. NO CHANGES OF STANDING CNO COMMUNICATIONS PROCEDURES ARE PLANNED
AT THIS TIME. CURRENT PROCEDURES REMAIN IN EFFECT UNTIL FURTHER
