GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN IS TO ANNOUNCE THE
SUBJECT CHANGE IN MOS PROGRESSION FOR THE 0451 AND 0491 MILITARY
OCCUPATIONAL SPECIALTIES.
2. DISCUSSION. IN ORDER TO ENSURE THE SAFETY OF PERSONNEL, IT IS
NECESSARY TO RETAIN SENIOR SNCO LEADERSHIP, KNOWLEDGE, AND EXPERTISE
IN THE HIGH RISK ENVIRONMENT SURROUNDING THE 0451 LIFE SUPPORT MOS.
THE WIDE RANGE OF EQUIPMENT ASSOCIATED WITH AIRBORNE/AIRDROP
MISSIONS REQUIRES EXTENSIVE INITIAL AND CONTINUING SKILL PROGRESSION
TRAINING, VARIOUS MOS RELATED COURSES, AND INVALUABLE EXPERIENCE.
THESE HIGHLY PERISHABLE SKILLS ARE LOST WHEN THESE FEW SNCO'S
PERFORM DUTIES AS LOGISTICS CHIEF, MOS 0491, RESULTING IN A
CONTINUAL CHALLENGE TO MAINTAIN RIGGING PROFICIENCY.
3. MOS MANUAL. IN ACCORDANCE WITH THE REFS, D/C I&L (LPC-1)
HAS CONDUCTED AN ANALYSIS OF THE 0451 MOS AND THE SKILL PROGRESSION
TABLE FOR REQUIRED AND SKILL PROGRESSION TRAINING. THE ANALYSIS
RESULTED IN RECOMMENDED CHANGES IN THE 0451 MOS PROGRESSION THAT
HAVE BEEN SUMBITTED AND APPROVED AS UPDATES TO THE MOS MANUAL. MOS
0451 WILL NO LONGER FEED THE O491 MOS AT THE SNCO RANK.
4. PREREQUISITES/ELIGIBILITY. ALL SNCO'S WITH MOS O451 AND 0491
WHO HAVE SUCCESSFULLY COMPLETED THE BASIC PARACHUTE RIGGER COURSE AT
THE US ARMY QUARTERMASTER CENTER & SCHOOL AT FT LEE VA WILL BE
SCREENED TO DETERMINE ELIGIBILITY FOR MOS 0451. CAREFUL
CONSIDERATION WILL BE MADE BASED ON INDIVIDUAL QUALIFICATIONS, PAST
ASSIGNMENT EXPERIENCE, YEARS OF SERVICE, AFFECT ON PLANNED PROMOTION
OPPORTUNITY AND THE DESIRE OF THE INDIVIDUAL MARINE BEFORE ASSIGNING
THE MOS TO GYSGT'S AND ABOVE.
5. APPLICATION. MARINES WITH MOS 0491 OR 0451 E-6'S SELECTED TO
THE GRADE OF E-7, OR CURRENTLY IN ZONE FOR SELECTION TO E-7 WHO
MEET THE PREREQUISITES IN PARA 4 ARE REQUESTED TO SUBMIT A NAVMC
10274 TO HQMC I&L (LPC-1) VIA THEIR CHAIN OF COMMAND INDICATING
THEIR DESIRE FOR CONSIDERATION NLT 23 MAY 03.
6. MOS ASSIGNMENT. MARINES WILL BE SCREENED BY A BOARD WITH
REPRESENTATION FROM I&L (LPC-1) AND M&RA (MPP) BEGINNING 26 MAY 03.
REVERTING TO MOS 0451 UNDER THE NEW MOS PROGRESSION IS CONTINGENT
UPON SUCCESSFUL SCREENING AND CURRENT MANPOWER REQUIREMENTS.
MARINES WILL HAVE A MINIMUM 24 MONTHS OBLIGATED SERVICE REMAINING,
AGREE TO EXTEND, OR REENLIST TO MEET OBLIGATED SERVICE REQUIREMENTS.
D/C I&L WILL RELEASE A FOLLOW-ON MESSAGE ANNOUNCING THE NAMES OF
SELECTEES. ALL SUBSEQUENT MANPOWER ACTIONS WILL BE BASED ON THE NEW
MOS PROGRESSION ONCE THE FOLLOW-ON MARADMIN IS RELEASED.//
