GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN PROMULGATES POLICY FOR
APPLYING THE BODY COMPOSITION AND PHYSICAL FITNESS
STANDARDS TO ACTIVATED MEMBERS OF THE IRR.
2. BACKGROUND. DURING THE CURRENT PARTIAL MOB, A NUMBER OF
INVOLUNTARILY ACTIVATED IRR MARINES REPORTED TO THEIR MOBILIZATION
PROCESSING CENTERS OR INITIAL MOBILIZATION PROCESSING CENTERS (MPC/
IMPC) BEYOND THE BODY COMPOSITION AND PHYSICAL FITNESS STANDARDS SET
FORTH IN REF (A). THIS RAISED CONCERNS REGARDING HOW AND WHEN THE
REF (A) STANDARDS SHOULD BE APPLIED. THE POLICY OUTLINED BELOW
BRIDGES THE PERIOD BETWEEN AN INACTIVE AND MOBILIZATION STATUS AND
CREATES A METHOD FOR MANAGING INVOLUNTARILY ACTIVATED IRR MEMBERS
REGARDING WEIGHT AND PHYSICAL CONDITIONING STANDARDS. THE POLICY
BALANCES THE NEED TO FILL OPERATIONAL REQUIREMENTS AGAINST A MARINE'S
PERSONAL WEIGHT/CONDITIONING FACTORS AND ATTITUDE, AND THE NEED TO
MINIMIZE DELAYS IN REFILLING AN IA REQUIREMENT WHEN A REPLACEMENT FOR
AN "OUT OF STANDARDS" MARINE MUST BE IDENTIFIED AND ACTIVATED.
3. POLICY. THE FOLLOWING POLICY APPLIES SOLELY TO MEMBERS OF THE
IRR INVOLUNTARILY ACTIVATED IN SUPPORT OF A NAMED CONTINGENCY
OPERATION.
A. MPC/IMPC ACTION.
(1) UPON REPORTING TO THEIR MPC/IMPC, IRR MARINES WILL BE EVALUATED
IN ACCORDANCE WITH THE BODY COMPOSITION EVALUATION PROCEDURES IN
PARAGRAPH 3101 OF REF A. MARINES WHO ARE NOT WITHIN THE STANDARDS
WILL UNDERGO A BODY COMPOSITION MEDICAL EVALUATION BY A MEDICAL
OFFICER (MO) PER PARAGRAPH 3200 OF THE SAME REFERENCE. BOTH
EVALUATIONS CAN BE CONDUCTED AT THE IMPC IF AN MO IS AVAILABLE AND
IT IS PRACTICAL TO DO SO. THE MO'S EVALUATION WILL DETERMINE WHETHER
THE MARINE'S WEIGHT AND BODY FAT ARE DUE TO AN UNDERLYING CAUSE OR
ASSOCIATED DISEASE, WHETHER THE MARINE IS MEDICALLY FIT FOR ACTIVE
DUTY, AND, WHERE APPLICABLE, THE RECOMMENDED DIETARY PLAN AND WEIGHT
AND BODY FAT REDUCTION GOALS.
(2) IRR MARINES CATEGORIZED AS OBESE, PER ARTICLE 15-62 OF REF B, OR
"OUT OF STANDARDS WITH AN UNDERLYING CAUSE", PER PARAGRAPH 3200.1B OF
REF A AND PARAGRAPH 3 OF REF C, WILL BE DEACTIVATED DUE TO THEIR
STATUS AS MEDICALLY UNQUALIFIED FOR ACTIVATION. THE MPC/IMPC WILL
NOTIFY THE MARINE CORPS RESERVE SUPPORT COMMAND (MCRSC) OF THE
MARINE'S
DEACTIVATION. MCRSC WILL IN TURN NOTIFY CMC (MPP-60) OF THE VACANT
BILLET AND WILL DISCHARGE THE MARINE PER PARAGRAPH 6203.2 OF REF D.
(3) IRR MARINES CATEGORIZED AS "OUT OF STANDARDS WITHOUT AN
UNDERLYING CAUSE" AND CERTIFIED MEDICALLY FIT FOR ACTIVE DUTY WILL
BE ASSIGNED TO A GAINING FORCE COMMAND (GFC).
(4) "OUT OF STANDARDS" IRR MARINES WILL NOT BE PLACED ON THE BODY
COMPOSITION PROGRAM (BCP) WHILE AT THE MPC.
B. GFC ACTION.
(1) THE GFC WILL MONITOR THE IRR MARINE'S PROGRESS TOWARDS MEETING
THE MO ESTABLISHED WEIGHT AND BODY FAT REDUCTION GOALS. AS LONG AS
THOSE GOALS ARE MET, THE MARINE WILL NOT BE PLACED ON THE BCP.
(2) SHOULD THE MARINE FAIL TO MEET THE MO'S ESTABLISHED GOALS, THE
GFC MAY PLACE THE MARINE ON THE BCP. PER REF A, CONSIDERATION SHALL
BE GIVEN TO THE MARINE'S ATTITUDE, PHYSICAL CONDITION, AMOUNT OF
WEIGHT LOSS/BODY FAT REDUCTION REQUIRED, AND BILLET FILLED DURING
MOBILIZATION.
C. PHYSICAL FITNESS TEST. UNITS WILL ADMINISTER THE PFT
SEMI-ANNUALLY (CALENDAR YEAR) TO ALL MARINES SERVING ON ACTIVE
DUTY,REGARDLESS OF AGE, GENDER, GRADE, COMPONENT, OR DUTY ASSIGNMENT.
INVOLUNTARILY ACTIVATED IRR MARINES WILL NOT BE REQUIRED TO TAKE A
PFT FOR RECORD PRIOR TO THEIR 61ST DAY OF ACTIVE DUTY TO ALLOW FOR
ACCLIMATIZATION AND SAFE PHYSICAL CONDITIONING. UNIT/COMMAND PT
PROGRAMS SHOULD BE DESIGNED TO BRING ACTIVATED IRR MARINES WITHIN
THE STANDARDS OUTLINED IN REF A WITHIN 60 DAYS OF REPORTING TO
THEIR GFC.//
