RMKS/1. PURPOSE. TO REITERATE THE NEED FOR STRICT APPLICATION
OF UMMIPS.
2. BACKGROUND. OVER THE PAST SEVERAL YEARS, DOD, MILITARY
SERVICES, AND OTHER DEFENSE AGENCIES HAVE WORKED TO REDEFINE
UMMIPS AND THE CRITERIA FOR F/AD ASSIGNMENT IN ORDER TO ESTABLISH
PARITY ACROSS THE SERVICES AND TO BETTER SUPPORT COMBATANT
COMMANDERS.
3. DISCUSSION. FOL GUIDANCE IS PROVIDE TO AMPLIFY REFS A THRU E:
A. REQUESTS TO UPGRADE TO F/AD I DURING CONTINGENCIES OR
EMERGENCIES WILL BE SUBMITTED TO THE JOINT MATERIEL PRIORITY AND
ALLOCATION BOARD (JMPAB), VIA THE COMBATANT COMMAND, VICE THE
SERVICE HQ. THE JMPAB WILL ACT UPON F/AD I UPGRADE REQUESTS
RELATED TO EMERGENCIES OR CONTINGENCIES WITHIN 24 HOURS.
NOMENCLATURE ASSOCIATION OF ANY SINGLE UNIT OR PROGRAM DESIGNATED
F/AD I IS CLASSIFIED SECRET.
B. COMMARFORS ARE DELEGATED AUTHORITY TO ASSIGN F/AD II THRU V
AS APPROPRIATE IAW CRITERIA ESTAB IN REF B. HQMC (LP) WILL
CONTINUE TO MONITOR F/AD ASSIGNMENTS TO ENSURE COMPLIANCE WITHIN
UMMIPS.
C. FORCES PREPARING TO DEPLOY ARE AUTHORIZED TO UPGRADE TO A
HIGHER F/AD 90 DAYS PRIOR TO DEPLOYMENT AND WILL REMAIN AT THE
HIGHER F/AD LEVEL FOR 90 DAYS UPON COMPLETION OF DEPLOYMENT.
D. ACTIVATED SMCR UNITS AND DETACHMENTS WILL BE ASSIGNED A F/AD
COMMENSURATE WITH THEIR EMPLOYMENT BY THE GAINING FORCE COMMANDER.
THIS ASSIGNMENT WILL REMAIN IN EFFECT FOR 90 DAYS FOLLOWING
DEACTIVATION.
E. REQUISITIONS WITH A CJCS PROJECT CODE WILL BE RANKED ABOVE
ALL OTHERS WITH THE SAME ISSUE PRIORITY DESIGNATOR WHEN SYSTEM-WIDE
SUPPLY INVENTORY LEVELS DO NOT PERMIT POSITIVE SUPPLY ACTION ON
ALL REQUISITIONS.
(1) FORCES DEPLOYED OR PREPARING TO DEPLOY IN SUPPORT OF
OEF SHOULD CITE JCS PROJECT CODE 9GF ON APPROPRIATE REQUISITIONS.
(2) FORCES DEPLOYED OR PREPARING TO DEPLOY IN SUPPORT OF
DEPORD 177 OR 190 SHOULD CITE JCS PROJECT CODE 9GJ ON APPROPRIATE
REQUISITIONS.
F. THE EXPEDITED HANDLING OF CRITICALLY NEEDED ITEMS IS
DESIGNED TO SUPPORT DEPLOYED FORCES. THE USE OF REQUIRED DELIVERY
DATE (RDD) "999" IS RESTRICTED TO THOSE UNITS OPERATING OVERSEAS
OR PREPARING TO DEPLOY WITHIN 30 DAYS OF THE REQUISITION DATE.
(1) THE USE OF CODED RDDS FOR HIGH PRIORITY REQUIREMENTS,
SPECIFICALLY "999", IS INTENDED TO ENSURE EXPEDITED HANDLING.
(2) RDDS WITH JULIAN DATES WHICH ARE LESS THAN OR EQUAL TO
EIGHT DAYS FROM THE JULIAN DATE THE REQUISITION IS PROCESSED
INDICATES EXPEDITED HANDLING.
(3) TRANSPORTATION PRIORITY ONE (TP1) APPLIES TO
REQUISITIONS WITH PRIORITY DESIGNATORS 01-03 WITH OR WITHOUT RDDS.
TP2 APPLIES TO REQUISITIONS WITH PRIORITY DESIGNATORS 04-15 AND
CODED RDDS OR AN RDD LESS THAN EIGHT DAYS AFTER THE JULIAN DATE THE
REQUISITION IS PROCESSED. TP3 APPLIES TO REQUISITIONS WITH PRIORITY
DESIGNATORS 04-15 WHICH HAVE NO RDD (BLANK) OR AN RDD GREATER THAN
EIGHT DAYS AFTER THE JULIAN DATE THE REQUISITION IS PROCESSED.
G. UNITS WILL INDUCT REQUISITION MODIFIER TRANSACTIONS AND
ASSOCIATED CODED OR JULIAN RDDS TO REFLECT APPROPRIATE UPGRADES.
4. DEPLOYED FORCES MUST CONTINUALLY MONITOR BACKORDERS REGISTERED
WITH SOURCES OF SUPPLY TO DETERMINE REQUISITION STATUS AND SOURCING
CAPABILITY PRIOR TO CANCELLATION AND REORDERING IN ORDER TO MINIMIZE
ADVERSE EFFECTS ON DISTRIBUTION CHANNELS.
5. ALL MARINE UNITS AND ACTIVITIES MUST CONTINUE TO MONITOR
TAC-2 ADDRESSES REGISTERED UNDER THEIR DOD ACTIVITY ADDRESS CODE
(DODAAC). THE DODAAC TAC-2 ADDRESS DETERMINES WHERE SUPPLIES ARE
SHIPPED.
6. ALL WAIVERS PREVIOUSLY GRANTED FOR F/ADS II THROUGH V REMAIN IN
EFFECT AND WILL REQUIRE UPDATING DURING THE ANNUAL F/AD REVIEW
PROCESS. REQUESTS FOR NEW WAIVERS FOR F/ADS II THROUGH V MUST BE
SUB TO HQMC (LP) IN THE FORMAT PROV IN REF B.
7. THE PROPER AND PRUDENT APPLICATION OF THE UMMIPS IS ABSOLUTELY
ESSENTIAL FOR ORGANIZATIONS TO REQUISITION AND RECEIVE THE
RESOURCES NECESSARY FOR MISSION ACCOMPLISHMENT WITH RELEVANT
PRIORITY.//
