RMKS/1. PER REF A, THE PURPOSE OF THE RESERVE COMMAND
SCREENING PROGRAM IS TO ENSURE THAT OUR MARINES RECEIVE THE
BEST POSSIBLE LEADERSHIP AND THAT EVERY ELIGIBLE OFFICER
RECEIVES FAIR AND EQUITABLE CONSIDERATION FOR THE OPPORTUNITY
TO COMMAND. THIS MARADMIN SOLICITS APPLICATIONS FOR RESERVE
COMMAND BILLETS LISTED HEREIN. THE RESERVE COMMAND
SCREENING PROCESS CLOSELY PARALLELS THE ACTIVE COMPONENT
PROGRAM. THE PRIMARY DIFFERENCE IS THAT RESERVE OFFICERS MUST
APPLY FOR SPECIFIC COMMAND BILLETS IN ORDER TO BE SCREENED
AND SLATED.
2. REF B ANNOUNCED A DELAY IN THE CONVENING DATE OF THE SUBJECT
BOARDS IN ORDER TO SUPPORT CONCURRENT DELIVERY OF BOTH THE
RESERVE AND ACTIVE COMPONENT COMMAND SLATES TO CMC.
ACCORDINGLY, THE FY04 COL AND LTCOL BOARDS WILL CONVENE AT
THIS HEADQUARTERS ON 28 APRIL 2003. THESE BOARDS WILL CONSIDER
APPLICATIONS FOR RESERVE COL AND LTCOL COMMAND BILLETS THAT
ARE SCHEDULED FOR CHANGE OF COMMAND BETWEEN AUGUST 2003 AND
JULY 2004. THE BOARDS WILL SELECT A SUFFICIENT NUMBER OF
OFFICERS TO FULFILL A MINIMUM OF 200 PERCENT OF COMMAND
REQUIREMENTS.
3. ALL COLS, COL SELECTS, LTCOLS AND LTCOL SELECTS IN THE READY
RESERVE (SMCR, IMA OR IRR) MAY APPLY TO BE COMMAND SCREENED FOR
BILLETS IN THEIR RESPECTIVE GRADE, SUBJECT TO THE FOLLOWING
LIMITATIONS WHICH MAKE AN OFFICER INELIGIBLE, AS OUTLINED IN
REF A:
A. OFFICERS WITH ESTABLISHED SEPARATION DATES.
B. OFFICERS WITH MANDATORY RETIREMENT DATES FALLING WITHIN TWO
YEARS OF THE BEGINNING OF FY03.
C. OFFICERS WHO HAVE PREVIOUSLY HELD COMMAND IN ONE OF THE
DESIGNATED COMMAND BILLETS IN THEIR CURRENT GRADE FOR A PERIOD
OF NOT LESS THAN 12 MONTHS, ARE CURRENTLY HOLDING ONE OF THE
DESIGNATED COMMAND BILLETS, OR ARE SLATED FOR COMMAND AS A
RESULT OF A PREVIOUS RESERVE COMMAND SCREENING BOARD.
EXCEPTIONS TO THESE LIMITATIONS INCLUDE CURRENT BILLET HOLDERS
WHO ARE IN COMMAND BILLETS DUE TO AN UNEXPECTED VACANCY.

5. A STANDARD COMMAND TOUR IS TWO YEARS IN LENGTH, BUT MAY VARY
BETWEEN 18 MONTHS AND 30 MONTHS. A SHORTENED OR EXTENDED COMMAND
TOUR IS NOT NECESSARILY A REFLECTION OF INDIVIDUAL PERFORMANCE,
ANDMAY BE BASED ON THE NEEDS OF THE MARINE CORPS.
6. RESERVE OFFICERS ARE ENCOURAGED TO APPLY FOR ONE OR MORE OF
THE BILLETS LISTED. WHILE THERE IS NO ESTABLISHED LIMIT ON THE
NUMBER OF BILLETS AN OFFICER CAN APPLY FOR, IT IS RECOMMENDED
THAT OFFICERS USE DISCRETION IN THEIR CHOICES AND CHOOSE ONLY
THOSE UNITS THAT THEY FEEL THEY ARE BEST QUALIFIED AND SUITED
TO COMMAND. OFFICERS WILL ONLY BE CONSIDERED FOR BILLETS TO
WHICH THEY HAVE APPLIED. COL SELECTS WILL ONLY BE CONSIDERED
FOR COL BILLETS. LTCOL SELECTS MUST HAVE BEEN SELECTED PRIOR
TO THE FY04 LTCOL PROMOTION
SELECTION BOARD WHICH CONVENED ON 14 JAN 2003 IN ORDER TO BE
CONSIDERED FOR A LTCOL COMMAND BILLET.
7. A LETTER OF AFFIRMATION WILL BE ENTERED INTO THE OFFICIAL
MILITARY PERSONNEL FILES (OMPF) OF THOSE OFFICERS WHO SUCCESSFULLY
SCREEN FOR COMMAND BUT ARE NOT ULTIMATELY SLATED FOR AN FY04
COMMAND BILLET. DECLINATIONS OF FY04 COMMAND SLATE ASSIGNMENTS
WILL BE FILED IN THE OFFICER'S OMPF. NO LETTER WILL BE FILED
IN THE OMPFS OF THOSE OFFICERS WHO APPLY FOR COMMAND, BUT ARE NOT
SLATED OR SCREENED.
8.  APPLICATIONS.  ALTHOUGH ADDITIONAL MATERIAL MAY BE SUBMITTED
TO THE BOARD, THE MINIMUM APPLICATION REQUIREMENTS ARE:
A.  A PROMOTION PHOTO TAKEN WITHIN THE PAST 12 MONTHS OF THE
CONVENING DATE OF THE BOARD (PAR 2002, REF C).  WHILE NOT A LEGAL
REQUIREMENT, FAILURE TO SUBMIT A CURRENT PHOTO WILL REDUCE YOUR
CHANCES OF SELECTION.
B.  A COVER LETTER INDICATING THOSE BILLETS FOR WHICH THE OFFICER
DESIRES TO BE CONSIDERED AND CURRENT CONTACT INFORMATION.  AS
APPLICABLE, OFFICERS SHOULD ALSO REPORT THEIR CURRENT MOBILIZATION
STATUS, TO INCLUDE UNCLASSIFIED DESCRIPTION OF DUTIES, ASSIGNMENT
LOCATION AND PERIOD OF ACTIVATION ORDERS.
C.  A RESERVE QUALIFICATION SUMMARY. THE RQS HAS BEEN REVISED TO
IMPROVE ITS UTILITY TO BOARD MEMBERS, AND IS NOW AVAILABLE FOR
DOWNLOAD AT HTTPS://MOL.USMC.MIL > RDOL.

PROVIDING FURTHER DETAILS ON THE APPLICATION PROCESS AS OUTLINED
