RMKS/1. SITUATION. THE RUSSELL LEADERSHIP CONFERENCE IS HELD IN
HONOR OF MAJOR GENERAL JOHN H. RUSSELL, THE SIXTEENTH COMMANDANT
OF THE MARINE CORPS. IT PROVIDES THE COMMANDANT OF THE MARINE
CORPS AND SERGEANT MAJOR OF THE MARINE CORPS WITH A PLATFORM TO
RECEIVE FEEDBACK AND RECOMMENDATIONS FROM SENIOR ENLISTED LEADERS
ON CRUCIAL LEADERSHIP CHALLENGES CONFRONTING OUR CORPS.
PREVIOUSLY, THE RUSSELL LEADERSHIP CONFERENCE WAS HELD IN
CONJUNCTION WITH THE SERGEANTS MAJOR/MASTER GUNNERY SERGEANTS
SYMPOSIUM. MARADMIN 228/02 ANNOUNCED THE RESCHEDULING AND REVIEW
OF THE FORMAT AND METHODOLOGY OF THE SERGEANTS MAJOR/MASTER
GUNNERY SERGEANTS SYMPOSIUM AND RUSSELL LEADERSHIP CONFERENCE.
THE SERGEANTS MAJOR/MASTER GUNNERY SERGEANTS SYMPOSIUM IS STILL
UNDER REVIEW. HOWEVER, THE RUSSELL LEADERSHIP CONFERENCE HAS
BEEN DETERMINED TO BE A VALUALBE CONDUIT TO GENERATE IDEAS AND
RECOMMENDATIONS ON CURRENT ISSUES THAT HAVE MAJOR IMPACT ON THE
FUTURE OF OUR CORPS.
2. MISSION. THE MARINE CORPS UNIVERSITY (MCU) VIA THE REGIONAL
STAFF NONCOMMISSIONED OFFICER ACADEMIES WILL CONDUCT THE RUSSELL
LEADERSHIP CONFERENCE DURING CY 2003 IN ORDER TO PROVIDE
SERGEANTS MAJOR AND MASTER GUNNERY SERGEANTS THE OPPORTUNITY TO
DISCUSS CRUCIAL LEADERSHIP CHALLENGES AND SUBMIT RECOMMENDATIONS
TO THE COMMANDANT OF THE MARINE CORPS.
3. EXECUTION
A. COMMANDER'S INTENT. THE ATTENDEES ARE REQUIRED TO BE
FAMILIAR WITH THE READ-AHEAD MATERIAL AND PARTICIPATE IN
DISCUSSIONS RELATING TO THIS YEAR'S TOPIC. THIS YEAR'S
RUSSELL LEADERSHIP CONFERENCE TOPIC IS THE TRAINING AND
EDUCATION CONTINUUM. ATTENDEES WILL DISCUSS UNIT LEVEL
SUSTAINMENT TRAINING AND ENLISTED PROFESSIONAL MILITARY
EDUCATION (EPME) IN AN EFFORT TO OFFER NEW IDEAS AND
INTRODUCE INITIATIVES THAT CAN BE USED TO ASSIST IN THE
CONTINUING DEVELOPMENT OF OUR ENLISTED FORCE. THE
DESIRED ENDSTATE WILL BE ACHIEVED AS A RESULT OF
PREPARED BRIEFINGS THAT WILL OFFER RECOMMENDATIONS
CONCERNING THE TRAINING AND EDUCATIONAL PROFICIENCY
LEVEL OF MARINES, CORPORAL THROUGH GUNNERY SERGEANT,
REGARDLESS OF MILITARY OCCUPATIONAL SPECIALTY.
B. CONCEPT OF OPERATIONS. THE CY 2003 RUSSELL LEADERSHIP
CONFERENCE WILL BE CONDUCTED REGIONALLY FOR A FOUR-DAY
PERIOD. THE CONFERENCE WILL INCLUDE BRIEFINGS FROM
SENIOR REGIONAL LEADERS, A DETAILED VIEW OF THE
TRAINING AND EDUCATION CONTINUUM, AND A
FAMILIARIZATION OF RELEVANT TRAINING AND EDUCATIONAL
PUBLICATIONS. DISCUSSION GROUPS WILL BE TASKED TO
REVIEW INDIVIDUAL TRAINING STANDARDS AND PROPOSED
MILITARY EDUCATIONAL PROFICIENCIES FOR ENLISTED
MARINES.
C. COORDINATING INSTRUCTIONS. THE CY 2003 RUSSELL
LEADERSHIP CONFERENCE WILL BE CONDUCTED AT THE
FOLLOWING REGIONAL SNCO ACADEMY SITES DURING THE DATES
INDICATED BELOW:
(1) QUANTICO 24-27 MAR 03
(2) CAMP LEJEUNE 17-20 MAR 03
(3) CAMP PENDLETON 24-27 MAR 03
(4) HAWAII 24-27 MAR 03
(5) OKINAWA 17-20 MAR 03
4. ADMIN AND LOGISTICS
A. SCHOOL SEATS. TO REQUEST SCHOOL SEAT(S), COMMANDERS
MUST SUBMIT REQUESTS WITH EACH ATTENDEE'S NAME, GRADE,
DOR, SSN, PHONE NUMBER, COMPLETE MAILING ADDRESS,
E-MAIL ADDRESS, AND A COMMAND POC TO THE RESPECTIVE
SNCO ACADEMY TO BE ATTENDED VIA FAX OR E-MAIL. POCS
FOR EACH ACADEMY MAY BE FOUND ON THE EPME WEBSITE
(PARA 5). REQUESTS SHOULD BE SUBMITTED NLT 24 FEB 03.
TELEPHONIC SUBMISSIONS WILL NOT BE ACCEPTED. COMMANDS
WILL BE NOTIFIED NLT 28 FEB 03 IF THEIR NOMINEES ARE
SELECTED TO ATTEND. COMMANDS THAT DESIRE TO DROP OR
REPLACE AN APPROVED ATTENDEE MUST IMMEDIATELY NOTIFY
THE RESPECTIVE SNCO ACADEMY DIRECTOR VIA EMAIL OR FAX.
B. FUNDING, BILLETING, AND TRANSPORTATION IS THE
RESPONSIBILITY OF THE PARENT COMMAND. ORDERS ARE TO
BE NONREPORTING.
C. COMMANDERS WILL ENSURE WIDEST DISSEMINATION OF THIS
MARADMIN TO ALL ELIGIBLE MARINES AND WILL AFFORD
INDIVIDUALS THE OPPORTUNITY TO ATTEND CONSISTENT WITH
OPERATIONAL COMMITMENTS AND FUNDING.
D. ELIGIBILITY ATTENDEES WILL BE SERGEANTS MAJOR AND
MASTER GUNNERY SERGEANTS WHO HAVE NOT PREVIOUSLY
ATTENDED. MASTER CHIEF PETTY OFFICERS WHO SERVE WITH
THE MARINE CORPS ARE ALSO INVITED TO ATTEND.
E. UNIFORM. THE PRESCRIBED UNIFORM IS UTILITIES.
F. SERVICE, HEALTH, AND DENTAL RECORDS ARE NOT REQUIRED.
