POLICY.
2. PARTIAL PHYSICAL FITNESS TEST (PPFT) POLICY CHANGE (METHOD TO
DETERMINE PPFT PERFORMANCE NOT CONSISTENT FOR ALL RANKS).
A. ADD THE WORDS "FOR SCORE" FOLLOWING "PPFT" IN THE SECOND
SENTENCE OF SECT 2202 OF REF A.
B. DELETE THIRD SENTENCE OF SECTION 2202 AND INSERT THE FOLLOWING
SENTENCE: "FOR THE EVENT NOT CONDUCTED, THE EVENT SCORE FROM THE
PREVIOUS SEMI-ANNUAL PFT WILL BE USED."
C. DELETE SECTION 2202.1.B. OF REF A AND REPLACE WITH: "REPORT
PPFT PERFORMANCE (PASS/FAIL) FOR SGT AND ABOVE IN ACCORDANCE
WITH REF E."
3. UNDERLYING CAUSE OR ASSOCIATED DISEASE POLICY CHANGE (ADDRESSES
CONFUSION AS TO WHAT CONSTITUTES UNDERLYING CAUSE).
A. RENAME PARA 3200.1.A AS 3200.1.C.
B. RENAME PARA 3200.1.B AS 3200.1.D.
C. INSERT THE FOLLOWING AS PARA 3200.1.A: "A. UNDERLYING CAUSE
DEFINED. THE FOLLOWING CONDITIONS MAY BE CONSIDERED AS AN
UNDERLYING CAUSE OR ASSOCIATED DISEASE WHICH EXEMPTS A MARINE

DUTY/ PERMANENT DISABILITY BOARD WILL BE INITIATED. (2) MEDICAL
CONDITIONS WHICH REQUIRE ADMINISTRATION OF MEDICATIONS THAT DIRECTLY
RESULT IN TEMPORARY WEIGHT GAIN."
D. INSERT THE FOLLOWING AS PARA 3200.1.B: "B. NEUROMUSCULOSKELETAL
(NMS) CONDITIONS. NMS CONDITIONS (E.G., SPRAINED ANKLE, LOW BACK
STRAIN) THAT CAUSE MARINES TO BE PLACED IN A NOT FIT FOR FULL DUTY
STATUS MAY NOT BE CONSIDERED AS AN UNDERLYING CAUSE OR ASSOCIATED
DISEASE WHICH EXEMPTS A MARINE (TEMPORARY BASIS) FROM MEETING HT/WT
OR BF STANDARDS. A NMS CONDITION/NOT FIT FOR FULL DUTY STATUS
DETERMINATION ALSO DOES NOT PRECLUDE ASSIGNMENT TO A BCP.
ASSIGNMENT TO A BCP FOR MARINES IN A NOT FIT FOR FULL DUTY STATUS
SECONDARY TO A NMS CONDITION WILL INCLUDE REFERRAL FROM A MO OR
APPROPRIATELY CREDENTIALED HEALTH CARE PROVIDER (ACHCP) TO AN
APPROPRIATE AGENCY FOR NUTRITIONAL GUIDANCE AND COMMENCEMENT OF AN
ALTERNATIVE CONDITIONING PROGRAM."
4. BCP POLICY CHANGE (CLARIFIES POLICY GOVERNING REMOVAL FROM BCP
DURING 2ND ASSIGNMENT OR EXTENSION TO 1ST ASSIGNMENT).
A. DELETE FIRST SENTENCE IN PARA 3201.10.C AND INSERT THE FOLLOWING:
"C. UNLIKE THE MANDATORY SIX MONTH TIME PERIOD ASSOCIATED WITH THE
INITIAL ASSIGNMENT TO A BCP, MARINES ON AN EXTENSION TO A FIRST
ASSIGNMENT WILL BE REMOVED FROM THE BCP WHEN THEY RETURN TO HT/WT OR
BF STANDARDS; SEE PARAGRAPH 13 IN THIS SECTION FOR PROGRAM REMOVAL
INSTRUCTIONS."
B. INSERT THE FOLLOWING AFTER THE SECOND SENTENCE IN PARA 3201.11:
"UNLIKE THE MANDATORY SIX MONTH TIME PERIOD ASSOCIATED WITH AN
INITIAL ASSIGNMENT TO A BCP, MARINES ON A SECOND ASSIGNMENT TO A BCP

5. BODY COMPOSITION EVALUATION POLICY CHANGE (EVALUATION MAY OCCUR
ON SAME DAY AS PFT).
A. DELETE PARA 1 OF SECT 3101, AND REPLACE WITH THE FOLLOWING:
"BODY COMPOSITION EVALUATION (BCE). THE BCE IS A SEMI-ANNUAL
(JAN-JUN AND JUL-DEC) REQUIREMENT (ANNUAL FOR RESERVES) DESIGNED TO
ENSURE MARINES ARE WITHIN HT/WT OR BF STANDARDS. HOWEVER,
COMMANDERS MAY DIRECT BCE'S FOR A UNIT OR INDIVIDUALS AS OFTEN AS
DEEMED NECESSARY. BCE'S MAY BE CONDUCTED ON THE SAME DAY AS THE PFT.
IGMC/CGI TEAMS MAY ALSO CONDUCT UNANNOUNCED BCE'S IN SUPPORT OF
INSPECTIONS."
6. ADVERSE FITREP REPORTING POLICY CHANGE (REPORTING CRITERIA WAS
NOT CONSISTENT WITH REF C).
A. DELETE WITHIN FIRST SENTENCE OF SECT 3201.6.H. THE FOLLOWING:
"AND/OR FAIL TO MEET THE BODY COMPOSITION STANDARDS AT COMPLETION OF

7. RISK FACTOR SCREENING CHECKLIST PROCEDURE POLICY CHANGE (THE
30-60 DAY WINDOW FOR COMPLETING THE CHECKLIST PRECLUDED SOME MARINES
FROM PARTICIPATING IN IGMC/CGI PFT'S).
A. INSERT AFTER THE FIRST SENTENCE IN PARA 1 OF SECT 2307 THE
FOLLOWING: "HOWEVER, DURING IGMC/CGI TEAM INSPECTIONS, THE
INSPECTORS MAY DIRECT PERSONNEL AGE 46 AND OVER TO COMPLETE THE RISK
FACTOR SCREENING CHECKLIST IF ONE IS NOT ON FILE."
8. PHYSICAL PERFORMANCE EVALUATION (PPE) POLICY CHANGE (PREVIOUS

9. CORRECTIONS TO PPE FLOWCHART (APPENDIX E, PAGE 10, REF A)
ARE AS FOLLOWS:
A. DELETE ENTIRE NOTE AT THE BOTTOM OF PAGE.
B. DELETE TEXT "OUTSIDE THIS ZONE" FOR ARROW LEADING FROM "BF ZONE"
BOX TO "NO ACTION REQUIRED" BOX AND REPLACE WITH "INSIDE THIS ZONE."
10. MILITARY APPEARANCE POLICY CLARIFICATION. REF A CANCELLED THE
MILITARY APPEARANCE PROGRAM. THE MARINE CORPS CONTINUES TO HAVE THE
MOST STRINGENT PHYSICAL FITNESS AND BCE STANDARDS IN DOD. MARINES
WHO DO NOT MEET THESE OBJECTIVE STANDARDS WILL BE ASSIGNED TO A
REMEDIAL PHYSICAL CONDITIONING PROGRAM OR BCP AS APPROPRIATE.
MARINES THAT MEET THE PFT AND BCE STANDARDS, HOWEVER, WHOSE MILITARY
APPEARANCE IS NOT IN COMPLIANCE WITH UNIFORM REGULATIONS (REF D),
SHOULD BE COUNSELED IAW THE MARINE CORPS COUNSELING PROGRAM (REF E).
11. IN ALL MATTERS RELATING TO THE ADMINISTRATION OF THE MCPFTBCP,
COMMANDERS AND MEDICAL OFFICERS ARE HIGHLY ENCOURAGED TO USE
AVAILABLE SEMPER FIT RESOURCES AS APPROPRIATE. THE EXPERTISE
RESIDENT IN SEMPER FIT IS ESPECIALLY USEFUL IN HELPING MARINES
RETURN TO READINESS AND STANDARDS WHO HAVE OTHER CO-FACTORS THAT
MAY BE RELATED TO WEIGHT GAIN (E.G., NMS CONDITIONS). NUTRITIONAL
GUIDANCE AND ALTERNATIVE CONDITIONING PROGRAM DESIGN ARE AMONG THE
SERVICES AVAILABLE FROM SEMPER FIT IN THIS REGARD.
12. FILING INSTRUCTIONS. FILE THIS CHANGE MESSAGE FOLLOWING THE
SIGNATURE PAGE OF THE BASIC ORDER.
13. THIS MESSAGE IS EFFECTIVE IMMEDIATELY AND APPLICABLE TO THE
MARINE CORPS RESERVE.//
