NARR/REF A IS THE US IMPLEMENTING PROCEDURES FOR THE PROTECTION OF
NATO CLASSIFIED INFORMATION STORED, PROCESSED OR TRANSMITTED IN US
COMMUNICATION AND INFORMATION (CIS) SYSTEMS AND NETWORKS. REF B IS
THE IMPLEMENTATION MEASURES FOR US-CLEARED USER COMMUNITIES TO PASS
NATO INFORMATION OVER SIPRNET.//
GENTEXT/REMARKS/1. EFFECTIVE IMMEDIATELY, THE MARINE CORPS
ENTERPRISE NETWORK (MCEN) IS AUTHORIZED FOR THE TRANSMISSION OF NATO
INFORMATION OVER THE SIPRNET.
2. THE TRANSMISSION OF NATO RESTRICTED OR NATO UNCLASSIFIED
INFORMATION SHOULD NOT NORMALLY OCCUR VIA THE NIPRNET. IF POSSIBLE
THE SIPRNET SHOULD BE USED TO TRANSMIT NATO RESTRICTED AND OR NATO
UNCLASSIFIED INFORMATION.
3. IN TRANSMITTING E-MAIL, IT IS THE SENDERS RESPONSIBILITY TO
ENSURE THAT THE RECEIVER IS CLEARED FOR NATO AND HAS A NEED TO
KNOW. THE SENDER MUST ALSO ENSURE THAT THE RECEIVER IS HOSTED BY A
NETWORK THAT IS ACCREDITED TO PROCESS NATO INFORMATION. A LISTING
OF ACCREDITED ENCLAVES IS POSTED ON THE CENTRAL U.S. REGISTRY
(CUSR) WEBSITE: WWW.CUSR.ARMY.MIL. IN ORDER FOR AN ORGANIZATION
TO RECEIVE, STORE, PROCESS, OR TRANSMIT ACCOUNTABLE NATO
INFORMATION, THE ORGANIZATION MUST BE AT LEAST A NATO SECRET CONTROL
POINT. MAJOR SUBORDINATE COMMANDS ARE ENCOURAGED TO ESTABLISH
THEMSELVES AS A NATO SUBREGISTRY. CONTACT THE HQMC ARS POC FOR
GUIDANCE ON ESTABLISHING NATO SUBREGISTRIES. NATO SECRET CONTROL
POINTS SHOULD BE ESTABLISHED DOWN TO THE BATTALION OR SQUADRON
LEVEL FOR THOSE ORGANIZATIONS WITH A NEED FOR NATO INFORMATION.
4. COMMANDS MUST ENSURE PERSONNEL THAT HAVE ACCESS TO NATO
CLASSIFIED INFORMATION HAVE A NEED TO KNOW, AND IMPLEMENT REQUIRED
MEASURES TO ENFORCE THE NEED TO KNOW PRINCPLE. EXAMPLE MECHANISMS
INCLUDE PASSWORD PROTECTED WEBSITES OR PASSWORD PROTECTED FOLDERS ON
THE NETWORK THAT HAVE NATO SECRET INFORMATION. THE NEED-TO-KNOW
DETERMINATIONS WILL GOVERN WHO WILL BE LISTED ON THE ORGANIZATION'S
NATO ACCESS ROSTER AND AT WHICH LEVEL OF CLASSIFICATION.
5. ALL USMC PERSONNEL (MILITARY, CIVILIAN AND CONTRACTORS) WITH
SIPRNET ACCOUNTS WILL BE BRIEFED ON NATO. COMMANDERS WILL ENSURE
THAT WHEN INDIVIDUALS ARE BRIEFED ON THEIR RESPONSIBILITIES FOR
PROTECTING U.S. CLASSIFIED INFORMATION, THEY ARE ALSO BRIEFED ON
THEIR RESPONSIBILITIES FOR PROTECTING NATO INFORMATION. A WRITTEN
ACKNOWLEDGEMENT OF THE INDIVIDUAL'S RECEIPT OF THE NATO BRIEFING AND
RESPONSIBILITIES FOR SAFEGUARDING NATO CLASSIFIED INFORMATION SHALL
BE MAINTAINED. A COMPREHENSIVE TEXT FOR THE NATO SECURITY BRIEFING
CAN BE FOUND ON THE WEBSITE OF THE CUSR: WWW.CUSR.ARMY.MIL.
6. ALL EQUIPMENT (I.E. DESKTOPS, LAPTOPS AND SERVERS) THAT STORES
AND OR PROCESSES NATO SECRET INFORMATION MUST BE REGISTERED AND
LABELED "NATO SECRET". ALL REMOVABLE COMPUTER STORAGE MEDIA
HOLDING NATO INFORMATION SHALL BEAR AN APPROPRIATE SECURITY
CLASSIFICATION MARKING AND ALSO BE REGISTERED. THE SECURITY
CLASSIFICATION MARKING SHALL INDICATE THE HIGHEST CLASSIFICATION OF
INFORMATION EVER STORED ON THE INDIVIDUAL MEDIA. PORTABLE COMPUTING
DEVICES (I.E. LAPTOPS, ELECTRONIC NOTEBOOKS) WITH FIXED HARD DISKS
(OR OTHER NON VOLATILE STORAGE MEDIA) OPERATING EITHER IN STAND
ALONE MODE OR NETWORKED CONFIGURATIONS ARE DOCUMENTS IN THE SAME
SENSE AS COMPUTER STORAGE MEDIA. THIS EQUIPMENT SHALL BE AFFORDED
THE LEVEL OF PROTECTION, IN TERMS OF ACCESS, HANDLING AND MARKING,
ACCOUNTABILITY, STORAGE AND TRANSPORTATION COMMENSURATE WITH THE
HIGHEST CLASSIFICATION LEVEL OF INFORMATION EVER STORED OR
PROCESSED. WHEN A COMPUTER STORAGE MEDIUM COMES TO THE END OF ITS
USEFUL LIFE IT SHALL BE DESTROYED COMMENSURATE WITH THE HIGHEST
CLASSIFICATION LEVEL.
7. NATO CONTROL POINT OFFICERS MUST ENSURE ELECTRONIC LABELING OF
INFORMATION. THIS INCLUDES ENSURING E-MAIL TRANSMISSIONS HAVE A
CLASSIFICATION LABEL AS THE FIRST LINE, OR ENSURE ANY E-MAIL
ATTACHMENTS OR INFORMATION POSTED TO WEBSITES ARE MARKED AT THE TOP
AND BOTTOM OF THE PAGES.
