GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE CLARIFICATION AND UPDATES
TO THE CAC AND TESLIN IDENTIFICATION CARD POLICY.
2. THE EXTENDED DEADLINE FOR CAC ISSUANCE ESTABLISHED BY REF A IS
APRIL 2004.
3. PROCESSING FAMILY MEMBERS DURING MOBILIZATION OR WARTIME. PER
REF B, PARAGRAPH 1.20, IF A SPONSOR IS DEPLOYED OR MOBILIZED FOR
MORE THAN 30 DAYS AND IS NOT AVAILABLE TO SIGN AN APPLICATION FOR
UNIFORMED SERVICES IDENTIFICATION CARD DEERS ENROLLMENT (DD FORM
1172), AND THE FAMILY MEMBER'S ELIGIBILITY CAN BE CONFIRMED IN
DEERS, THEN AN ID CARD SHALL BE ISSUED. IF FAMILY MEMBER
ELIGIBILITY CANNOT BE CONFIRMED IN DEERS, THEY SHALL BE AFFORDED THE
OPPORTUNITY TO PROVIDE THE LEGAL DOCUMENTATION NECESSARY TO
ESTABLISH THEIR ELIGIBILITY. REFER TO REF B, PARA 1.20 FOR DETAILED
GUIDANCE.
4. EMERGENCY ESSENTIAL (EE) PERSONNEL. IN THE EVENT OF A CRISIS
OR WAR, DOD CIVILIANS WHO FILL EE BILLETS MAY BE REQUIRED TO
RELOCATE TO A DUTY STATION IN AN OVERSEAS AREA OR MAY BE REQUIRED TO
CONTINUE TO WORK IN AN OVERSEAS AREA AFTER THE EVACUATION OF OTHERS
WHO ARE NOT IN EE BILLETS. INDIVIDUALS WHO SIGN A DOD CIVILIAN
EMPLOYEE OVERSEAS EE POSITION AGREEMENT (DD FORM 2365), AND HAVE A
STATEMENT REGARDING THEIR EE STATUS INCLUDED IN THEIR POSITION
DESCRIPTION, ARE ENTITLED TO A GENEVA CONVENTIONS (GC) CAC.
5. CIVILIAN NONCOMBATANT PERSONNEL (NOT ASSIGNED TO AN EE BILLET).
CIVILIAN NONCOMBATANT PERSONNEL WHO ARE UNDER ORDERS TO ACCOMPANY
U.S. MILITARY FORCES IN AREAS OF CONFLICT AND WHO ARE LIABLE TO
CAPTURE AND DETENTION BY THE ENEMY AS PRISONERS OF WAR ARE ENTITLED
TO A GC CAC WHILE IN AN AREA OF OPERATIONS. THESE INDIVIDUALS ARE
NOT ENTITLED TO A GC CAC WHEN TAD TO PLACES SUCH AS OKINAWA,
GERMANY, OR KOREA.
6. ELIGIBLE CONTRACTORS. THE CAC SHALL BE ISSUED TO CONTRACTORS
HAVING A FUNCTIONAL REQUIREMENT TO UTILIZE THE CAC FOR CAC-ENABLED
SYSTEMS, NETWORKS, AND/OR INSTALLATION/BUILDING ACCESS. THE CAC
SHALL NOT BE ISSUED TO CONTRACTOR PERSONNEL SOLELY FOR THE PURPOSE
OF VISUAL IDENTIFICATION. INSTALLATIONS ARE ENCOURAGED TO EMPLOY
OTHER EXISTING MEANS AT THEIR DISPOSAL TO SUPPORT VISUAL
IDENTIFICATION REQUIREMENTS.
7. EFFECTIVE IMMEDIATELY, ALL DOD CONTRACTOR PERSONNEL REQUIRING A
CAC SHALL PRESENT A VERIFIED AND SIGNED APPLICATION FOR DEPARTMENT
OF DEFENSE CAC DEERS ENROLLMENT, DD FORM 1172-2, EACH
TIME THEY REQUEST ISSUANCE, RENEWAL, OR REPLACEMENT OF A CAC.
RAPIDS VERIFYING OFFICIALS (VO) MUST ENSURE THAT THE PROPER
DOCUMENTATION IS PROVIDED PRIOR TO CAC ISSUANCE. EVEN IF THE
CONTRACTOR IS ENROLLED IN DEERS AND APPEARS TO BE ELIGIBLE FOR A
CAC, THEIR ASSOCIATION WITH THE DOD MAY HAVE BEEN TERMINATED. THE
DD FORM 1172-2 MUST BE INITIATED BY THE CONTRACTING OFFICER'S
REPRESENTATIVE (COR), QUALITY ASSURANCE EVALUATOR (QAE), OR
CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE AND FINALIZED BY A
DESIGNATED CONTRACTING OFFICER (CO) ASSIGNED TO THE BASE CONTRACTING
OFFICE (BCO) WHO HAS A DD FORM 577 OR SIGNED MEMORANDUM ON FILE WITH
THE SUPPORTING RAPIDS SITE. IF THE CAC IS TO BE USED TO ACCESS DOD
FACILITIES, INSTALLATIONS OR CONTROLLED SPACES, OR DOD COMPUTER
SYSTEMS/NETWORKS, THE BUILDING SECURITY MANAGER AND/OR THE DIRECTOR
OF INFORMATION MANAGEMENT/SYSTEMS ADMINISTRATOR MUST ALSO SIGN THE
FORM. TO ACCOMMODATE THIS REQUIREMENT, THE FOLLOWING STATEMENT WILL
BE ADDED TO THE DD FORM 1172-2 IN BLOCK 36 (REMARKS): "THE
INDIVIDUAL IDENTIFIED ABOVE IS PERFORMING IN AN OFFICIAL CAPACITY ON
THE REFERENCED CONTRACT, AND REQUIRES A CAC IN THE PERFORMANCE OF
THEIR DUTIES IN ACCORDANCE WITH THE CONTRACT TERMS AND CONDITIONS."
CREATE A SIGNATURE LINE DIRECTLY BELOW THE STATEMENT.
8. FOR CLARIFICATION, THE CAC ALSO REPLACES THE GENEVA CONVENTIONS
IDENTITY CARD FOR CIVILIANS WHO ACCOMPANY THE ARMED FORCES (DD FORM
489); THE TESLIN UNITED STATES DOD/UNIFORMED SERVICES CIVILIAN
GENEVA CONVENTIONS IDENTIFICATION CARD (DD FORM 2764); AND THE
TESLIN DEPARTMENT OF DEFENSE/UNIFORMED SERVICES IDENTIFICATION AND
PRIVILEGE CARD (DD FORM 2765) FOR THOSE CONTRACTORS WHO MEET THE
CRITERIA DEFINED IN REF B.
9. FORMER SPOUSES. EFFECTIVE IMMEDIATELY, FORMER SPOUSES WHO ARE
ELIGIBLE FOR BENEFITS AND PRIVILEGES BEYOND THEIR DATE OF DIVORCE
SHALL BE DISPLAYED IN THE DEFENSE ENROLLMENT ELIGIBILITY REPORTING
SYSTEM (DEERS) UNDER THEIR OWN SSN. THEIR NEW PERSONNEL CATEGORY
SHALL BE DOD BENEFICIARY. WHEN A RAPIDS VO RECEIVES LEGAL
DOCUMENTATION THAT ENDS A MARRIAGE, THEY SHALL TERMINATE THE FORMER
SPOUSE'S DEERS ELIGIBILITY UNDER THE MILITARY SPONSOR. THE VO SHALL
NOT ADD THE FORMER SPOUSE TO THE DATA BASE AS A DOD BENEFICIARY.
PER REF B, PARA 22.7, HQMC (MMSR-6) SHALL PROCESS ALL INITIAL FORMER
SPOUSE APPLICATIONS.
10. CAC CONFISCATION. A VALID CAC SHALL NOT BE CONFISCATED FOR
LACK OF A VISIBLE SSN. THIS IS APPLICABLE IN CONUS AND OCONUS.
STATESIDE EMPLOYEES WHO ARE IN A TAD STATUS OCONUS NEED TO
COORDINATE WITH THE SPONSORING AGENCY OCONUS TO NEGOTIATE
INSTALLATION ACCESS IF THE CAC TO WHICH THEY ARE ENTITLED DOES NOT
HAVE A VISIBLE SSN. IN SOME CASES, THE OCONUS AGENCY MAY GRANT
INSTALLATION ACCESS UPON PRESENTATION OF THE INDIVIDUAL'S ORDERS OR
PASSPORT CONTAINING THEIR SSN. FURTHER, THE OCONUS COMMANDER
DETERMINES WHETHER TAD TRAVELERS ON OFFICIAL BUSINESS ARE GRANTED
MWR, COMMISSARY AND EXCHANGE PRIVILEGES. TAD ORDERS AND
INVITATIONAL TRAVEL ORDERS FOR CONTRACTORS GENERALLY SPECIFY THESE
PRIVILEGES, AND NOT THE CAC.
11. PER REF B, PARA 1.22, CONGRESS HAS AUTHORIZED DOD TO REQUIRE
MANDATORY DISCLOSURE OF SSN'S FOR ALL BENEFICIARIES OF THE UNIFORMED
SERVICES' HEALTH CARE SYSTEM. FAILURE TO DISCLOSE A SSN WHEN
ENROLLING OR UPDATING THE DEFENSE ENROLLMENT ELIGIBILITY REPORTING
SYSTEM (DEERS) SHALL RESULT IN LOSS OF MEDICAL CARE BENEFITS IN
MILITARY TREATMENT FACILITIES (MTF) 90 DAYS FROM THE UPDATE OF THE
DEERS RECORD. PER REF B, PARA 1.23, A TEMPORARY IDENTIFICATION
NUMBER (TIN) SHALL BE SYSTEM-GENERATED BY DEERS FOR FAMILY MEMBERS
(I.E., NEWBORNS) AWAITING ISSUANCE OF THEIR SSN BY THE SOCIAL
SECURITY ADMINISTRATION (SSA).
12. THE SSA WILL NOT ISSUE A SSN TO A NON-U.S. CITIZEN FAMILY
MEMBER LIVING OCONUS. IN THE PAST, THESE FAMILY MEMBERS WERE ISSUED
A TIN THAT WAS PERMANENTLY ASSIGNED TO THEM FOR THE LIFE OF THEIR
DEERS ENROLLMENT. THIS IS NO LONGER THE CASE DUE TO RECENT DEERS
SOFTWARE UPDATES. IF THE SERVICE MEMBER IS CLAIMING SUCH A FAMILY
MEMBER FOR FEDERAL TAX PURPOSES, THE FAMILY MEMBER WILL HAVE AN
INDIVIDUAL TAX IDENTIFICATION NUMBER (ITIN) ASSIGNED TO THEM BY THE
INTERNAL REVENUE SERVICE (IRS). THESE INDIVIDUALS SHALL BE ENROLLED
IN DEERS USING THEIR ITIN. IF THE FAMILY MEMBER DOES NOT HAVE AN
ITIN, THEN THEY SHALL BE ENROLLED IN DEERS WITH A SYSTEM-GENERATED
FOREIGN IDENTIFICATION NUMBER (FIN). THE FIN SHALL BE PERMANENTLY
ASSIGNED TO THE INDIVIDUAL FOR THE LIFE OF THEIR DEERS ENROLLMENT,
OR UNTIL SUCH TIME AS THEY OBTAIN AN SSN OR AN ITIN.
13. THIS MESSAGE IS APPLICABLE TO THE MARINE CORPS RESERVE.//
