RMKS/1.THE PURPOSE OF THIS BULLETIN IS TO PUBLISH INFORMATION
AND TO SOLICIT APPLICATIONS FOR THE SUBJECT PROGRAM.
2.  IN CASE OF ANY CONFLICT BETWEEN THIS BULLETIN AND REF (A),

MCO 1560.15M, WHICH WILL REPLACE REF (A) IS PROJECTED TO BE

3.  MECEP IS OPEN TO ALL ACTIVE DUTY ENLISTED MARINES AND MEMBERS
OF THE MARINE CORPS RESERVE ASSIGNED TO THE ACTIVE RESERVE (AR)
PROGRAM WHO MEET THE ELIGIBILITY REQUIREMENTS OUTLINED IN PAR 4
OF REF (A) AND THIS BULLETIN.
   A.  MECEP IS DESIGNED TO PROVIDE OUTSTANDING ENLISTED MARINES
THE OPPORTUNITY TO SERVE AS MARINE CORPS OFFICERS.  MARINES
SUCCESSFULLY COMPLETING THE PROGRAM RECEIVE A BACCALAUREATE
DEGREE AND A COMMISSION AS A SECOND LIEUTENANT IN THE MARINE
CORPS RESERVE.
   B.  MARINE CORPS RECRUITING COMMAND (MCRC) WILL CONVENE A
SELECTION BOARD 23 AUGUST TO 3 SEPTEMBER 2004, TO SELECT PROGRAM
PARTICIPANTS.
   C.  ALL MARINES SELECTED FOR PARTICIPATION IN MECEP ARE REQUIRED
TO ATTEND THE MECEP PREPARATORY SCHOOL AT MCRD SAN DIEGO, CA, WHICH
WILL CONVENE IN JUNE 2005 FOR NINE WEEKS, PRIOR TO REPORTING TO
THEIR COLLEGE OR UNIVERSITY.  NO WAIVERS WILL BE AUTHORIZED FOR
EXEMPTION OF ATTENDING THE MECEP PREPARATORY SCHOOL.
   D.  SELECTEES WILL EXTEND OR REENLIST IN ORDER TO HAVE THE
REQUIRED SIX (6) YEARS OF OBLIGATED SERVICE PRIOR TO DEPARTING
THEIR COMMAND.  AR SELECTEES PARTICIPATION IN MECEP IS CONTINGENT
UPON CMC (MMEA) APPROVAL OF THEIR AUGMENTATION REQUEST.
   E.  SELECTEES RECEIVE FULL PAY AND ALLOWANCES, EXCLUDING
PROFICIENCY PAY, WHILE PARTICIPATING IN MECEP.  PROMOTION
OPPORTUNITIES REMAIN UNINTERRUPTED.  IF A MARINE APPLYING FOR MECEP
WAS AWARDED A SELECTIVE REENLISTMENT BONUS (SRB) AND IS ACCEPTED
INTO MECEP, SUSPENSION OF SRB OR RECOUPMENT MAY BE EFFECTED.  ALL
APPLICANTS MUST READ AND UNDERSTAND REF (B) AS WELL AS THE
APPROPRIATE 7220 SERIES MARADMIN PERTAINING TO THEIR SRB. IN ALL
CASES, A STATEMENT ACKNOWLEDGING INELIGIBILITY FOR SRB PAYMENTS WILL
BE INCLUDED IN THE APPLICATION FOR THE PROGRAM. THE SUSPENSION WILL
BE LIFTED AND BONUS PAID ON A PRORATED BASIS IF THE MARINE FAILS TO
COMPLETE MECEP AND COMPLETES THE ENLISTMENT IN THE SAME SRB-ELIGIBLE
MOS.
   F.  ALL APPLICANTS MUST READ REF (C) REGARDING EDUCATION
BENEFITS AND CONTACT THEIR BASE EDUCATION OFFICE FOR COUNSELING
REGARDING BENEFITS WHILE PARTICIPATING IN MECEP.  THE PAYMENT OF
TUITION AND ALL OTHER ACADEMIC FEES ARE BORNE BY EACH PARTICIPANT.
THE USE OF IN-SERVICE G. I. BILL EDUCATION BENEFITS, THE VETERANS
EDUCATION ASSISTANCE PROGRAM, THE COLONEL SHORT LOAN PROGRAM, AND
STUDENT LOANS ARE ENCOURAGED. THE MARINE CORPS TUITION ASSISTANCE
PROGRAM CANNOT BE USED. THE EDUCATION COST AS WELL AS COST OF
LIVING WHEN ATTENDING SOME UNIVERSITIES CAN BE EXTREME; GIVE DUE
CONSIDERATION TO THESE FACTORS WHEN SELECTING A UNIVERSITY.
   G.  SELECTEES WILL TAKE THE MOST EXPEDIENT ROUTE TO RECEIVE A
BACCALAUREATE DEGREE AND EARN A COMMISSION.  ATTENDING GRADUATE
SCHOOL IS NOT AUTHORIZED WHILE ENROLLED IN MECEP.  DEGREES
REQUIRING FIVE YEARS TO COMPLETE SUCH AS SOME ENGINEERING DEGREES
AND SOME BUSINESS DEGREES, ARE LIKEWISE UNAUTHORIZED.  MECEP
STUDENTS WILL MAINTAIN FULL-TIME STUDENT STATUS WHILE IN THE
PROGRAM, AND WILL ATTEND SUMMER SCHOOL WITH THE EXCEPTION OF THEIR
FIRST SUMMER OF FRESHMAN YEAR.  STUDENTS SHOULD EXPECT TO ATTEND THE
SIX-WEEK COMMISSIONING PROGRAM AT OCS, QUANTICO, VA DURING THEIR
FIRST SUMMER OF FRESHMAN YEAR.
4.  APPLICATIONS MUST REACH THE COMMANDING GENERAL, MARINE CORPS
RECRUITING COMMAND (ON/E) NO LATER THAN 26 JUL 2004. APPLICATIONS
MUST INCLUDE THE COMMANDING OFFICER, XO, OR SGTMAJ MAILING ADDRESS
AND E-MAIL ADDRESS. THE E-MAIL ADDRESS MUST BE VALID UNTIL MECEP
SELECTION BOARD RESULTS ARE PUBLISHED IN MID-SEPTEMBER. THIS E-MAIL
ADDRESS WILL BE THE PRIMARY MEANS OF COMMUNICATION BETWEEN MCRC
(ON/E) AND THE COMMAND.  VERIFICATION OF RECEIPT OF ALL APPLICATIONS
AND REQUESTS FOR ADDITIONAL INFORMATION WILL BE MADE VIA WEB SITE.
MARINES MAY CHECK THE STATUS OF THEIR APPLICATIONS AT THE MCRC
WEBSITE, WEB.MCRC.USMC.MIL, THEN CLICK ON OFFICER PROGRAMS.
5. THE APPLICANT IS RESPONSIBLE FOR THE SUBMISSION OF A
COMPLETE PACKAGE TO INCLUDE ALL TRANSCRIPTS (HIGH SCHOOL AND COLLEGE,
IF APPLICABLE), SCHOLASTIC APTITUDE TEST (SAT) OR AMERICAN COLLEGE
TEST (ACT) SCORES, AND COMPLETED PRE-COMMISSIONING MEDICAL
EVALUATION FORMS PER CHAPTER 15 OF THE MANMED.  IF SELECTED,
APPLICANTS MUST PROVIDE A LETTER OF ACCEPTANCE TO A COLLEGE OR
UNIVERSITY LISTED IN THIS BULLETIN TO CG, MCRC (ON/E) BY 1 APRIL
2005.
6.  APPLICANTS WILL BE AT LEAST 20 YEARS OF AGE BUT LESS THAN 26
YEARS OF AGE BY 1 JULY 2004.  THE INTENT OF THE UPPER AGE
REQUIREMENT IS TO RECEIVE A COMMISSION BY AGE 30.  APPLICANTS MAY
REQUEST AN AGE WAIVER.
7.  APPLICANTS MUST COMPLY WITH COLLEGE ADMISSION REQUIREMENTS
REGARDING SAT AND ACT REQUIREMENTS.  SAT AND ACT SCORES CANNOT BE
OLDER THAN 5 YRS AS OF 1 MAY 2004.  APPLICANTS ARE STRONGLY
ENCOURAGED TO BEGIN APPLYING TO COLLEGES OR UNIVERSITIES CONCURRENT
WITH THEIR MECEP APPLICATION. IN NO CASE SHOULD AN APPLICANT WAIT
UNTIL RELEASE OF SELECTION BOARD RESULTS BEFORE APPLYING TO THE
COLLEGE OF THEIR CHOICE.  THE OPPORTUNITY FOR ADMISSION MAY BE
GREATLY REDUCED AT THAT POINT.
8.  TO QUALIFY FOR MECEP, APPLICANTS MUST EITHER HAVE A QUALIFYING
COMBINED MATH AND VERBAL SCORE OF 1000 FOR THE SCHOLASTIC APTITUDE
TEST (SAT); OR HAVE A COMBINED ENGLISH AND MATH SCORE OF 45 FOR THE
AMERICAN COLLEGE TEST (ACT); OR HAVE A SCORE OF 74 FOR THE ARMED
FORCES QUALIFICATION TEST (AFQT) SECTION OF THE ARMED SERVICES
VOCATIONAL APTITUDE BATTERY (ASVAB).  
    A.  INQUIRIES REGARDING THE ASVAB TEST OR TO SCHEDULE TESTING
SHOULD BE DIRECTED TO MPP-50 AT DSN 278-9615 OR COMM (703)784-9615.
    B.  TO ENSURE THAT TEST RESULTS ARE FORWARDED TO CG, MCRC
(ON/E), CODE 5455 MUST BE ENTERED IN THE BLOCK TITLED, "REPORT TO
COLLEGES AND SCHOLARSHIP SPONSORS" ON THE SAT REGISTRATION FORM.
APPLICANTS TAKING THE ACT USE CODE 0657.  SAT/ACT SCORES DOCUMENTED
ON OFFICIAL HIGH SCHOOL OR COLLEGE TRANSCRIPTS WILL BE ACCEPTED.
    C.  IT IS THE APPLICANT'S RESPONSIBILITY TO ENSURE TEST SCORES
ARE RECEIVED BY CG, MCRC (ON/E). DO NOT ASSUME THE BOARD WILL REVIEW
A PACKAGE UNLESS THE COMMAND HAS RECEIVED A "BOARD READY"
NOTIFICATION VIA MCRC (ON/E) WEB SITE.  
9.  INCOMPLETE APPLICATIONS WILL NOT BE CONSIDERED BY THE BOARD.
ALL MATERIALS ARE DUE TO CG, MCRC (ON/E) BY 26 JULY 2004.
10.  COMMAND SCREENING AND REVIEW REFER TO REFERENCE (A).
    A.  THE REPORT OF THE INTERVIEW BOARD SHOULD INCLUDE SPECIFIC
AND SUBSTANTIVE COMMENTS ON THE APPLICANT'S PROVEN LEADERSHIP
ABILITY AND POTENTIAL FOR COMMISSIONED SERVICE.
    B.  THE PFT SCORE IS A KEY COMPONENT OF THE SELECTION PROCESS,
SERVING AS AN INDICATOR OF INITIATIVE, DESIRE, AND THE ABILITY TO
SCHEDULE AND PRIORITIZE.  AT A MINIMUM, APPLICANTS MUST HAVE A
FIRST CLASS PFT.  REPORT PFT SCORE LISTING EACH EVENT, BOTH BY
RAW SCORE, POINT VALUE AND DATE OF PFT.
    C.  UPON SELECTION FOR MECEP, SELECTEES WILL ENCOUNTER MANY NEW
FINANCIAL BURDENS INVOLVED WITH EDUCATION.  COMMANDING OFFICERS
ARE STRONGLY ENCOURAGED TO USE THE FINANCIAL WORKSHEET PROVIDED  
IN REF (D) AND DISCUSS THE APPLICANT'S FINANCIAL SUITABILITY AND
PLAN FOR PAYING EDUCATION EXPENSES. WHEN COMPLETING THE COMMANDING
OFFICER'S FINANCIAL WORKSHEET. A STATEMENT REGARDING THE
COMPLETION OF THE FINANCIAL COUNSELING SHALL BE INCLUDED IN
THE COMMANDING OFFICER'S ENDORSEMENT.
    D.  COMMANDING OFFICERS MUST INCLUDE THE REQUIREMENTS STATED IN
PAR 7 OF REF (A).
    E. THE MARINE CORPS TAKE A CONSERVATIVE APPROACH TO PERSONAL
APPEARANCE.  UNIFORM REGULATIONS STRESS THAT PERSONAL APPEARANCE
IS TO BE CONSERVATIVE AND COMMENSURATE WITH THE HIGH STANDARDS
TRADITIONALLY ASSOCIATED WITH THE MARINE CORPS. NO ECCENTRICITIES
IN DRESS OR APPEARANCE ARE PERMITTED BECAUSE THEY DETRACT FROM
UNIFORMITY AND TEAM IDENTITY.
    F.  PER REF (E) THE MARINE CORPS UNIFORM REGULATIONS PROHIBIT
MUTILATION OF THE BODY OR ANY BODY PARTS IN ANY MANNER; ATTACHING,
AFFIXING OR DISPLAYING OBJECTS, ARTICLES, JEWELRY OR ORNAMENTATION
TO, THROUGH OR UNDER THEIR SKIN, TONGUE OR ANY OTHER BODY PART
(FEMALE MARINES MAY WEAR EARRINGS PER REF (E)); AND TATTOOS OR
BRANDS THAT ARE PREJUDICIAL TO GOOD ORDER, DISCIPLINE AND MORALE OR
ARE OF A NATURE TO BRING DISCREDIT UPON THE MARINE CORPS ARE
PROHIBITED.  ADDITIONALLY, ANY TATTOO OR BODY MARKING THAT IS GANG,
RACIST, SEXIST, OR DRUG RELATED IS PROHIBITED.  TATTOOS, BRANDING,
BODY PIERCING, BODY MUTILATION, NON-DENTAL TOOTH CROWNS, AND
ORNAMENTATION ARE CONSIDERED BODY MARKINGS AND THEREFORE SHOULD BE
CAREFULLY EVALUATED BY COMMANDERS TO ENSURE CURRENT REGULATIONS
REGARDING ECCENTRIC APPEARANCE ARE UPHELD.
    G.  FOUR CRITERIA WILL BE USED WHEN EVALUATING BODY MARKING,
WHICH ARE CONTENT, LOCATION, SIZE, AND NUMBER.  ENSURE CONTENT
IDENTIFIES THE APPLICANTS MEANING OF THE BODY MARKING.
    H.  IN ORDER FOR THE SELECTION BOARD TO EVALUATE THE BODY
MARKINGS, THE MARINE MUST PROVIDE APPROPRIATE COLOR PHOTOS, WHICH
CLEARLY IDENTIFIES THE BODY MARKING, ALONG WITH A DESCRIPTION
DETAILING CONTENT, LOCATION, SIZE, AND NUMBER.  USE COMMON SENSE AND
GOOD TASTE IN SUBMITTING PHOTOS.  DESCRIPTIONS OF BODY MARKINGS IN
PRIVATE BODY AREAS WILL SUFFICE IN PLACE OF A PHOTO.  COMMANDERS
MUST SCREEN ALL BODY MARKINGS TO ENSURE THEY MEET THE ABOVE
CRITERIA.  THE COMMANDER MUST STATE IN THE FIRST ENDORSEMENT, "I
HAVE VIEWED THE APPLICANT'S TATTOOS OR BRANDS (AS APPLICABLE) AND
THEY ARE WITHIN THE MARINE CORPS' STANDARDS PER THE MARINE CORPS
UNIFORM REGULATIONS."
11.  REQUEST FOR WAIVERS OF ANY ELIGIBILITY REQUIREMENTS CONTAINED
IN REF (A) AND THIS MCBUL WILL BE CONSIDERED ON A CASE-BY-CASE
BASIS, AND MUST BE ADDRESSED IN DETAIL IN THE COMMANDING OFFICER'S
ENDORESEMENT WITH SPECIFIC RATIONALE FOR GRANTING A WAIVER.  
12.  THE FOLLOWING IS A LIST OF COLLEGES AND UNIVERSITIES OPEN TO
MECEP PARTICIPANTS.  THE SCHOOL NAMES IN PARENTHESIS ON THE LIST
HAVE "CROSSTOWN" AGREEMENTS WITH THE HOST SCHOOL LISTED DIRECTLY
ABOVE. THE STUDENTS ARE REQUIRED TO ATTEND NAVAL SCIENCE CLASSES AND
DRILL WITH THE NROTC UNIT AT THE HOST SCHOOL AS WELL PHYSICAL
TRAINING.  CLOSE COORDINATION WITH THE MARINE OFFICER INSTRUCTOR AT
THE SCHOOL OF CHOICE IS STRONGLY RECOMMENDED. THE COST AT SOME
UNIVERSITIES CAN EXCEED $20,000 PER YEAR.  INCLUSION OF PROJECTED
SCHOOL COSTS AND EDUCATION BENEFITS MUST BE CONSIDERED WHEN
COMPLETING THE FINANCIAL WORKSHEET PER REFERENCE (D) IN THE
APPLICATION PROCESS.  SCHOOLS WITH AN ASTERICK NEXT TO THEIR NAME
HAVE IN-STATE TUITION GREATER THAN $10,000 PER YEAR.  IF WHILE
ATTENDING SCHOOL THE MARINE CANNOT MEET FINANCIAL OBLIGATIONS,
HE OR SHE WILL BE DISENROLLED.

    1.  PER REFERENCE (A), I REQUEST SELECTION TO THE MARINE CORPS
    ENLISTED COMMISSIONING EDUCATION PROGRAM.
    2.  PER REFERENCE (B) I UNDERSTAND THAT WHILE ASSIGNED TO MECEP,
    I WILL BE REQUIRED TO FORFEIT ELIGIBILITY AND SUBSEQUENT PAYMENT
    OF THE SELECTIVE REENLISTMENT BONUS (SRB) IF QUALIFIED
    TO REENLIST UNDER THAT PROGRAM. HOWEVER, IF I HAVE REENLISTED
    PRIOR TO APPLYING FOR MECEP AND HAVE BEEN AUTHORIZED AN SRB FOR
    MY CURRENT ENLISTMENT, I UNDERSTAND THAT IF SELECTED FOR MECEP
    MY SRB AND MY SRB PAYMENTS WILL BE SUSPENDED UNTIL COMMISSIONING
    OR DISENROLLMENT. UPON COMMISSIONING MY SRB PAYMENTS WILL BE
    TERMINATED. IF DISENROLLED, I UNDERSTAND THAT I WILL STILL BE
    ELIGIBLE FOR THE REMAINING SRB PAYMENTS IF ASSIGNED IN THE SRB
    MOS.
    3.  UPON ACCEPTANCE FOR MECEP, I AGREE TO EXTEND OR REENLIST
    PRIOR TO DEPARTING MY COMMAND IN ORDER TO HAVE SIX YEARS OF
    OBLIGATED SERVICE.  I FURTHER AGREE TO REENLIST OR EXTEND TO
    RE-ACQUIRE A SIX-YEAR OBLIGATION AT THE END OF MY SECOND YEAR OF
    STUDIES IN ORDER TO MAINTAIN A MINIMUM FOUR-YEAR OBLIGATION.  I
    UNDERSTAND THAT UPON ASSIGNMENT TO MECEP AND EXECUTION OF PCSO
    TO MY INTENDED DUTY STATION I WILL NOT BE ALLOWED ANY FURTHER
    PCS MOVES UNTIL I AM EITHER COMMISSIONED OR DISENROLLED FROM
    MECEP.  I ALSO UNDERSTAND THAT UPON GRADUATION AND
    COMMISSIONING, I WILL BE REQUIRED TO SERVE FOUR YEARS
    OF ACTIVE COMMISSIONED SERVICE.
    4.  IMMEDIATELY AFTER PUBLICATION, I AGREE TO SUBMIT A COPY OF
    MY GRADES FOR EACH SEMESTER OR QUARTER TO THE MARINE OFFICER
    INSTRUCTOR.  I UNDERSTAND THAT MY GRADES ARE FORWARDED TO THE
    COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND (ON/E).
    I UNDERSTAND THAT FAILURE TO DO SO MAY RESULT IN DISENROLLMENT.
