GENTEXT/REMARKS/1. PURPOSE.  THIS MARADMIN PROVIDES IMPLEMENTING GUIDANCE DURING THE PERIOD BETWEEN THE EXPIRATION OF AUTHORITIES TO APPROVE CERTAIN BONUSES AND SPECIAL PAY PROGRAMS, AND THE ENACTMENT OF A FY2013 NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) OR OTHER LEGISLATION THAT EXTENDS REQUIRED AUTHORITIES.
2. BACKGROUND.  FY13 NDAA HAS NOT BEEN ENACTED.  THUS, THE AUTHORITY TO APPROVE NEW CONTRACTS FOR BONUSES AND INCENTIVES IN PARAGRAPH FOUR, BELOW, EXPIRED ON 31 DECEMBER 2012.  CURRENTLY THERE IS LEGISLATION BEFORE POTUS TO RENEW THESE PROGRAMS.  IT IS UNKNOWN WHEN THE AUTHORITIES WILL BE RESTORED, OR WHETHER RETROACTIVE PAYMENTS WILL BE AUTHORIZED. 
3. EFFECTIVE 1 JANUARY 2013, APPROVAL OF NEW CONTRACTS FOR BONUSES AND SPECIAL PAY PROGRAMS, LISTED IN PARAGRAPH 4, IS SUSPENDED UNTIL FURTHER NOTICE.  THIS AFFECTS ONLY CONTRACTS ENTERED INTO ON OR AFTER 1 JANUARY 2013. THUS, PAYMENTS (INCLUDING STIPENDS) FROM CONTRACTS ENTERED INTO PRIOR TO 1 JANUARY 2013 WILL CONTINUE TO BE PAID.
4. THE FOLLOWING PROGRAMS LISTED IN THE REFERENCES ARE SUSPENDED:
ENLISTMENT BONUS (EB)
SMCR ENLISTMENT BONUS(EB)
SELECTIVE REENLISTMENT BONUS (SRB)
BROKEN SERVICE SRB (BSSRB)
SMCR ENLISTED AFFLIATION BONUS (EAB)
SMCR REENLISTMENT BONUS(REB)
SMCR AVIATION RETENTION PAY (ARP)
SMCR STAFF SERGEANT BONUS(SSB)
ASSIGNMENT INCENTIVE PAY (AIP) FOR SPECIAL MISSION UNITS
5. PROGRAM GUIDANCE:
   A. REENLISTMENTS:
      (1) DELAY RENLISTMENTS WITH AN SRB UNTIL AFTER AUTHORIZATION IS RESTORED.
      (2) MARINES WHO REACH THEIR EAS ON OR AFTER 1 JANUARY 2013 CAN, AT ECC, EXTEND FOR ONE MONTH TO RETAIN SRB ELIGIBILITY WITH  SUBSEQUENT MONTH-BY-MONTH EXTENSIONS. 
      (3) CAREER PLANNERS ARE DIRECTED TO CONTACT MMEA-A TO RESOLVEQUESTIONS REGARDING THIS POLICY. 
   B. ACCESSIONS: 
      (1) MARINE CORPS RECRUITING COMMAND (MCRC) DO NOT ASSIGN ENLISTMENT BONUS OR SHIPPING BONUS TO ANY NEW APPLICANTS ON OR AFTER1 JANUARY 2013. 
      (2) NO SRB OR BSSRB CAN BE ASSIGNED TO PRIOR SERVICE ENLISTED MARINES WHO REENLIST ON OR AFTER 1 JANUARY 2013.
   C.  OFFICER RETENTION PAY.  NO NEW ARP CONTRACTS CAN BE ASSIGNED TO ANY OFFICER ON OR AFTER 1 JANUARY 2013.
   D. ASSIGNMENT INCENTIVE PAY.  NO NEW AIP AGREEMENTS CAN BE ASSIGNED TO ANY MEMBER ON OR AFTER 1 JANUARY 2013. 
6. A MESSAGE WILL BE RELEASED BY HQMC WHEN THE BONUS AND INCENTIVE AUTHORITIES ARE RESTORED BY ENACTMENT OF THE FY13 NDAA OR OTHER LEGISLATION. 
7. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
