GENTEXT/REMARKS/1.  THE EXECUTIVE FORCE PRESERVATION BOARD (EFPB) ESTABLISHES SAFETY AND FORCE PRESERVATION POLICY AND GUIDANCE FOR THE MARINE CORPS.  PER THE REFERENCES, THE EFPB CONVENED ITS 29TH MEETING AT THE PENTAGON AND VIA SECURE VIDEO TELECONFERENCE ON 10 OCTOBER 2013.

 I.  INFO PAPERS WERE PROVIDED ON THE 8-DAY ANALYSIS ON ACCESSION WAIVERS, I MEF SAFETY OFFICER BILLET REVIEW, SAFETY DIVISION TO FORCE PRESERVATION DIVISION, AND LEARNING 8-DAY PROJECT.
4.  SUMMARY
 A.  ACMC WELCOMED ALL ATTENDEES TO THE 29TH EFPB AND PROVIDED OPENING REMARKS.
 B.  DIR, SD PROVIDED EFPB MEMBERS WITH TREND ANALYSIS REGARDING AVIATION, GROUND, AND OFF-DUTY MISHAPS.  DIR, SD PROVIDED AN ASSESSMENT ON THE TRAFFIC SAFETY CONTRACT STATUS AND THE MOST RECENT COMMAND SAFETY ASSESSMENTS.  SPECIFIC CONSIDERATION WAS GIVEN TO SERVICE-WIDE SURVEY FATIGUE AND THE EXPANSION OF COMMUNITIES OF INTEREST (COI) IN THE WEB-ENABLED SAFETY SYSTEM (WESS) TO CAPTURE MORE MISHAP/HAZARDS/NEAR-MISS REPORTS.
 C.  IN RESPONSE TO EFPB TASK #28-01, MR. PETER HILL OF SD PROVIDED AN ANALYSIS OF MISHAPS AND SUICIDES (NON-COMBAT DEATHS) WITH REGARD TO ACCESSION WAIVERS.  THE RESULTS OF HIS FINDINGS CORRELATE WITH A 2011 CENTER FOR NAVAL ANALYSIS (CNA) STUDY (CNA D0023955.A4) THAT FOUND WAIVERED RECRUITS ACTUALLY HAVE A LOWER ATTRITRION RATE THAN TIER II/III RECRUITS.  THE OVERALL CONCLUSION WAS THAT THE BEST PREDICTOR OF SUCCESS IS THE RECRUITING TEAM.
 D.  IN RESPONSE TO EFPB TASK #28-18, I MEF SAFETY OFFICER OUTLINED A RECOMMENDED PLAN FOR ENHANCING THE ROLE OF THE GROUND SAFETY OFFICER/MANAGER. RECOMMENDED ACTIONS INCLUDED:  INITIATE A COMMANDER'S SAFETY COURSE AND BOLSTER SAFETY TRAINING AT NCO/SNCO COURSES, IMPLEMENT GROUND SAFETY OFFICER GSO BILLET REQUIREMENTS, ENSURE SAFETY IS A PRIMARY DUTY, ESTABLISH A SAFETY DEPARTMENT AT LTCOL/COL COMMANDS, AND PROMOTE MISHAP AND NEAR-MISS REPORTING.
 E.  MF DIV PROVIDED AN UPDATE OF BHBIAC ACTIONS CENTERING ON THE PROGRAM REVIEW PROCESS (PRP).  PRP ENSURES EMERGING BEHAVIORAL HEALTH CAPABILITIES ARE EVIDENCED-BASED, EFFECTIVE, AND SUSTAINABLE.
 F.  MARFORSOC PROVIDED AN OVERVIEW OF MARSOC'S PERFORMANCE AND RESILIENCE PROGRAM AS A ONE-STOP SHOP FOR ALL PROGRAMS/RESOURCES THAT CAN HELP KEEP A MARINE HEALTHY IN BODY, MIND, AND SPIRIT.  MF DIV AGREED THAT PERSONAL FINANCIAL FITNESS WAS INTEGRAL TO ANY SUCH PROGRAM, INCLUDING MARINE TOTAL FITNESS.  THE PENDING SYNCHRONIZATION OF MENTAL HEALTH SERVICES WILL FURTHER ENHANCE THE MARINE TOTAL FITNESS CONCEPT.
 G.  MARFORPAC PROVIDED AN OVERVIEW OF THEIR COMMAND CLIMATE WORKSHOP (CCW) IMPLEMENTATION.  FIFTEEN UNITS WERE INSPECTED AT AN AVERAGE COST OF $1,700 PER UNIT, USING INDIVIDUAL MOBILIZATION AUGMENTEE MARINES TO ASSIST IN THE INSPECTIONS.  ALL MEMBERS WERE REMINDED THAT A CLIMATE WORKSHOP WOULD TAKE THE PLACE OF A REQUIRED SURVEY; 100 PERCENT OF THE CO'S PROVIDED POSITIVE FEEDBACK.
 H.  DIR SD PROVIDED A SUMMARY OF THE COMMANDER'S FORCE PRESERVATION AND SAFETY COURSE PRESENTED TO THE SMMC SYMPOSIUM IN JULY AND TO THE II MEF COMMANDERS IN AUGUST.  INSTRUCTIONAL THEMES INCLUDE ETHICAL LEADERSHIP, SAFETY/JUST CULTURE, COMMAND CLIMATE, AND PROGRAMS AND TOOLS.  OVERALL FEEDBACK WAS POSITIVE WITH A CONCERN OVER THE NUMBER OF REQUIREMENTS BEING LEVIED ON UNIT COMMANDERS.  THE NEXT COMMANDER'S FORCE PRESERVATION AND SAFETY COURSE IS TENTATIVELY SCHEDULED FOR 14 JANUARY 2014 (I MEF).
 I.  FOUR MARINE SERGEANTS (SGT CRS STUDENTS) COMPRISED A PANEL THAT ADDRESSED A VARIETY OF FORCE PRESERVATION TOPICS AND ANSWERED QUESTIONS FROM EFPB MEMBERS.  TOPICS DISCUSSED INCLUDED PERCEIVED STIGMA OF THE FPC PROCESS, SURVEY FATIGUE, MARINE CORPS ASSISTANCE TO SPOUSES/FAMILIES, MENTORSHIP PROGRAM, MESSAGING OUTLETS, EFFECTS OF DOWNSIZING AND KEEPING THE FAITH WITH JUNIOR MARINES, AND WAYS THE INSTITUTION CAN HELP SERGEANTS IN PERFORMING THEIR JOB.  THE PANEL RECEIVED MULTIPLE ACCOLADES FOR THEIR PARTICIPATION IN THE EFPB.
5.  THE FOLLOWING ACTIONS ARE DIRECTED AND TO BE PRESENTED AT THE 30TH EFPB.  TASK TRACKING NUMBERS ARE INCLUDED IN PARENTHESES AFTER THE ASSIGNED COMMANDS.
 A.  DIR SD
  (1) (EFPB 29-01)- DEVELOP METRICS AND PROVIDE A BRIEF FOR IDENTIFYING MOTORCYCLE SAFETY TRAINING SUCCESS.
  (2) (EFPB 29-02)- DEVELOP PRIVATE MOTOR VEHICLE-2 (PMV-2)LONG TERM TRAINING SOLUTION AND PROVIDE AN INFORMATION PAPER.
  (3) (EFPB 29-03)- ANALYZE THE EFFECTIVNESS OF I MEF, 3D MAW, AND MARFORRES PMV-2 SIMULATOR TRAINING, PARTICULARLY WITH RESPECT TO SIMULATOR USAGE VERSUS INCIDENTS/MISHAPS.  PROVIDE A BRIEF.
  (4) (EFPB 29-04)- PROVIDE AN INFORMATION PAPER ON THE STATUS OF THE RISK MANAGEMENT INFORMATION INITIATIVE.
  (5) (EFPB 29-05)- ESTABLISH AND ANNOUNCE NEW POLICY THAT IMPROVES THE MISHAP REPORTING PROCESS, ASSOCIATED TIMELINES, AND RELATED MISHAP INVESTIGATIONS.  ENSURE NEW POLICY IS INCORPORATED INTO THE REVISED NAVY AND MARINE CORPS MISHAP AND SAFETY INVESTIGATION, REPORTING, AND RECORD KEEPING MANUAL.
 B.  DIR SD (LEAD), MCSC, TECOM, MARFORS, MEFS, AND NAVSAFECTR (EFPB 29-06)- CAPTURE AND APPLY AVIATION SAFETY BEST PRACTICES TO THE GROUND SAFETY PROGRAM.  PROVIDE AN INFORMATION PAPER.
 C.  MRA AND HS (EFPB 29-07)- REVIEW MARSOC BEST PRACTICES CONCERNING THE PERFORMANCE AND RESILIENCY PROGRAM, TO INCLUDE SUICIDE PREVENTION TRAINING FOR DEPENDENTS.  PROVIDE AN INFORMATION BRIEF.
 D.  MRA (EFPB 29-08)- PROVIDE AN INFORMATION BRIEF ON MARINE TOTAL FITNESS TO THE JANUARY 2014 EXECUTIVE OFF-SITE AND 30TH EFPB.
 E.  MRA (LEAD), MF (MRA), TECOM, MCCDC, MARFORS, MEFS, MCICOM, AND SD (EFPB 29-09)- CONVENE AN OPERATIONAL PLANNING TEAM TO REVIEW AND VALIDATE THE CURRENT SURVEY REQUIREMENTS ACROSS THE MARINE CORPS.  PROVIDE RECOMMENDATIONS TO STREAMLINE SURVEY REQUIREMENTS AND PROCESSES TO COMBAT SURVEY FATIGUE.  CONSIDER HOW TO BEST EMPLOY THE COMMANDER'S CLIMATE WORKSHOP TO ENHANCE OR REPLACE SPECIFIC SURVEY REQUIREMENTS.
 F.  PA DIV (EFPB 29-10)- MAXIMIZE USE OF SOCIAL MEDIA OUTLETS TO DISSEMINATE ACCURATE INFORMATION TO SERVICE MEMBERS AND FAMILIES.  PROVIDE AN INFORMATION PAPER.
 G.  I MEF (EFPB 29-11)- ENSURE MAXIMUM ATTENDANCE OF SENIOR ENLISTED ADVISORS AT THE COMMANDER'S FORCE PRESERVATION AND SAFETY COURSE IN JANUARY 2014.  DIR SD WILL PROVIDE COURSE DATES AND TIMES VIA SEPARATE CORRESPONDENCE.
 H.  ALL LTCOL/COL LEVEL COMMANDERS
  (1) (EFPB 29-12)- INTROSPECTIVELY, EVALUATE YOUR UNIT'S FPC PROCESS TO DETERMINE WHETHER OR NOT IT IS ACTIVELY PRESERVING THE FORCE OR PASSIVELY CHECKING THE BOX.  NO RESPONSE TO EFPB REQUIRED.
  (2) (EFPB 28-18)- IN ACCORDANCE WITH REF C, EXECUTE TWO LEARNING 8-DAY BRIEFS ON MARINES OR SAILORS UNDER YOUR COMMAND AND BRIEF TO YOUR RESPECTIVE MEF/MARFOR COMMANDING GENERAL.
 I.  MARFOR AND MEF COMMANDERS (EFPB 28-19)- IN ACCORDANCE WITH REF C, CAPTURE BEST PRACTICES, LESSONS LEARNED, AND RECOMMENDATIONS FOR THE LEARNING 8-DAY PROJECT RECEIVED FROM SUBORDINATE COMMANDERS.  PROVIDE AN INFORMATION BRIEF.
6.  PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING.  ORGANIZATIONS IDENTIFIED IN PARAGRAPH 5 ABOVE WILL ASSIGN A POINT OF CONTACT FOR EACH TASK AND PROVIDE CONTACT INFORMATION TO SD WITHIN 14 DAYS OF RELEASE OF THIS MESSAGE.  TASKS WILL ALSO BE DIRECTED VIA MCATS.
7.  THE 30TH EFPB IS TENTATIVELY SCHEDULED DURING MARCH 2014 IN THE NATIONAL CAPITAL REGION.  PLAN OF ACTION AND MILESTONES, SUBJECT MATTER, AND LOGISTICAL SPECIFICS WILL BE ANNOUNCED VIA SEPARATE CORRESPONDENCE.
