GENTEXT/REMARKS/1.  REFS A AND B REFLECT THE INCREASED CONGRESSIONAL INTEREST IN HOW DEPARTMENT OF DEFENSE (DOD) STRATEGICALLY PLANS TO SHAPE AND IMPROVE ITS CIVILIAN WORKFORCE.  IN RESPONSE TO THIS INTEREST AND BASED ON REF C, THE DEPUTY COMMANDANT, MANPOWER AND RESERVE AFFAIRS (DC MRA) IS FINALIZING A REQUIREMENT DIRECTING COMMANDS, WITH CIVILIAN PERSONNEL ASSIGNED, TO CONDUCT COMMAND LEVEL STRATEGIC WORKFORCE PLANNING (CLSWP) DURING FISCAL YEAR 2014.  THIS NEW REQUIREMENT WILL COMPLEMENT THE DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC CDI) REQUIREMENT IN REF C AND PROVIDE A NUMBER OF RESOURCES FOR ACCOMPLISHING BOTH PROCESSES SIMULTANEOUSLY.  CLSWP WILL SUPPORT COMMAND DECISIONS TO SHAPE THE WORKFORCE TO MEET CURRENT AND FUTURE MISSION REQUIREMENTS, FISCAL CONSTRAINTS AND EMPLOYEE SKILL NEEDS.  AS DECISIONS ARE MADE, CLSWP WILL PROVIDE THE VEHICLE FOR TRACKING AND MONITORING WORKFORCE SHAPING ACTIONS AND REPORTING THEM TO LEADERSHIP AND KEY STAKEHOLDERS.
2.  TO FACILITATE IMPLEMENTATION OF CLSWP, DC MRA WILL PROVIDE FUNDING FOR TRAINING FOR A PRIMARY REPRESENTATIVE FROM EACH MAJOR COMMAND MANPOWER/G-1 AND COMPTROLLER/G-8 OFFICE AND TWO SERVICINGHUMAN RESOURCES OFFICES (HRO) REPRESENTATIVE.   FIVE TWO-DAY TRAINING SESSIONS ARE PLANNED FOR THE FOLLOWING LOCATIONS AND DATES.

EACH SESSION WILL BE FACILITATED BY SUBJECT MATTER EXPERTS FROM DC MRA'S CIVILIAN WORKFORCE MANAGEMENT BRANCH (MPC) AND DC CDI'S TOTAL FORCE STRUCUTRE  DIVISION (TFSD).  CLSWP TRAINING WILL PROVIDE THEORY, PROCESS OVERVIEW, TOOLS AND A SIMULATED USMC-COMMAND CASE STUDY THAT REINFORCES THE LEARNING EXPERIENCE.
3.  FUNDING AND ATTENDEE INFORMATION.  DC MRA WILL FUND TRAVEL AND PER DIEM FOR ONE G-1/MANPOWER AND ONE G-8/COMPTROLLER REPRESENTATIVE FROM EACH MAJOR COMMAND.  DC MRA WILL ALSO FUND TRAVEL AND PER DIEM FOR TWO REPRESENTATIVES FROM EACH SERVICING HUMAN RESOURCES OFFICE (HRO) AS DESIGNATED BY THE HUMAN RESOURCES DIRECTOR/HRO SATELLITE MANAGER.  COMMANDERS/HROS ARE ENCOURAGED TO SEND DESIGNATED G1/G8/HRD/HRO SATELLITE MANAGERS TO ATTEND THE TRAINING TO ENSURE SENIOR LEVEL UNDERSTANDING OF THE PROCESSES.  ADDITIONALLY, REPRESENTATIVES SHOULD ATTEND TRAINING AT SITES IN THE VICINITY OF THEIR INSTALLATION TO MINIMIZE THE FINANCIAL AND LOGISTICAL IMPACT. ACCORDINGLY, FUNDING WILL BE LIMITED TO FOUR (4) DAYS/THREE (3) NIGHTS PER DIEM AND TRAVEL COSTS.  INDIVIDUAL RENTAL CARS ARE NOT AUTHORIZED.
4.  ACTION.
A.  SERVICING HROS WILL PROVIDE LOGISTICAL SUPPORT FOR ACQUIRING A TRAINING ROOM AND THE EQUIPMENT NECESSARY TO CONDUCT SESSIONS HOSTED AT THEIR LOCATION FOR THE DATES IDENTIFIED IN PARAGRAPH 2. COORDINATING POC WILL BE ROBBY FUENTES, ROBBY.FUENTES(AT)USMC.MIL, 703-432-9213.
B.  COMMANDS MUST SUBMIT ATTENDEE INFORMATION AND FUNDING REQUESTS TO MR. DELROY GOODEN, DELROY.GOODEN(AT)USMC.MIL NO LATER THAN 17 DECEMBER 2013.  EACH REQUEST MUST INCLUDE THE ATTENDEE NAME, E-MAIL ADDRESS, AND PHONE NUMBER, ALONG WITH A DETAILED COST ESTIMATE OF TRAVEL, PER DIEM AND MISCELLANEOUS CHARGES.
C.  MPC WILL PROVIDE APPROVED ATTENDEES ADDITIONAL INFORMATION ON FUNDING, LOCATION, AND TRAINING MATERIALS IN ADVANCE OF THEIR CLSWP TRAINING EVENT.
5.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
