GENTEXT/REMARKS/1. HQMC SEEKS A QUALIFIED MARINE TO REPRESENT THE MARINE CORPS ABROAD BY SERVING AS A USMC PEP WITH THE ARGENTINE MARINE CORPS. SELECTION FOR THIS POSITION WILL OCCUR ON 28 FEB 15 FOR ASSIGNMENT NLT 30 JUN 2015.
1.A. BILLET DESCRIPTION. ASSIST IN THE PLANNING OF FIELD TRAINING AND EXERCISES, AMPHIBIOUS EXERCISES, AND SERVE AS RESIDENT MAGTF SUBJECT MATTER EXPERT. COMBAT ARMS AND MEU/OIF/OEF EXPERIENCE PREFERRED. SELECTED INDIVIDUAL WILL FACILITATE INTEROPERABILITY, EXCHANGE PROFESSIONAL AND TACTICAL EXPERTISE, AND ADVISE THE ARGENTINE NAVAL INFANTRY.

2.F. MINIMUM SPANISH DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) SCORE OF 2-2-2 (LISTENING/READING/SPEAKING).
3. SUBMISSION REQUIREMENTS. ELIGIBLE MARINES ARE ENCOURAGED TO SUBMIT AN ADMINISTRATIVE ACTION (AA) FORM NLT 20 JAN 2015. APPLICATION FORMS MUST INCLUDE THE FOLLOWING:
3.A. ENCLOSURE 1 - NAVMC 10274 WITH ENDORSEMENT THROUGH FIRST O6 LEVEL COMMANDER. ENDORSEMENT SIGNIFIES COMMAND CONCURRENCE WITH MARINE DEPARTING ON TIMELINE TO FILL THIS BILLET. ENDORSEMENTS WILL INCLUDE:
3.A.1. RANK, FULL NAME, EDIPI, PMOS.
3.A.2. FOREIGN LANGUAGE QUALIFICATIONS. OFFICIAL DLPT AND ORAL PROFICIENCY INTERVIEW (OPI) SCORES WITH DATES OF MOST CURRENT TESTS.
3.A.3. PERSONAL AND COMMAND CONTACT INFORMATION.
3.B. ENCLOSURE 2 - SUMMARY OF EXPERIENCE. LIST AND DESCRIBE TRAVEL, ACADEMIC, PERSONAL AND PROFESSIONAL EXPERIENCE IN FOREIGN REGION. INDICATE TIME SPENT AT EACH LOCATION. INDICATE EXTENT OF INTERACTION WITH FOREIGN POPULATIONS AND ARMED FORCES, AND WHETHER THE INTERACTION WAS ACADEMIC, BUSINESS, RELIGIOUS, MILITARY, GOVERNMENT, FAMILY, LEISURE, ETC.
3.C. ENCLOSURE 3 - LETTER(S) OF RECOMMENDATION. LETTERS OF RECOMMENDATION SHOULD INCLUDE AN ASSESSMENT OF THE APPLICANT'S POTENTIAL TO SERVE AS A REPRESENTATIVE OF THE COMMANDANT OF THE MARINE CORPS, ON INDEPENDENT DUTY OVERSEAS, IN AN ADVISORY CAPACITY IMBEDDED WITH INDIGENOUS FORCES.
3.D. ENCLOSURE 4 - IF APPLYING WITH DEPENDENTS, INCLUDE A CERTIFICATE OF SUITABILITY FROM OVERSEAS SCREENING PER REF B. DEPENDENTS IN EFMP STATUS WILL NOT PCS OCONUS WITH THE MARINE.
3.E. APPLICANTS ARE RESPONSIBLE FOR ENSURING APPLICATIONS ARRIVE AT HQMC PPO BY THE STATED DEADLINE. IT IS RECOMMENDED APPLICANTS SCAN PACKAGES AND EMAIL PDF COPIES TO THE POCS LISTED. IT IS RECOMMENDED THAT APPLICANTS INFORM THEIR MONITORS OF THEIR INTENT TO SUBMIT AN APPLICATION.
4. SELECTION PANEL. THE SELECTION PANEL WILL BE HELD IN FEBRUARY AND WILL BE COMPOSED OF REPRESENTATIVES FROM DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS, MANPOWER MANAGEMENT OFFICER ASSIGNMENTS, AND DEPUTY COMMANDANT FOR PLANS, POLICIES AND OPERATIONS. THE PANEL WILL SELECT THE BEST AND MOST QUALIFIED MARINE FOR ASSIGNMENT. ONE PRIMARY AND ONE ALTERNATE WILL BE SELECTED FOR THIS BILLET. EACH APPLICANT'S CAREER PATH WILL BE CAREFULLY CONSIDERED DURING THE SELECTION PROCESS. PANEL RESULTS WILL BE PUBLISHED VIA MARADMIN.
5. INTERESTED MARINES SHOULD CONTACT  MONITOR FOR FURTHER INQUIRY INTO THIS BILLET AND TO IDENTIFY THEMSELVES FOR CONSIDERATION. PERSONNEL SELECTED ARE REQUIRED TO HAVE SUFFICIENT OBLIGATED SERVICE REMAINING AFTER COMPLETION OF THE PEP TOUR TO FULFILL A TWO-YEAR FOLLOW-ON ASSIGNMENT.
6. PEP TOURS WITH PARTNER NATIONS COULD INVOLVE AUSTERE LOCATIONS, WITHOUT ACCESS TO COMMUNITY SERVICES AND U.S. MILITARY HEALTH CARE SERVICES NORMALLY AVAILABLE TO PERSONNEL ASSIGNED TO USMC BASES AND STATIONS. ROUTINE HEALTHCARE WILL BE REIMBURSED VIA THE TRICARE OVERSEAS PROGRAM, AND NON-EMERGENCY TRAVEL TO U.S. MILITARY TREATMENT FACILITIES WILL NOT BE AUTHORIZED AT GOVERNMENT EXPENSE.
7. PEP PERSONNEL MAY QUALIFY FOR SPECIAL ALLOWANCES, WHICH WILL DEFRAY MANY OF THE COSTS ASSOCIATED WITH INDEPENDENT, INTERNATIONAL DUTY. THESE MAY INCLUDE COST OF LIVING ALLOWANCE, TEMPORARY LODGING ALLOWANCE, AND OVERSEAS HOUSING ALLOWANCE. THESE ALLOWANCES MAY NOT COVER ALL COSTS IN ALL SITUATIONS AND THE PEP SHOULD BE PREPARED FOR SIGNIFICANT OUT OF POCKET EXPENSES UPON ARRIVAL. THEREFORE ALL PROSPECTIVE PEP PERSONNEL MUST BE FINANCIALLY STABLE, RESPONSIBLE, AND PREPARED FOR POTENTIAL UPFRONT EXPENSES.
8. SELECTED OFFICER WILL BE CONSIDERED FOR THE FOREIGN AREA OFFICER (FAO) MOS AND USMC ADVISOR MOS DESIGNATION UPON SUCCESSFUL COMPLETION OF THE PEP BILLET.
