REMARKS/1.  PURPOSE. REF A ESTABLISHES THE UNITED STATES MARINE CORPS (USMC) POLICY AND ASSIGNS RESPONSIBILITY FOR CONDUCTING STRATEGIC TOTAL FORCE MANAGEMENT PLANNING (STFMP) TO BE EXECUTED AT THE COMMAND-LEVEL. REF B DIRECTS COMMANDS WITH CIVILIAN PERSONNEL ASSIGNED TO CONDUCT COMMAND-LEVEL STRATEGIC WORKFORCE PLANNING (CLSWP). REF C DELAYED ALL REPORTING REQUIREMENTS ESTABLISHED BY REFS A AND B UNTIL 1 OCTOBER 2015.
2.  TO FACILITATE IMPLEMENTATION OF STFMP AND CLSWP SIMULTANEOUSLY, DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC,CDI) AND DEPUTY COMMANDANT MANPOWER AND RESERVE AFFAIRS (DC, MRA) HAVE JOINTLY DEVELOPED THE FOLLOWING ENHANCED EXCEL-BASED TOOLS TO SUPPORT COMMANDS IN MEETING THE REPORTING REQUIREMENTS ESTABLISHED BY REFS A AND B:
    A.  MISSION, FUNCTION, TASK (MFT) TOOL
    B.  STRATEGIC WORKFORCE PLANNING TOOLBOX (SWP TOOLBOX)
3.  DC MRA AND DC CDI WILL HOST THREE TWO-DAY TRAINING SESSIONS ON THE USE OF THE TOOLS. TRAINING LOCATIONS AND DATES ARE PLANNED FOR AS FOLLOWS:

4.  EACH TRAINING SESSION WILL BE FACILITATED BY SUBJECT MATTER EXPERTS FROM DC MRA, CIVILIAN WORKFORCE MANAGEMENT BRANCH (MPC) AND DC CDI, TOTAL FORCE STRUCTURE DIVISION (TFSD). THE TRAINING WILL PROVIDE DETAILED INFORMATION ON ALL REVISIONS, ENHANCEMENTS, AND OPERATIONAL ASPECTS OF THE TOOLS.
5.  FUNDING AND ATTENDEE INFORMATION. DC MRA WILL FUND TRAVEL AND PER DIEM TO TRAIN PRIMARY TOOL ADMINISTRATORS DESIGNATED BY EACH MAJOR SUBORDINATE COMMAND. TOOL ADMINISTRATORS SHOULD REPORT DIRECTLY TO COMMAND STFMP/CLSWP TEAM LEADS (TYPICALLY THE MANPOWER OFFICER/G1) AND WILL BE RESPONSIBLE FOR CONDUCTING ANY REQUIRED FOLLOW-ON TRAINING AT THE COMMAND-LEVEL. REPRESENTATIVES WILL ATTEND TRAINING AT SITES IN THE VICINITY OF THEIR INSTALLATION TO MINIMIZE THE FINANCIAL AND LOGISTICAL IMPACT. ACCORDINGLY, FUNDING WILL BE LIMITED TO THREE (3) DAYS/TWO (2) NIGHTS PER DIEM AND TRAVEL COSTS. INDIVIDUAL RENTAL CARS ARE NOT AUTHORIZED.
 A.  AS REFLECTED BELOW, MAJOR SUBORDINATE COMMANDS (MSC) HAVE BEEN ALLOCATED QUOTAS BASED ON THE TRAINING LOCATION, NUMBER OF PERSONNEL UICS, AND COMMAND PROXIMITY:

6.  ACTION.
    A.  SERVICING HROS WILL PROVIDE LOGISTICAL SUPPORT FOR ACQUIRING A TRAINING ROOM AND THE EQUIPMENT NECESSARY TO CONDUCT SESSIONS HOSTED AT THEIR LOCATION FOR THE DATES IDENTIFIED IN PARAGRAPH 2. COORDINATING POC WILL BE RAYNARD WATKINS, MPC-30 RAYNARD.WATKINS(AT)USMC.MIL, 703-432-9213.
    B.  MSCs MUST SUBMIT ATTENDEE INFORMATION AND TAD FUNDING REQUESTS TO MR. DELROY GOODEN, MPC, DELROY.GOODEN(AT)USMC.MIL NO LATER THAN 2 FEBUARY 2015. EACH REQUEST MUST INCLUDE THE ATTENDEE NAME, E-MAIL ADDRESS, AND PHONE NUMBER, ALONG WITH A DETAILED COST ESTIMATE OF TRAVEL, PER DIEM AND MISCELLANEOUS CHARGES.
    C.   MPC WILL PROVIDE APPROVED ATTENDEES ADDITIONAL INFORMATION ON FUNDING, LOCATION, AND TRAINING MATERIALS IN ADVANCE OF THEIR TRAINING SESSION.
7.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
