GENTEXT/REMARKS/1. The purpose of this bulletin is to announce the FY17 Enlisted to Warrant Officer (Reserve) selection board. Qualified Marines in the Selected Marine Corps Reserve (SMCR), Active Reserve (AR), Mobilized Reserve Marines, Individual Ready Reserve and Standby Reserve (Active list) are eligible to apply. Marine Corps Recruiting Command (MCRC) will convene the FY17 WO Reserve selection board at Headquarters, U.S. Marine Corps on or about 7 June 2016 for approximately 2 weeks to select qualified Marine for appointment to the grade of Warrant Officer. Applications must reach MCRC by 8 April 2016. Per refs (A) and (B), the WO Program is designed to provide the Marine Corps with technical specialists who perform duties that require extensive knowledge of a particular Military Occupational Specialty, and who can be assigned to successive tours of duty in their selected primary MOS (PMOS). MOS credibility is a key factor for selection.
2. Applicants are encouraged to contact their respective Military Occupational Field (OccFld) Sponsor to determine technical eligibility for an MOS. To apply for the WO Reserve Program, applicants must be technically and professionally qualified to serve in the MOS to which they are applying per refs (A) and (C). MOS, assignments, and billets held must be identified in the application. The below-listed Billet Vacancies (BV) are available for the FY17 Enlisted to WO Reserve selection board:
a. AR Marines only: 0170 (5), 6004 (0) and 6502 (0). AR Marines applying for WO to fill an AR WO vacancy must have not less than 8 nor more than 16 years of Active Naval Service (ANS) on the date of appointment. For the purpose of this requirement, ANS is defined as active duty service which would qualify the Marine for an active duty retirement upon completion of 20 years of service. Active duty in the U.S. Army or U.S. Air Force is not creditable as naval service. This prerequisite is required to ensure selectees meet targeted active duty service for future competitive promotion and also ensure future promotion potential within their population. AR Marines applying for WO to fill an SMCR vacancy are exempt from this active duty requirement but still must meet the 8 years qualifying service. Assignment locations will be based on the needs of the AR program upon attendance at TBS. AR Marines accepting an appointment for an SMCR billet must be released from the AR Program which will be identified by separate correspondence but no later than 31 Dec 2016.

3. Selection results are considered confidential and cannot be released under any circumstances until approved by the Secretary of the Navy (SECNAV). Once SECNAV has approved, results will be published by MARADMIN message during Oct 2016. Selection results will not be released telephonically or via electronic mail. Selectees are scheduled to be appointed on or about 1 Feb 2017. The selectees will attend the active duty Warrant Officer Basic Course (WOBC). By separate orders, selectees will be ordered to report to the Commanding General (CG), Marine Corps Combat Development Command (MCCDC) to attend the WOBC at The Basic School (TBS) in Jan 2017. A reserve Warrant Officer's lineal control number is determined based upon their seniority in their permanent enlisted grade at the time of appointment to Warrant Officer. Per U.S. Code, Title 10, Section 12241, appointment as reserves in permanent WO grades are for an indefinite term and are held during the pleasure of the Secretary concerned. Accordingly, the Commanding Officer, TBS or any required MOS follow-on school may request that SECNAV terminate the appointment of a WO who fails the WOBC or any required MOS follow-on school. A Marine whose appointment is terminated may, upon their request and at the discretion of the SECNAV, be enlisted in a grade not lower than that held immediately prior to appointment. If qualified, applicants may indicate additional billet choices provided in paragraph 2 of this bulletin. Additional billet choices should be listed in order of preference. Due to fluctuations in structure and personnel requirements, some of the PMOS and BV listed in this bulletin may close out prior to the convening date of the board. Applicants whose primary choice closes out will automatically be considered for a subsequent choice based on the needs of the Marine Corps. WO applicants must apply for specific billets at specific sites listed in this message where they will subsequently be assigned. Indicate billet and MOS choices in paragraph 1i of the sample application form of ref (A). This requirement also applies to AR Marines desiring release from the AR Program in order to fill an SMCR billet. The Commandant of the Marine Corps (CMC) has approved procedures to select Marines for appointment to WO where they can continue to actively participate in the SMCR. AR Marines may apply for an SMCR MOS vacancy; however, an AR Marine who is selected for an SMCR MOS vacancy and accepts appointment in that MOS will not be retained on active duty in the AR program. Further, an AR Marine applying for an SMCR MOS requirement must include the following statement in addition to the application: "I understand that if I am selected for and accept appointment in one of the SMCR MOS requirements for which I have applied, I will be released from active duty in the AR program no later than 30 days before the day in which I accept appointment to Warrant Officer. I further understand selection to the grade of Warrant Officer requires that I affiliate with the designated unit for a period of 3 years".
4. Applications should follow standard Naval Correspondence format using the sample application format and content for appropriate program provided by enclosure (6) of ref (A), and endorsements should follow format and content provided by ref (B) (include the results of the last Combat Fitness Test in the Commanding Officer's first endorsement) with the exception of the following:
a. Submit appropriate Marine Corps Total Force System (MCTFS) screens for Service Record Book (SRB) pages that have been replaced per ref (D) by MCTFS. Applicants must ensure SRB pages that have been removed and replaced by MCTFS are updated and made a part of their application. Due to operational necessity, all applicants are required to provide Social Security Numbers (SSN) and all their Personally Identifiable Information (PII) on the data sheet only. PII is required to track, identify, and evaluate candidates throughout the application process.
b. Applicants with body markings must submit a close up color photo of each body marking addressing the content (description and meaning), locations, size, number of body markings and date the body marking was made. In addition, applicants must submit a full length color photos(s) in Physical Training (PT) gear (green shorts-green t-shirt) from the left, right, front and back. A drawing and written description detailing the criteria cited by this paragraph of the body markings that are located in private areas is required. Private area is defined as any portion of the body that is covered by the PT uniform. Males will submit drawings for tattoos located under the PT shorts; females will submit drawings for tattoos that are located under the PT shorts and shirt. Photo/drawing of the body marking is required in the application only. Digital photos/drawings of body markings will not be filed in the applicant's OMPF. Applications must also include Tattoo Screening Form (TSF) and Statement of Understanding (SOU). A copy of the TSF and SOU may be found on the MCRC website at http.www.mcrc.marines.mil/unithome/officeprograms.aspx. Applicants and certifying commissioned officers are required to fill out and sign the entire form except the re-verification portion. Commands must ensure that color photos are included and forwarded with the Marine's application.
c. Ref (E) provides amplification to the Marine Corps Tattoo Policy. In accordance with ref (E), CG MCRC is the final adjudicating authority for any tattoo issue involving accessions (both officer and enlisted), to include enlisted Marines who may apply for a commissioning or a WO program. MCRC will adjudicate all tattoo issues provided the applicant receives a favorable endorsement from a General Officer (GO) or equivalent in their chain of command.
d. Per ref (D), Unit Punishment Books (UPB) are only filed in the SRB if applicable. Therefore, only include a UPB as an additional enclosure if applicable. For those applicants who do not have a UPB, include the following statement as an additional paragraph in the basic application: "No UPB provided due to no record of disciplinary action".
e. Per ref (F), applicants are required to have a current Marine Corps Physical Fitness Test (PFT) on file. The PFT induction standard for TBS is a first class PFT defined in ref (F). Per ref (G), all applicants are required to maintain Marine Corps body composition and military appearance. Per ref (A), applicants must possess either a minimum Electronics Repair (EL) composite score of 110 derived from the Armed Services Vocational Aptitude Battery (ASVAB), Armed Forces Classification Test (AFCT) or the Armed Forces Qualification Test (AFQT), or a minimum combined English and Math score of 39 or a composite score of 22 on the American College Test (ACT), or a minimum combined Math and Verbal or Math and Critical Reading score of 1000 on the Scholastic Aptitude Test (SAT). Applicants meeting the aptitude test score requirement with an ACT or an SAT test score must include a certified copy of the test report as an enclosure to the application. Applicants meeting the aptitude test score requirement with an ASVAB must use the Basic Training Record (BTR) as evidence of a qualifying EL score. Classification test scores are located on the test score screen of MCTFS. If scores are in MCTFS, but do not appear on the BTR, attach a copy fo the test score screen to the BTR and submit as an enclosure to the application. Only EL scores resident within MCTFS will be accepted as official scores of record for all applicants. Additionally, applicants being considered for selection to WO in MOS 0170 must have completed the Advance Administrative Specialist Course (AASC) conducted at Marine Corps Base Camp Lejeune, North Carolina or have three years experience in a personnel admin center at the rank of Sergeant or above. Selected Marines who have not attended AASC must do so prior to attending the WOBC.
f. Per ref (A), no age restriction is established. In addition to eligibility criteria, applicants applying for an SMCR billet should have no less than 8 or more than 20 projected years of Qualifying Naval Service (QNS) as evidenced on the Career Retirement Credit Report. Selectees from the FY17 Enlisted to WO Reserve selection board are tentatively scheduled for appointment on 1 Feb 2017. When computing the amount of total QNS, use 1 Feb 2017 as the date of appointment. When calculating AR QNS, take the number of active duty points paid and divide by 365.25. When calculating SMCR QNS, add the total number of satisfactory years to the total number of months from the applicant's anniversary date to the projected appointment date (1 Feb 2017).
g. Minimum pay grade requirement of Sergeant will not be waived. The QNS requirement is not waiverable. Waivers to test scores will be considered only if the applicant has an AFQT/AFCT score of 70 or greater. Requests for waivers shall be submitted as part of the applicant's basic letter, and a recommendation as to its approval made in the GO's endorsement at the major subordinate command level. Those Marines with test scores that do not satisfy minimum requirements are encourage to retest immediately to ensure scores are posted prior to submission of an application. Marines will not be allowed to retest without first obtaining written authorization from his/her command at the battalion/squadron level via the Command Authorization Letter found within ref (I). These requests may be signed "by direction" from the unit Career Retention Specialist or any staff officer with "by direction" authority from the Commanding Officer. Marines are highly encouraged to follow the Command Authorization Letter template found within ref (I), enclosure (1), to avoid administrative processing delays due to incorrect letter format. The Command Authorization Letter template can also be downloaded from the Manpower Studies and Analysis Branch (MSAB) testing website at https:www.manpower.usmcm.mil/portal/page/portal/m_ra_home/7_testing. Marines should then schedule an AFQT/AFCT retest with the nearest base or installation education center or authorized Marine Corps test site. Marines are not authorized to take an ASVAB/AFQT/AFCT retest at a Military Entrance Processing Station or Military Entrance Test site. Marines may only take the AFQT/AFCT twice in a twelve month period. In addition, Marines will not be retested earlier than six (6) months following the most recent retest. Exceptions to those requirements can only be authorized by the Commandant of the Marine Corps (CMC) MSAB. Failure to follow AFQT/AFCT retesting policy will result in test score invalidation. Marines may submit packages pending AFQT/AFCT retesting if they are using their EL score to meet the aptitude test score requirements established by ref (A) provided the following conditions are met:
(1) Commands must endorse application with a projected date for testing availability and test results for application to be accepted.
(2) To ensure test scores can be recorded and reflected in MCTFS, testing must be completed no later than 30 days prior to the convening date of the selection board. Convening date of the board is on or about 7 June 2016; therefore, testing must be completed by 1 May 2016.
(3) Marines are advised that if the qualifying score is not reflected in MCTFS by the convening date of the board, the application will be determined ineligible and not returned. Ref (I) provides information on the Marine Corps Classification Testing Program and publishes initial testing and retest prerequisites. Arrangements and coordination with Army testing facilities in Kuwait have been made to test Marines. Army testing facilities are located at Camp Arifjan and Camp Buehring. If not located within 50 miles of a Marine Corps or sister service testing facility or if any other extenuating circumstances exist regarding AFCT retest authorization, contact Capt C. S. Czepiel, at DSN: 278-9615/Comm: (703) 784-9615 or DSN 278-9368/Comm: (703) 784-9368.
(4) Per refs (D), (J), and (K), each Marine is personally responsible for ensuring the accuracy and completeness of his or her OMPF and Master Brief Sheet (MBS). Do not delay accomplishing this review. The most expeditious means of accessing and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL). The MBS can also be obtained through the Manpower Management Records and Performance (MMRP) webiste. Marines are advised that the OMPF and MBS are distributed to the board room in advance of the convening date. Therefore, it is imperative that the Marine review their OMPF and MBS in a timely manner. If deficiency, missing fitness reports and date gaps, or unreadable documents are present in the OMPF, Marines are personally responsible for correcting the problem officially with MMRP.
(5) Reviewing photo submission. Marines are responsible for verifying receipt of photo by MMRP. The primary, most expeditious means of confirming photo receipt is through OMPF via MOL. Photos will be available for viewing on OMPF Online within 24 hours of photo receipt by MMRP. The date of the photograph, as noted on the photograph title board, is considered the primary date of determining the 12 month photograph eligibility window for selection boards. Marines are advised that although a photo may be over 12 months old, the photo will remain in the OMPF until an updated photo is submitted. If a digital photo has been sent to MMRP, make the following statement in the application: "A digital photo has been sent to MMRP within the past 12 months." A paper printout of the photograph is still required for MCRC screening purposes.
5. The application with all required endorsements must be mailed to Marine Corps Recruiting Command (Attn: WO-Res), 3280 Russell Road, Quantico, VA 22134-5103. Applications received after the deadline will be returned without action. Do not send incomplete, advance, duplicate, or faxed copies of application; they will not be accepted. Requests for waiver of the eligibility requirements and exception to policy, except those established unwaiverable by law or those specified unwaiverable by this bulletin, may be considered on a case-by-case basis by the CG MCRC. Requests for waiver of disciplinary action requirements will be considered if appropriate justification is provided in accordance with the following:
a. Applicant must be of unquestionable moral integrity. Waiver of record of conviction by courts-martial or civilian court may be considered. However, waiver will not be considered for a felony-equivalent conviction. Approval of the waiver is dependent on the severity of the crime and the amount of time that has lapsed since the crime was committed.
b. Proof of security clearance or open investigation. All applicants must have their Security Manager complete a Security Clearance Verification Letter. A sample of the Security Clearance Verification Letter can be found on the MCRC website at www.mcrc.marines.mil/unithome/officerprograms.aspx under General Information.
c. All pre-service waivers (i.e. drug, age, moral, etc.) will require reconsideration, and must be addressed in the application with a detailed statement, addressing the 5 W's (who, what, when, where, and why), from the applicant explaining the circumstances. Nonjudicial punishment and negative SRB page 11 entries must be addressed in the application with a detailed statement, addressed the 5 W's (who, what, when, where, and why) explaining the circumstances. Statements must be included in the application.
6. Per ref (B), applications must be endorsed by a GO or equivalent in the Marine's chain of command. All applications must include an endorsement by the Commander, Marine Forces Reserve (COMMARFORRES). Applications must be received by COMMARFORRES no later than 18 March 2016 for review and endorsement. This is to allow COMMARFORRES to be briefed on each application and make the correct endorsement. Applications received without all required endorsements will not be considered by the board. Ineligible applicants will not be considered by the board. Commanders should not recommend appointment for Marines who do not meet the eligibility criteria, and do not qualify for a waiver. If the senior endorser deems the applicant "not recommended" for appointment, do not forward the application as it will be returned without action. Commanders are directed to pass this information to eligible Marines in their command, review applications for completeness, ensure that applicants requesting waivers receive comprehensive justification on all endorsements (including the senior endorser), and make definitive recommendations regarding all Marines who submit applications. Commanders must specifically address the technical proficiency of the applicant in all MOS for which applying. Endorsements and applications must be screened closely to ensure that only technically and professionally qualified applicants are submitted for consideration.
7. A complete medical exam must be completed and submitted as part of the application. An application without a physical will not be considered complete. Legible copies of commissioning medical documents must be included with the application as an enclosure. Medical documents must include a Report of Medical Examination (DD Form 2808), Report of Medical History (DD Form 2807-1), and Annual Certification of physical condition or current preventative Health Assessment (PHA) if applicable. Physicals must have been completed within 24 months prior to anticipated date of appointment (1 Feb 2017). In accordance with ref (B) Reserve applicants must be found physically qualified by the Bureau of Medicine and Surgery (BUMED) prior to consideration by the selection board. Since additional medical documentation or testing may be required, ensure that all medical documents are submitted in a timely manner. Commanding Officers must closely review the medical forms to ensure accuracy and completeness. Pay particular attention to the following items:
a. Marks and scars must be listed.
b. Dental class must be type 1 or 2 within past 12 months.
c. Urinalysis (medical not drug) and serology must contain complete results within past 12 months.
d. HIV results must be included and within 24 months to include date tested. HIV test drawn or results pending is not acceptable.
e. If eyesight is other than 20/20 uncorrected, a manifest refraction is required. If vision doe not correct to 20/20, a current ophthalmology evaluation is required. selectees can not have any vision correction surgery (lasik or PRK) within 6 months of reporting to WOBC.
f. Current audiogram. If any numbers are outside the normal range, per ref (G), section 38, submit an ear, nose, throat or audiology consultation/evaluation and interpretation.
g. Female applicants must have a current pelvic exam to include a current pregnancy test and PAP smear result within past 24 months. The pathology report from the most recent test must be submitted.
h. An electrocardiogram (EKG) test is required for applicants 35 and older. EKG must be read and verified by a medical officer's signature and stamped within past 12 months.
i. Ensure all "yes" answers on the DD Form 2807-1 are explained in detail in the notes section by both the member and the examiner. Include supporting documentation for any past orthopedic or eye surgery (pre and post operative surgery reports).
8. Due to the amount of time needed to process applications, requests for extensions will not be entertained. If a return receipt is desired, include a self-addressed stamped envelope along with a transmittal card or other form of receipt. The envelope must be properly address (all caps) to the unit to ensure proper return. Unaddressed envelopes will not be returned. Commanders may initiate tracer action if a receipt is not received 30 days after deadline. To ensure proper filing of separate correspondence addressed to the President of the board or for inclusion with an application, include the applicant's name, EDIPI number and MOS choice. Letters of recommendation from officers outside the normal chain of command who have knowledge of the applicant's leadership qualities and potential for appointment may be submitted directly to MCRC ON/E up until the convening date utilizing the address in paragraph 5, or as an enclosure to the the application. Selection board reoccurrences pertaining to application discrepancies include senior endorsers not making definitive recommendations regarding Marine's application, applicants not qualified for MOS for which applying, chain of command not vetting applicants for MOS qualification, fitness report date gaps, missing fitness reports, award citation write-ups missing from OMPF, photos not submitted or not updated in OMPF, information in the application not updated in OMPF, information in the application not documented in the OMPF or MCTFS, missing statements supporting NJP and page 11 entries, missing page 11 reflecting fraternization statement, current physical fitness test score, incomplete statements regarding initiation or completion of type of security investigation clearance and proof/verification of citizenship. Commanders should notify MCRC in writing of any changes affecting enlistment status or disciplinary action which occurs after submission of an application. Submit applications in accordance with the guidelines provided by refs (A), (B), and this bulletin.
9. In addition to the requirements contained in refs (A) and (B), applicants must meet the basic reenlistment prerequisites per ref (L). Applying to the Warrant Officer Selection Board does not justify an extension of an End of Active Service (EAS) date or a reenlistment as the sole basis. If an applicant will EAS prior to the appointment date on or about 1 Feb 2016, the applicant will need to coordinate with their respective career planner and Commanding Officer for guidance.
