GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce a change in the Time in Grade (TIG) and selection criteria required for promotion to corporal and sergeant in the regular and reserve components.
2.  Current policy states a lance corporal must have 8 months TIG during any month within the quarter before being eligible for promotion selection to corporal.  Effective 1 April 2016, a lance corporal will be required to have at least 12 months TIG before being eligible for promotion selection to corporal.  As a result, composite scores will still be calculated quarterly for all Marines who have met the TIG requirement by the end of the quarter.  However, a Marine will not be eligible for promotion selection any month within the quarter until the 12 months TIG requirement is met.
    a.  Example 1:  A lance corporal with a date of rank (DOR) of 1 April 2015 will have served the required 12 months TIG on 1 April 2016 and will be eligible for promotion selection.
    b.  Example 2:  A lance corporal with a DOR of 2 April 2015 will have served 12 months TIG on 2 April 2016 and will therefore not be eligible for promotion selection until 1 May 2016.
    c.  Example 3:  A lance corporal with a DOR of 1 August 2015 will not have served 12 months TIG until 1 August 2016.  A composite score will be computed for the July, August and September 2016 promotion quarter but the Lance Corporal will not be eligible for promotion selection until 1 August 2016.
3.  This change in policy effects all promotions to corporal starting 1 April 2016.  Prior to 1 April 2016 the 8 month TIG requirement remains in effect.
    a.  Example 1:  A lance corporal with a 1 July 2015 DOR will be eligible for promotion selection on 1 March 2016 because the requirement is 8 months TIG.
    b.  Example 2:  However, a lance corporal with a 1 July 2015 DOR will not be eligible for promotion selection on 1 April 2016 because the requirement will be 12 months TIG.
4.  Current policy states a corporal must have 12 months TIG during any month within the quarter before being eligible for promotion selection to sergeant.  Effective 1 April 2016, a corporal will be required to have at least 12 months TIG before being eligible for promotion selection to sergeant.  As a result, composite scores will still be calculated quarterly for all Marines who have met the TIG requirement by the end of the quarter.  However, a Marine will not be eligible for promotion selection any month within the quarter until the 12 months TIG requirement is met.
5.  To reduce promotion oversight errors and page 11 entries, this selection criteria change allows for quarterly not recommended for promotion entries.  Changes in MCTFS will retain the "not rec" status for the entire promotion quarter.  Therefore, a Marine will receive one "not rec" page 11 per quarter.  After the select grades for that last promotion month of the quarter have been processed and posted, the promotion recommendation status will be reset making the Marine eligible for promotion for the next quarter.  If a commander with promotion authority wishes to pull the "not rec" at any time during the quarter to allow that Marine to be eligible for promotion MCTFS will allow the "not rec" to be removed.
6.  This change effects regular promotions only and will be incorporated into the change to ref (a).  The current policy on meritorious promotions remains unchanged.
