GENTEXT/REMARKS/1.  Purpose.  Reference (a) announced the use of authorizations allowing Headquarters Marine Corps (HQMC) to facilitate drawdown objectives by releasing officers prior to fulfilling obligations incurred by accepting promotion.  With officer drawdown objectives achieved, continued use of this authority is no longer necessary.
2.  Cancellation.  For the purpose of officer drawdown, reference (a) is cancelled upon release of this announcement.
3.  Requests previously approved by HQMC will be grandfathered for fiscal year (FY) 2016, and requests reaching HQMC, MMSR-2 (O) prior to the date of this announcement will be processed per the initial FY 2016 guidance.
4.  Future requests for Time-In-Grade waivers will be carefully scrutinized for hardship needs or unusual circumstances on a case-by-case basis.
