GENTEXT/REMARKS/1.  The Deputy Commandant for Aviation (DC AVN) is committed to the Marine Aviation Field Accession Program.  This MARADMIN seeks applications from those motivated Marines who desire to expand their careers and challenge themselves by competing for a Naval Aviator (NA) MOS.  These select individuals will facilitate the interchange of professional and military expertise within the Marine Corps, as well as assist HQMC in filling NA inventories.
2.  The fiscal year 2017 Field Accession Board (FAB) is scheduled to convene on or about 16 June 2016.
3.  Eligibility:
   a.  This program is offered to active duty officers with requirements set forth in ref A.  Applicants shall have no more than five years commissioned service (YCS) as of 1 Oct 16.  Applicants must have a minimum of one and one half year time on station by 1 Oct 16, and if selected, will not be eligible to PCS for NA training until they have completed a minimum of two years at their current duty station.  M&RA will screen each applicant to ensure the population of the applicant’s current PMOS can sustain a transition.
   b.  Applicants must have qualifying aviation selection test battery (ASTB) scores, be medically qualified, and be anthropometrically suitable for the SNA pipeline.
   c.  Current ASTB information may be obtained at the naval aviation medical institute's (NAMI) Pensacola website: www.med.navy.mil/sites/nmotc/NAMI/pages/ASTBoverview.aspx.  Applicants shall refer to the NAMI ASTB criteria.  Official scores must accompany the application to be considered.
4.  General submission requirements:
   a.  Ref A contains instructions, requirements and information pertaining to the FAB application process.  All applicants are responsible for reading and complying with requirements set forth in the reference.  The application will include the applicant's DOD ID number, e-mail address and phone number.
   b.  Applicants shall ensure their OMPFs are current, to include PME, FITREPSs, and digital photos.
5. Submission instructions:
   a.  All packages must be submitted to HQMC (ASM) NLT 30 May 16 via the first O-5 commander in the endorsing chain of command.  Commanding officers should make a recommendation concerning the individual’s potential for aviation duties.  Applications will not be processed for consideration without a commanding officer’s endorsement.  Incomplete nominations and late applications will not be considered.  Extensions may be granted by the POC on a case by case basis for unusual circumstances (e.g. deployed Marines).
   b.  Once the application is complete, a digital (PDF) copy of the entire package is the standard for submission. Packages shall be emailed to the POC listed in this message at mateo.salas(at)usmc.mil.  If the PDF file is too large to email, then send the file to the ASM POC via the AMRDEC safe file exchange website, https:(slash)(slash)safe.AMRDEC.army.mil/safe2/default.aspx.
   c.  Label all PDF files with last.first.FY17FAB (e.g., foss.joe.FY17FAB) for tracking purposes.  If multiple PDF files are submitted for a single applicant, label files as 1 of XX (e.g., foss.joe.FY17FAB.1 of 4).
6.  Selection board results will be announced by MARADMIN at the earliest possible date after the conclusion of the board proceedings.
7.  This bulletin is not applicable to the Marine Corps Reserve except unrestricted reserve officers on active duty in accordance with the reference.
8.  This bulletin is cancelled 1 Oct 16.
