GENTEXT/REMARKS/1.  Purpose.  This MARADMIN provides FY16 retention midyear assessment for the period covering 5 July 2015 through 17 February 2016.
2.  Situation.  The Marine Corps will complete its drawdown by the end of this fiscal year.  End strength will be at 182,000 by 30 September 2016.  The FY16 mid year assessment was conducted to determine the Marine Corps' progress toward meeting the new prescribed end strength target.  First Term Alignment Plan (FTAP) and Subsequent Term Alignment Plan (STAP) boat spaces have been adjusted accordingly.
3.  General Summary.  The updated Marine Corps goal is 4,957 FTAP reenlistments.  This will require that 21 percent of the first term Marines with an EAS between 1 October 2015 and 30 September 2016 are retained.  There were 23,948 Marines in the FY16 FTAP cohort at the start of the retention year in July; at the release of this message there will be 17,613 Marines remaining in the FY16 FTAP cohort.  To date, just over 91 percent of targeted FTAP boatspaces have been executed for FY16 (4,497 out of 4,957 boatspaces) with 566 requests pending as of 17 February 2016.
4.  Fast Filling MOSs (FFM).  As of 17 February, 103 MOSs had more reenlistment submissions than available boat spaces.  The following PMOSs have been deemed FFM: 0111, 0231, 0261, 0313, 0411, 0431, 0451, 0481, 0511, 0612, 0621, 0623, 0651, 0689, 0861, 1141, 1142, 1171, 1316, 1341, 1345, 1361, 1371, 1391, 1812, 1833, 2111, 2141, 2147, 2161, 2311, 2336, 2621, 2676, 2871, 3043, 3051, 3052, 3112, 3381, 3432, 3451, 3521, 3531, 4133, 4421, 4612, 4641, 4821, 5524, 5711, 5811, 5831, 5952, 5954, 6046, 6048, 6092, 6113, 6116, 6123, 6124, 6132, 6153, 6154, 6156, 6173, 6174, 6176, 6212, 6217, 6222, 6227, 6252, 6253, 6256, 6257, 6258, 6276, 6286, 6287, 6317, 6323, 6324, 6326, 6336, 6337, 6338, 6423, 6432, 6469, 6483, 6492, 6499, 6531, 6541, 6672, 6694, 6842, 7011, 7041, 7051, 7257, and 7314.
5.  The various combat arms MOS's addressed in Ref (B) remain important.  Despite boatspace adjustments, commanders should continue to submit packages for those Marines in these MOS's that desire to reenlist.  Career planners should contact MMEA-1 for further guidance.
6.  Slower Filling MOSs.  Based on the July to February submission rates, the following MOSs are currently projected to be under executed and require continued command emphasis through the end of the retention year: 0211, 0241, 0365, 0372, 0627, 0842, 0847, 2671, 2673, 2674, 2821, 2831, 2834, 2887, 3044, 5512, 5821, 5939, 5951, 5974, 6042, 6074, 6213, 6216, 6218, 6223, 6282, 6283, 6288, 6314, 6316, 6333, 6386, 7212, and 7372.
7.  Commanders should encourage talented and eligible Marines that failed to receive a boat space in their PMOS to lateral move to one of the following MOSs: 0211, 0241, 0321, 0365, 0372, 2336, 3044, and 5821.  In the case of highly qualified Marines, commanders may seek retention for Marines in their PMOS via the Quality Marine Identification (QMI) program once their PMOS has attained 100 percent executed boatspaces.
8.  Mission.  All fragmentary changes to the missions assigned in Ref (D) will be published via separate correspondence.
9.  Subsequent Term Alignment Plan (STAP) Update
    a.  The FY16 STAP submission period ended on 31 December 2015.  Six thousand one hundred ninty three STAP requests were received.  As of 17 February, 5,599 STAP requests had been approved.  The remaining 601 STAP requests are either pending further information or require higher level adjudication.  All are anticipated to be complete by 29 February 2016.
    b.  Marines that submitted during the submission period and have not received determination on their STAP request by 29 February should contact their unit career planner.
    c.  STAP submissions after the 31 December deadline require endorsement from the first O6 Commander in the chain of command; however, all submissions will be considered and Marines desiring retention are encouraged to submit.
10.  This MARADMIN is not applicable to the Marine Corps Reserve.
