GENTEXT/Remarks/1.  This MARADMIN seeks applications from Naval Aviators (NA) who desire to broaden and challenge themselves by training in a KC-130T squadron within 4th MAW.
2.  The 4th MAW KC-130T T/C selection board will meet on or about 28 April 2016.  Deadline for applications is 22 April 2016.
3.  Eligible Officers:
   A.  Reserve (SMCR, IMA, or IRR) Naval Aviators: Captains, Majors and Lieutenant Colonels must have less than 16 satisfactory years credit towards a reserve retirement as of 31 October 2016 and be able to complete 18 satisfactory years within 24 years of commissioned service.  Lt Cols may not have a mandatory removal date earlier than 31 October 2020.  Reserve Aviators must affiliate within 30 days of selection results message.
   B.  Active Component Naval Aviators: Must have less than 16 satisfactory years credit towards a reserve retirement and must establish, in writing from HQMC (MMOA), an EAS and be able to affiliate with the program NLT 31 October 2016.
4.  Captains who have been passed over for promotion to Major in the ready reserve are not eligible for retraining.  A Captain in the ready reserve, who is in zone or above zone, and has not been previously considered for promotion requires verification by CMC (RAP) prior to approval to determine eligibility.
5.  All openings reflect the needs of the service and will be filled on a competitive/best qualified basis.  The applicants will be chosen to serve with VMGR-452 Newburgh, NY.  Primary selectees will be assigned for a minimum of four years inclusive of training.  Marine aviators applying for affiliation with VMGR-452 with a KC-130J model qualification are required to retrain to the KC-130T model qualification.
6.  Specific submission requirements for the KC-130T: a minimum of 1,000 flight hours total time is preferred with a strong background in instrument flying: military or civilian flight time is acceptable.  Proximity to drilling site, ease of commute or willingness to relocate will be favorably considered.  Favorable consideration will also be given to applicants who have previously served a minimum of three years as a SMCR within 4th MAW or have the following MOS: 7509, 7523, 7543, 7562, 7564, and 7566.
7.  Applicants are reminded to consider all career implications prior to application submission to include mil-civ conversion plan regarding civilian job and family situation.  A successful transition and career within VMGR units can entail devoting up to a week per month to supporting squadron flight operations in CONUS and OCONUS.  Individuals selected are expected to be able to deploy.
8.  Applications are not solicited from individuals who have been previously selected for T/C training (i.e. CH-46 to AH-1W), are medically disqualified for duties involving flying, or have had their flight status revoked.
9.  Applications are to follow reference (a) for submission of packages and will include reference (b) in its entirety. ref (b) can be found at http: (slash)(slash)www.marforres.marines.mil/portals/116/docs/4thmaw/4thmaw_join/wgo(percent)205320r.2s.pdf.  Applicants shall ensure that their OMPF is current to include PME, FITREPs and a digital photo (completed within one calendar year).  Applicants must also acknowledge via a statement of understanding within their application that they accept a four-year reserve commitment for T/C to the KC-130T.
10.  Once the application is complete, a digital (pdf) copy of the entire package is the standard for submission.  Any documents requiring signature (endorsements, letters of recommendation, etc) must be signed prior to conversion to pdf.  These pdf file(s) shall be e-mailed to omb_4thmaw_cmd(at)usmc.mil  NLT 22 April 2016.  Note: adobe acrobat (pdf) format is the only accepted means of digital submission for the applications.
    A.  Label all pdf files with last.first.desired aircraft (i.e. Doe.John.KC-130) for tracking purposes.  If multiple PDF files are submitted, label files as 1 of xx (i.e. Doe.John.KC-130 part 1 of 4).
    B.  If applicants are not able to convert the application package to PDF and e-mail it to the board, hard copies of the application package must arrive at 4th MAW NLT 22 April 2016.  The POC shall be notified via e-mail if a hard copy is being sent in lieu of a digital submission.  If required, send the hard copy of the package to:

11.  Letters of recommendation or command endorsements are encouraged, particularly from individuals with whom the applicant has served in a flying unit.  Letters of recommendation and endorsements should be scanned with the application.
12.  Selection board results will be announced by MARADMIN at the earliest possible date after the conclusion of the board proceedings.  Board results will not be passed by phone until after publication of the MARADMIN announcing the selectees.
