GENTEXT/RMKS/1.  As addressed in Reference (a), this MARADMIN outlines the execution of the Concept of Education directed in Reference (b).
2.  Manpower and Reserve Affairs (MRA) has developed education materials in support of leadership efforts to ensure successful integration of female Marines into previously closed ground combat arms occupations and units.
3.  A Mobile Training Team (MTT) comprised of subject matter experts (SMEs) will travel to various Marine Corps installations during May-June of 2016.
4.  The MTT will educate and train command representatives (Tier 1), who will become their unit SMEs.  Per the train-the-trainer method, Tier 1 personnel will subsequently educate and train commanders and staff (Tier 2), commanders and staff will educate and train leaders (Tier 3), and leaders will educate their Marines and Sailors (Tier 4).  The intent is for leaders to deliver the education and execute the training in small group settings, primarily via guided discussions.
5.  Each O-5 and O-6 level command from the Marine Corps Total Force is required to identify at least two personnel to attend Tier 1 training.  Commanders and Sergeants Major are highly encouraged to attend Tier 1 training, but may send representatives in their place.
6.  Command representatives must be at least one officer (O-3 or above) and one enlisted Marine (E-7 or above) from each O-5 and O-6 level command.  For reserve units, command representatives may be from the Selected Marine Corps Reserve (SMCR) and/or Inspector and Instructor staff.  It is highly encouraged that one command representative be from the SMCR and one representative be from the Inspector and Instructor staff.  Command representatives shall be carefully chosen, they will be critical to the successful execution of the Marine Corps Integration Implementation Plan at their units.
7.  More than two personnel may attend Tier 1 training from each command.  Additional personnel may be of any rank.  Leaders and staff at all levels are welcome and encouraged to attend Tier 1 training.
8.  Command representatives must attend at least one 2-day session instructed by the MTT.  Command representatives and additional personnel may attend any 2-day session instructed by the MTT, regardless of home station.

10.  Integration education and training will be delivered in an interactive, dynamic setting and consists of practical information for immediate use by leaders.  Specifically, topics consist of an overview of DoD and USMC policy changes, details of the Marine Corps Integration Implementation Plan, how it will affect Marines and Sailors, and how it mitigates integration challenges, integration best practices and lessons learned (physical fitness, billeting, field training, privacy, and cohesion), standards and changes to orders and directives impacted by policy change, thinking, acting, and decision-making, leadership communication skills and techniques, an overview of organizational culture, tools for leading institutional change, guided discussion facilitation techniques, and guided discussions on integration vignettes.

11.  Active Component Commanders shall ensure that Tier 2 education and training is complete NLT 31 August 2016, Tier 3 is complete NLT 30 September 2016, and Tier 4 is complete NLT 31 October 2016.
Reserve Component Commanders shall ensure that Tier 2 education and training is complete NLT 31 October 2016, Tier 3 is complete NLT 30 November 2016, and Tier 4 is complete NLT 31 January 2017.
12.  The end-state is for all Marines and Sailors to be educated and trained by small-unit leaders/immediate supervisors in their chain of command in small group settings NLT 31 October 2016 (active) and 31 January 2017 (reserve).
