Gentaxt/Remarks/1.  The purpose of this MARADMIN is to solicit applicants for Advanced Degree Distance Learning (AD-DL) and Certificate Distance Learning (C-DL) Programs administered through Naval Postgraduate School (NPS), at Monterey, CA.  The Distance Learning Panel will convene on an annual basis to select students for the programs.
2.  The mission of the Distance Learning Board (DLB) is to further professional and formal development needed for critical occupations across all functional areas and to prepare Marines for global operations and deployments.  The DLP will annually select Marine Officers at the senior 0-3 through 0-5 level to participate in mission funded non-resident DL graduate programs and certificate offerings at NPS.  Senior enlisted Marines at the E-6 through E-9 level will be considered for only technical, analytical, or engineering certificate programs that would advance skills within their MOS.  Participation in this program does not preclude consideration by the Commandants Career Level Education (CCLEB) or Commandant’s Professional Intermediate Level Education Board (CPIB).
3.  Curricula not offered at NPS will not be considered.
Matriculation fees, textbooks, education materials, and all similar fees will be borne by the student.  The DLB will convene on 25 May 2016 and will select applicants for certificate and graduate programs listed in this message.  Priority programs are annotated with an asterisk.  These programs correlate to occupational needs of the Marine Corps and will be filled with the most qualified applicants prior to accepting any officers into other programs on a space available basis.  Additionally, program commencement is subject to the availability of funds.  All applicants should submit one application via the online admissions portal with Not Sure for the curriculum number.  In the comments section of the online application, the member must annotate one specific program desired and may list up to three for consideration.

4.  The following paragraphs below provide additional information on graduate curriculum 311, 312, 613 and 805, due to the unique blended learning environment.
4.A.  Curriculum number 311 (slant) Systems Engineering and 312 (slant) Aviation Systems Engineering.  This addresses all Marine Officers serving in Naval Air Systems Command (NAVAIR) billets worldwide, including those at US Naval Test Pilot School.  A Master of Science (MS) in SystemsEngineering (MSSE) or an MS in Engineering Systems (MSES) from NPShas been established as curriculum number 311 in a blended learning environment to provide NAVAIR personnel the opportunity to pursue a MSSE/MSES degree with a naval emphasis.  This graduate program provides professional education and development for military officers desiring to improve their expertise as program systems engineers.  Marine Officers who successfully complete the program will earn either an MS in Systems Engineering (provided they hold an ABET accredited undergraduate engineering degree, or can establish equivalency) or an MS in Engineering Systems (all others).  Participants take 2 courses per quarter from NPS over 8 quarters, including a capstone project.  The next cohort begins September 2016.
4.B.  Marines who are US Naval Test Pilot School (USNTPS) may apply to curriculum number 312, Aviation Systems Engineering.  The program builds upon the USNTPS academic and flight test instruction, with the students USNTPS final flight test project and report (DTII) serving in lieu of a thesis.  The graduate will be successful as a class desk systems engineer in a NAVAIR mission billet.  Marines who are currently enrolled or graduate of USNTPS must contact John OConnor at john.c.oconnor(at)navy.mil prior to applying.
4.C.  Prospective applicants must complete a three step application process.
4.C.1.  Complete NAVAIR application.
4.C.2.  Submit NPS on-line application.
4.C.3.  Arrange for submission of official transcripts to NPS.
4.D.  All Marines within NAVAIR are eligible to apply to available NAVAIR NPS Boards.  Marines selected by NAVAIR will be administratively screened through the Marine Team at NPS and officer assignments, HQMC.  Specific questions regarding the NAVAIR application process can be directed to Kimberly Johnson, 4.1 MSSE Deputy Program Manager, kimberly.j.johnson.ctr(at)navy.mil or by calling 301-342-7132.
4.E.  Curriculum Number 613/Engineering Science with a major in Aeronautical Engineering.  This addresses all Marine Officers serving in NAVAIR Systems Command (NAVAIR) billets worldwide who are enrolled in or who are graduates of US Naval Test Pilot School.  This program is available to graduates of the US Naval Test Pilot School (USNTPS), providing an opportunity to obtain a Masters of Science in Engineering Science with a major in Aerospace Engineering – MSES (AE).  This is a distance learning program building upon the USNTPS academic and flight test instruction, with the students USNTPS final flight test project and report (DT-IIA) serving in lieu of a thesis.  It will provide advanced aerospace engineering knowledge to the test pilot and flight test engineer.  Prospective applicants must complete a two-step application process.
4.E.1.  Complete NPS an online application.
4.E.2.  Arrange for submission of official transcripts to NPS.  Marines who are graduates or who are currently enrolled in USNTPS must contact John OConnor at john.c.oconnor(at)navy.mil prior to applying.
4.F.  Curriculum Number 805-Executive MBA (EMBA).  The EMBA from NPS is offered to Marine Officers (0-4 select through 0-5).  The 24-month program is delivered in a blended learning environment with an established cohort.  The focus is on financial management, acquisition, program management, policy and change management.  The program includes Defense Acquisition Workforce Improvement act (DAWIA) Level II academics leading to certification.  Students take two courses per quarter from NPS during working hours via video tele-conferencing over 8 quarters, including a capstone project.  A new MBA cohort starts every spring and fall.  The next cohort begins September 2016 and requires a minimum Time on Station (TOS) of 24 months.  Prospective applicants must complete a three-step application process.
4.F.1.  Complete NPS an online application.
4.F.2.  Arrange for submission of command endorsement.
4.F.3.  Submit applicant letter and participation agreement to the EMBA office.  Samples can be found on the EMBA homepage at www.nps.edu/emba.  All Marine Officers are eligible to apply to all available EMBA Boards.  Marines selected by the EMBA program to matriculate will be administratively screened through the Marine Team at NPS and Officer Assignments, HQMC.  Specific questions regarding the program can be directed to the emba(at)nps.edu or by calling 831-656-2562 or 831-656-2463.
5.  General application requirements and procedures for all Marines.  Those who are applying to the NAVAIR or EMBA Programs, contact the program coordinator directly.
5.A.  General information on how to apply is located at www.nps.edu/academics/admissions/applyonline/applynow.html (.)  One letter of recommendation from an 0-6 in the applicants chain of command is required.
5.B.  An original official transcript from all colleges/universities attended with credits and letter grades, must be submitted to NPS (address below).  NPS must receive official transcripts sent directly from the college or university graduated from no later than (NLT) 20 May 2016.  A single transcript from the college or university graduated from, with transfer credits listed is not acceptable.  Marines that previously applied to resident programs are not required to submit transcripts.  If additional paperwork is required, admissions will contact the applicant directly.
5.C.  Most programs contain synchronous courses that require participation at specific times.  HQMC (MMOA) will not favorably endorse requests to extend on station for the sole purpose of completing participation in this program.  Marines are to notify their gaining command of their enrollment upon check-in.  If a Marine is unable to continue program, regardless of the reason, he or she must notify the NPS instructor and staff immediately.
5.D.  Applicants must submit an official photograph taken in the last 12 months with application.  Email photo directly to nadamato(at)nps.edu (.)
5.E.  Applicants must submit a participation agreement (PA).  The PA is found in the online application.
5.F.  Eligibility Requirements.
5.F.1.  The Marine must have sufficient time remaining in service to fulfill obligations specified in paragraph 5.G. below.
5.F.2.  The Marine must have sufficient time remaining in service to fulfill obligations specific in paragraph 5.G. below.
5.F.3.  The Marine must have a Bachelor’s Degree from a regionally accredited undergraduate institution.  Bachelor’s Degrees from nationally accredited universities will not be considered.  Enlisted Marines must be working in an occupational field relevant to the certificate program they are pursuing.
5.F.4.  Officers in the above zone for promotion will not be considered.
5.F.5.  Officers not yet career designated must be offered and accept career designation prior to matriculation.
5.F.6.  Officers who have already earned a graduate degree through a Marine Corps Education Program are not eligible for additional degrees.  These officers are eligible for certificate programs.
5.G.  Service Obligation.
5.G.1.  Marines must include the following statement in the application.  If selected, I agree to remain on active duty for at least 2 years after completion of my education.  I agree not to tender my resignation or request separation or retirement while participating in the program.  This obligation will be served concurrent with any obligation previously incurred.”
5.G.2.  Upon completion of any program that meets the requirements of any additional MOS per reference B, Marines will submit an Administrative Action form to MMOA-3 in order to obtain an additional MOS reflective of their coursework.
