GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce the FY16 Staff Noncommissioned Officer Degree Completion Program (SNCODCP) and to solicit applications from qualified SNCOs.  Reference (a) establishes policy, the selection process, eligibility requirements and application procedures for the SNCODCP.  The primary emphasis for selection will be concentration in grades of staff sergeant through master sergeant.
2.  Based on recent review of Marine Corps billets that require a Baccalaureate Degree, the FY16 SNCODCP Selection Board will accept applications for the following disciplines:
2.a.  Safety, Including Environmental Safety, Environmental Health Management, Occupational Safety, Safety Management Waste Management, Hazardous Material, and Waste Control.
2.b.  Psychology
2.c.  Accounting
2.d.  Education
2.e.  Paralegal
2.f.  Music
3.  Marines accepted for the SNCODCP will be assigned a 3-year tour in their assigned additional MOS IAW the needs of the Marine Corps.  Marines must list in order of preference the billets they are applying for:

4.  Restrictions.
4.a.  Marines presently receiving SRB installments are restricted from applying for this program.  Additionally, those Marines serving in a reenlistment zone that would be awarded a SRB payment IAW reference (b) are also restricted from applying for this program.
4.b.  Marines who will not possess a minimum of 3 years time on station (TOS) at estimated date of departure (EDD) are restricted from applying for this program, unless they will possess 2 years TOS at EDD and have been accepted by an accredited institution in the same geographic location will be required to complete their overseas assignment (including those on accompanied tours) prior to an assignment to a CONUS based college/university.
4.c.  Marines must attend a CONUS college/university.
4.d.  Marines must attend school at a home campus, not satellite campuses.  Attending Ohio State University at Columbus, OH is an example of a home campus.
4.e.  Marines who attend a formal military school in excess of 20 weeks or are serving on a special duty assignment (DI, Recruiter, MCSF, SOI, or MSG) are not eligible for the SNCODCP until their previous obligation has been served.
4.f.  Marines selected for the SNCODCP are not eligible to apply for warrant officer (WO) or any regular program until they have completed their obligated tour on the SNCODCP.
4.g.  Marines applying for the paralegal discipline are preferred but not required to have PMOS of 4421.  Applicants must attend an American Bar Association (ABA) approved university and complete a 4-year undergraduate degree with a major in paralegal studies.
5.  Submission of applications.
5.a.  An original application plus one copy will be submitted IAW the instructions contained in reference (a) and forwarded to CMC (MMEA-25) via the parent command.
5.b.  Commanding officers are to ensure that each application is carefully reviewed and that all required information has been included.
5.c.  Applicants must make it known to MMEA-25 if submitting/applying for the WO program or any regular officer program when applying.
6.  Service obligation.
6.a.  IAW service limitations, applicants must be able to complete 18 months in school and extend/reenlist for a period of 48 months that will commence upon degree completion.  At least 36 months of the 48 month extension/reenlistment will be served in the assignment additional MOS.
6.b.  Request for separation from the service while within the obligated service requirement identified in paragraph a, will not normally receive favorable consideration.
6.c.  The 3-year payback tour starts upon successful graduation and check-in to the unit assigned.
7.  The SNCODCP selection board is scheduled to convene during July 2016.  All applications must be complete and IAW MCO 1560.21E.  Forward applications to CMC (MMEA-25) to arrive NLT 22 June 2016. Applications received after 22 June 2016 will not receive favorable consideration.
7.a.  HQMC will consider applications from Marines who have already completed degrees in the required disciplines as listed in paragraph 3.  Applicants should submit packages in the same manner as degree completion applicants demonstrating their proof of education.  All other requirements remain the same.  Applicants who already possess a degree will be considered for billets that are available at the time of selection.
8.  Commanding officers and sergeants major should disseminate the contents of this MARADMIN to all eligible SNCOs within their commands.
9.  This MARADMIN is not applicable to the Marine Corps Reserve.
