GENTEXT/REMARKS/1.  Purpose.  To announce the changes, eligibility criteria, and specific instructions for the FY17 Commandants Professional Intermediate-Level Education Board (CPIB) convening on or about 12 September 2016.
2.  This message contains substantial changes compared to the previous four years of the CPIB process and should be reviewed in its entirety.
3.  Programs.  The board will convene for approximately four weeks to select officers for:
3.a.  Intermediate-Level Schools (ILS) to include Foreign Professional Military Education.
3.b.  Fellowships to include the Congressional Fellowship Program (CFP), the Commandant’s National Fellows, and the Commandants Fellows.
3.c.  International Affairs Programs (IAP).
3.c.1.  Foreign Area Officer Program (FAO) (Limited to captain selects through majors with no more than 11 years of commissioned service).
3.c.2.  Regional Affairs Officer Program (RAO) (Majors or majors select with between nine and 15 years of commissioned service).
3.d.  Special Education Programs (SEP) and Advanced Degree Program (ADP) at:
3.d.1.  Naval Postgraduate School (NPS).
3.d.2.  Air Force Institute of Technology (AFIT).
3.d.3.  San Diego State University (Restricted to 4302 PMOS).
3.d.4. Civilian Institutions at the expense of the officer (Restricted to Education and History curriculums).
3.e.  Special Education Program-Law and Advanced Degree Program-Law (Restricted to 4402 PMOS).
3.f.  The Judge Advocate Generals Legal Center and School (TJAGLCS)(Restricted to 4402 PMOS).
3.g.  Olmsted Scholar Program (OSP) (Limited to those officers withno more than 11 years of total federal service as of 01 April 2017).
4.  General Eligibility Guidelines.
4.a.  All majors, major selects, and those in zone for the FY18 Majors Promotion Selection Board with a date of departure from their current command no later than 30 September 2017 will be screened on the FY17 CPIB.  Specific questions regarding tour lengths should be directed to the appropriate PMOS monitor.
4.b.  The following are not eligible for consideration:
4.b.1.  Officers in the above-zone for promotion to major.
4.b.2.  Majors who are in zone for the FY18 Lieutenant Colonels Promotion Selection Board.
4.b.3.  Officers who have previously completed or are currently enrolled in a program designated to them by a previous CPIB.
4.b.4.  Officers who have not fulfilled an obligated payback tour for a previously attended program.
4.b.5.  Officers participating in or who have completed the Command and Staff Blended Seminar Program (BSP) for PME in-grade. Officers in this category; who are interested in programs other than ILS (e.g., NPS, CFP, RAO/FAO, Olmsted, etc.), must submit a request to be considered via Administrative Action Form to their PMOS monitor NLT 14 August 2016 to be considered by the board.
4.b.6.  Restricted Officers.
5.  Changes.  All officers due for permanent change of duty orders (PCS/PCA) in FY17 will be required to complete the specific instructions outlined in paragraph 6.
5.a.  The list of officers due for orders in FY17 can be found on the "CPIB/CCLEB Updates" page on the main MRA website at: https:(slash)(slash)www.manpower.usmc.mil(slash)webcenter(slash) portal(slash)OA3CEB(slash)CPIB(slash)CCLEB%20Updates.
5.b.  Within the list, officers with the career timing to participate in longer than ILS programs, such as SEP, ADP, CFP, etc., will have a Note 1 beside their name.
5.c.  For all officers with a Note 1 beside their name, proceed to paragraph 6 for instructions. For officers without a Note 1 beside their name see paragraph 6.C. for instructions.
6.  Specific Instructions for the Eligible Population.  The deadline to complete application requirements and submit letters to the board is 14 August 2016.
6.a.  Officers with a Note 1 beside their name are required to complete the questions on the FY17 CCLEB/CPIB Questionnaire and upload a copy of their undergraduate transcripts.  Do not request an alma mater to have transcripts sent directly to MMOA-3 by mail or electronically.  All transcripts must be copies uploaded as a “Transcript” file in the FY17 CCLEB/CPIB Questionnaire.  Transcripts uploaded to the questionnaire will not be sent to Official Military Personnel Files (OMPF) by MMOA-3.  If an officer desires to have their transcripts put in their record, they must send a copy to MMRP at smb.manpower.mmrp(at)usmc.mil.  Each page in the copy must contain the grade, full name and EDIPI (DOD ID).
6.b.  The below subparagraphs also apply to officers with a Note 1 by their name:
6.b.1.  Officers who are interested in any graduate education program are also required to apply to the Naval Postgraduate School (NPS) prior to 14 August 2016.  Official copies of transcripts from alma mater to NPS will be required for this application.  Officers can submit up to three applications.  NPS will notify MMOA-3 if an officer is accepted.  Do not request an acceptance letter or status of transcript.
6.b.2.  Officers who prefer a graduate education program not offered at NPS will also need to take the GRE and submit applications to the desired school.  Upload GRE scores, conditional acceptance letters, and transcripts into the questionnaire in order to be considered.  These programs include:
6.b.2.a. Strategic Communications at San Diego State University (Restricted to 4302 PMOS).
6.b.2.b. Aeronautical Engineering at AFIT (Restricted to 75XX  PMOSs).
6.b.2.c. Environmental Engineering at AFIT (No PMOS restriction).
6.b.2.d. Master of Education from a civilian university at the expense of the officer (Curriculums must be verified by the program officer).
6.b.3. Officers interested in the FAO program are required to have a Defense Language Aptitude Battery (DLAB) score in their record  and apply to NPS prior to the deadline.  The DLAB score does not expire so past scores are valid.  DLABs can also be retaken and only the most recent score will be considered.  The FAO program has a limit of 11 years of commissioned service as of June 2017.
6.b.4. Officers interested in the Congressional Fellowship Program must submit completed applications to the points of contact (see paragraph 11) as well as annotate the program as one of their top three preferences.  Applicants are responsible for ensuring  time-in-service and PMOS requirements are met.
6.b.5.  Officers interested in the Olmsted Scholar Program or the Advanced Degree program must submit completed and signed applications to the questionnaire as well as annotate the program as one of their top three preferences.  Applications formats are  provided at the FY17 CCLEB/CPIB Questionnaire website.  Applicants are responsible for ensuring time- in-service and PMOS requirements are met.
6.c.  Officers without a Note 1 beside their name are required to complete and submit the FY17 CCLEB/CPIB Questionnaire and prior to the deadline.  The option for longer programs (e.g., NPS, CFP, RAO/FAO, Olmsted, etc.) will not be available to those without a Note 1 beside their name.  Questions concerning career timing shall be directed to the respective PMOS monitor.
6.d.  Foreign PME.  Officers with or without a Note 1 are eligible to apply for Foreign PME.  To be considered, officers must have a DLAB score in their record and annotate it as one of their top three preferences in the questionnaire.  The DLAB requirement pertains to English speaking programs as well.
6.e.  For specifics on any of the programs, reference the PME order and/or contact the appropriate program officer listed in paragraph 11 below.  Program information can also be found on the "CCLEB/CPIB Updates" page.
7.  Board Correspondence.  All correspondence to the board must originate from or be endorsed by the eligible officer.  All submissions (letters of recommendation, clarifying statements of service, etc.) must be uploaded into a “Letters to the Board” file on the FY17 CCLEB/CPIB Questionnaire no later than 14 August 2016.
8.  FY17 CCLEB/CPIB Questionnaire.  The questionnaire can be found at https(slash)(slash)www.manpower.usmc.mil(slash)application. The questionnaire will be available until the deadline. Eligible officers will be able to submit program preferences as well as upload transcripts, GRE scores, applications, and letters to the board.  All eligible officers are directed to the manpower website for further information and eligibility requirements for each program.  Note: You must be logged on with your CAC to access the website.
9.  Non-Compliance.  Officers are considered non-compliant with the above instructions:
9.a.  If they have a Note 1 next to their name in the eligibility roster and they do not complete the questionnaire and upload their transcripts.
9.b.  If they are listed in the eligibility roster without a Note 1 next to their name and they do not complete the questionnaire.
10.  Selectees will be notified via MarAdmin following the conclusion of the board.
