GENTEXT/REMARKS/1.  General.  The purpose of this MARADMIN is to announce the USMC Fiscal Year 2016 Victim-Witness Assistance Program (VWAP) Training from 30 August to 1 September 2016 at MCB Quantico, Virginia.
2.  Background.  The military justice process is often a long and difficult process, especially for those victims and witnesses affected by the reported crimes.  As established in reference (a), the Marine Corps will provide victims and witnesses necessary support and information through VWAP during the adjudication of their cases.
3.  Action
a.  In order to ensure proper training of those personnel involved in VWAP, Judge Advocate Division, HQMC, sponsors annual training on the proper implementation of VWAP.  The training will provide Regional and Installation Program Managers (Victim Witness Liaison Officers), and other Marine VWAP representatives, with a basic understanding of the Marine Corps VWAP, the roles and responsibilities of supervisors and other personnel under the VWAP, and how to properly assist victims of crime.
b.  In accordance with the reference, the curriculum will include the following topics:  VWAP Overview and USMC VWAP Updates;  DoD VWAP Updates;  SAPR/VWAP Interaction;  VWLO, VWAC, and Legal Officer Responsibilities;  FAP Overview;  Legal Assistance to Victims;  VLC Role;  Court-martial Process Overview;  Correction’s VWAP Role;  Transitional Compensation;  Impact of Crime on Victims;  Communicating with Victims;  Crime Victims' Rights Act (CVRA) Rights;  VWAP Commanding General’s Inspection Program;  Article 139 Complaints;  and Best Practices.
4.  Eligibility.  The following personnel are eligible to attend this training:  Victim-Witness Liaison Officers (VWLO), Unit Victim-Witness Assistance Coordinators (VWAC), Unit Legal Officers, Legal Services Support Team (LSST) VWACs, and other Civilian or Marine Corps personnel who have a mission essential need for this training.  Coordinating instructions on venue, lodging, uniform, and course materials will be forwarded to all registered attendees by 22 July 2016.
5.  Funding.  Travel for out of the area Regional and Installation Victim Witness Liaison Officers will be funded by HQMC (JA).  For other VWAP personnel interested in attending, travel and per diem costs will be the responsibility of the parent command.
6.  Registration.  The training is offered through the Office of the Staff Judge Advocate to the Commandant of the Marine Corps, Headquarters Marine Corps, Arlington, VA.  To register for the USMC Fiscal Year 2016 VWAP Training, send an e-mail to Major E. W. Beck, USMC, at eldon.beck@usmc.mil with “FY16 VWAP Training Registration” in the subject no later than 15 July 2016.
7.  Cancellations must be received no less than five working days prior to the convening date and may be made via email.  Attendees are responsible for cancelling any flight, room, or rental car reservations previously made.
