2005 AUTHORIZES COMMANDERS TO PRESCRIBE THE UTILITY UNIFORM AS
THE UNIFORM OF THE DAY.  REF B IS THE HQMC ADMINISTRATIVE MANUAL. 
IT PROVIDES UNIFORM GUIDANCE TO MARINES STATIONED AT THE PENTAGON
OR NAVY ANNEX.//

GENTEXT/REMARKS/1.  THIS ALMAR PRESCRIBES THE UNIFORM OF THE DAY FOR
MARINES IN THE NATIONAL CAPITAL REGION.  THIS REVISION CONTAINS A
SIGNIFICANT NUMBER OF CHANGES AND SHOULD BE REVIEWED IN ITS ENTIRETY.
2.  THIS ALMAR APPLIES TO ALL MARINES ASSIGNED TO THE NATIONAL CAPITAL
REGION, ON TEMPORARY ADDITIONAL DUTY WITHIN THE NCR, OR PARTICIPATING IN
OFFICIAL EVENTS WITHIN THE NCR.  THIS ALMAR ALSO APPLIES TO NAVY
OFFICERS AND ENLISTED MARINES SERVING WITH MARINE CORPS UNITS IN THE
NCR, PER PARAGRAPH 8001 OF REF A.
3.  BEGINNING 2 JANUARY 2007, THE UNIFORM OF THE DAY WITHIN THE NCR WILL
BE:
A.  WINTER UNIFORM: DURING NOVEMBER THROUGH MARCH, THE WOODLAND MARINE
PATTERN (MARPAT) UNIFORM WILL BE WORN WITH SLEEVES ROLLED DOWN EVERY
MONDAY THROUGH THURSDAY.  THE SERVICE B UNIFORM, GREEN SWEATER OPTIONAL,
WILL BE WORN ON FRIDAYS.
B.  SUMMER UNIFORM: APRIL THROUGH OCTOBER, THE DESERT MARPAT UNIFORM
WILL BE WORN WITH SLEEVES ROLLED UP EVERY MONDAY THROUGH THURSDAY.
THE SERVICE C UNIFORM WILL BE WORN ON FRIDAYS.
C.  THE SEASONAL UNIFORM CHANGEOVER WILL OCCUR ON THE FIRST MONDAY IN
NOVEMBER AND APRIL.
4.  WEAR OF THE UTILITY UNIFORM:
A.  THE GUIDELINES IN THIS PARAGRAPH ARE INTENTIONALLY MORE RESTRICTIVE
THAN THOSE IN PARAGRAPH 2005.2 OF REF A DUE TO THE INCREASED PUBLIC
VISIBILITY OF MARINES WITHIN THE NCR. 
B.  THE UTILITY UNIFORM MUST BE CLEAN AND PRESENT A NEAT APPEARANCE.
THE FIELD COAT MAY BE WORN WITH THE UTILITY UNIFORM.
C.  THE UTILITY UNIFORM MAY BE WORN:
(1) WITHIN THE PENTAGON, THE NAVY ANNEX, OR OTHER NCR MILITARY
FACILITIES. 
(2) MARINES MAY WEAR THE UTILITY UNIFORM TO AND FROM THEIR DOMICILE IF
THEY ARE COMMUTING IN A PRIVATELY OWNED VEHICLE. 
(3) MARINES WEARING THE UTILITY UNIFORM MAY STOP EN ROUTE ON A VERY
LIMITED BASIS, WHILE DRIVING TO AND FROM THEIR DOMICILES.  STOPS EN
ROUTE TO USE AN AUTOMATIC TELLER MACHINE OR DRIVE THROUGH FOOD
RESTAURANT ARE AUTHORIZED WHILE WEARING THE UTILITY UNIFORM, BUT ONLY SO
LONG AS MARINES REMAIN WITHIN THE VEHICLE AT ALL TIMES. 
D.  THE UTILITY UNIFORM WILL NOT BE WORN:
(1) WHILE ON LEAVE OR LIBERTY OFF-BASE.
(2) ON ANY FORM OF PUBLIC TRANSPORTATION, TO INCLUDE COMMUTER SLUG
LINES.
(3) AT ANY DOD-LEASED, CIVILIAN FACILITIES, SUCH AS THOSE IN CRYSTAL
CITY, VA. 
5.  COMMANDERS MAY DESIGNATE A DIFFERENT UNIFORM OF THE DAY FOR A
SPECIFIC EVENT OR FUNCTION. 
6.  UNIFORM REQUIREMENTS FOR OFFICIAL FUNCTIONS IN THE NATIONAL CAPITAL
REGION:
A.  THE SERVICE A UNIFORM WITH RIBBONS, SHOOTING BADGES, AND BARRACKS
COVER, IS APPROPRIATE FOR OFFICIAL BUSINESS FUNCTIONS DURING THE DAY.
B.  THE BLUE DRESS B UNIFORM, WITH RIBBONS AND SHOOTING BADGES, WILL BE
WORN FOR OFFICIAL SOCIAL FUNCTIONS OCCURRING AFTER 1800, UNLESS
OTHERWISE DIRECTED BY THE SENIOR MARINE OFFICER ATTENDING OR WHERE A
DIFFERENT UNIFORM IS MORE APPROPRIATE.
C.  FOR FORMAL, OFFICIAL EVENTS, ATTENDEES SHOULD MATCH THE ATTIRE
SPECIFIED IN THE INVITATION.
D.  FOR CASES IN WHICH THERE IS NO CLEAR EQUIVALENT USMC UNIFORM,
ATTENDEES SHOULD MATCH MOST CLOSELY THE UNIFORM OR ATTIRE THAT WILL BE
WORN BY THE HOSTS.
7.  CMC POLICY LETTER 3-99 IS CANCELLED. 
8.  THE COMMANDING OFFICER, HEADQUARTERS BATTALION, MARINE CORPS
NATIONAL CAPITAL REGION COMMAND, HENDERSON HALL, WILL REDRAFT EXISTING
BATTALION REGULATIONS TO COMPLY WITH THIS ALMAR.  THE COMMANDING
OFFICER, MARINE BARRACKS WASHINGTON, D.C., WILL REVIEW EXISTING BARRACKS
REGULATIONS IN LIGHT OF THEIR SPECIAL CIRCUMSTANCES AND ADJUST HIS
POLICY WHERE POSSIBLE.
