GENTEXT/REMARKS/1.  THIS ALMAR ANNOUNCES THE RELEASE OF MCO 1752.5,
SEXUAL ASSAULT PREVENTION AND RESPONSE PROGRAM AND THE ESTABLISHMENT
OF THE SEXUAL ASSAULT PREVENTION AND RESPONSE OFFICE (SAPRO).
SEXUAL ASSAULT IS INCOMPATABLE WITH MARINE CORPS CORE VALUES AND
WILL NOT BE TOLERATED.  EVERY MARINE IS RESPONSIBLE FOR CREATING AN
ENVIRONMENT IN WHICH ALL MARINES ARE TREATED WITH HONOR, DIGNITY AND
RESPECT AT ALL TIMES, BOTH ON AND OFF DUTY.  WE MUST ELIMINATE THOSE
ENVIRONMENTS THAT PROVIDE OR PERMIT BEHAVIOR THAT LEADS TO SEXUAL
ASSAULT.  
2.  MCO 1752.5 PROVIDES GUIDANCE AND RESPONSIBILITIES FOR
APPROPRIATE AND TIMELY RESPONSE IN THE EVENT OF SEXUAL ASSAULT.  THE
PROGRAM ADDRESSES THE SPECIAL NEEDS OF VICTIMS OF SEXUAL ASSAULT AND
RELATED ISSUES BY DEFINING SEXUAL ASSAULT; ESTABLISHING PROCEDURES
TO PROTECT THE VICTIM'S PRIVACY; ESTABLISHING A MANDATORY,
STANDARDIZED, SEXUAL ASSAULT VICTIM ASSISTANCE PROGRAM; IMPLEMENTING
A DATABASE TO TRACK SEXUAL ASSAULT TRENDS; AND IMPLEMENTING A SEXUAL
ASSAULT PREVENTION PROGRAM.  FINALLY, THIS ORDER DESIGNATES MARINE
CORPS ORGANIZATIONS AND IDENTIFIES THEIR RESPONSIBILITY FOR
PROVIDING COUNSELING, MEDICAL SUPPORT, AND ALL OTHER PERTINENT
SERVICES REQUIRED IN INSTANCES OF SEXUAL ASSAULT.
3.  THE ORDER ALSO DIRECTS ALL MARINES TO IMMEDIATELY REPORT ANY
INCIDENT OF SEXUAL ASSAULT TO THEIR COMMAND.  COMMANDERS SHALL
IMMEDIATELY REPORT ALL ACTUAL, SUSPECTED, OR ALLEGED SEXUAL ASSAULTS
TO THE PROVOST MARSHAL'S OFFICE (PMO).  ADDITIONALLY, AFTER A
THOROUGH INVESTIGATION, COMMANDERS SHALL HOLD INDIVIDUALS
ACCOUNTABLE FOR THEIR ACTIONS.  ALL MARINES SHALL ADHERE TO THE
POLICY AND PROCESS SET FORTH IN THE ORDER.
4.  I CANNOT OVERSTATE THE IMPORTANCE OF OUR RESPONSIBILITY TO THE
INDIVIDUAL MARINE.  WE MUST GO ON THE OFFENSIVE.  THE CORPS HAS
NEVER LOST IN BATTLE NOR WILL WE LOSE IN PREVENTING SEXUAL ASSAULT
WITHIN OUR CORPS.
