GENTEXT/REMARKS/1.  BACKGROUND.  REF A ANNOUNCED THE DECISION TO WAIVE
THE PME REQUIREMENT FOR SELECTION TO GYSGT AND SSGT FOR THE FY04 GYSGT
SELECTION BOARD AND FY04 SSGT SELECTION BOARD.  REFS B, C, AND D
ANNOUNCED THE DECISION TO CONTINUE THE PME WAIVER FOR ALL FY05, FY06,
AND FY07 USMC AND USMCR SNCO SELECTION BOARDS.  THESE DECISIONS WERE
MADE BASED ON THE HIGH DEPLOYMENT TEMPO IMPACT ON THE ABILITY OF
MARINES TO COMPLETE REQUIRED PME.
2.  PME REQUIREMENT POLICY ON SNCO PROMOTIONS A.  FY08 USMC AND USMCR
SNCO SELECTION BOARDS
(1) EFFECTIVE IMMEDIATELY, THE PME WAIVER PREVIOUSLY IN PLACE IS HEREBY
RESCINDED.  IN ORDER TO BE CONSIDERED BEST AND FULLY QUALIFIED FOR
PROMOTION TO THE NEXT HIGHER GRADE, MARINES MUST HAVE COMPLETED THE PME
REQUIREMENT FOR PROMOTION TO THAT GRADE.  THE ONLY EXCEPTION IS THE
RESIDENT SNCO COURSE WHICH IS A REQUIREMENT FOR PROMOTION TO FIRST
SERGEANT.  THAT REQUIREMENT IS WAIVED FOR ALL FY08 USMC AND USMCR SNCO
SELECTION BOARDS.  MARINES WHO WERE PREVIOUSLY SELECTED WITH A PME
WAIVER ARE NO LONGER REQUIRED TO COMPLETE PME REQUIREMENTS FOR THE PRIOR
GRADE.
(2) THE ABOVE POLICY FOR THE FY08 USMC AND USMCR SNCO SELECTION BOARDS
DOES NOT CHANGE EITHER THE PME BY-GRADE REQUIREMENTS SET FORTH IN REF E,
OR THE PME REPORTING REQUIREMENT SET FORTH IN REF F. ALL MARINES ELIGIBLE
FOR PROMOTION CONSIDERATION SHOULD CONTINUE TO STRIVE TO THE BEST OF THEIR
ABILITY TO COMPLETE THE PME REQUIREMENTS FOR THEIR GRADE.  
B.  MERITORIOUS PROMOTIONS.  COMPLETION OF PME IS REQUIRED FOR ALL
MERITORIOUS PROMOTIONS DURING FY08 UNDER THE PROVISIONS OF PARA 4100 OF
REF F.
3.  ACTION.  COMMANDERS ARE DIRECTED TO DISSEMINATE THE INFORMATION
CONTAINED IN THIS ALMAR TO ALL MARINES UNDER THEIR COMMAND.
4.  A DECISION ON PME POLICY FOR FY09 USMC AND USMCR SNCO SELECTION BOARDS
WILL BE MADE DURING THE THIRD QUARTER OF FY08.
