RMKS/1.  PER REF A, ON 8 DEC 97, THE COMMANDANT OF THE MARINE
CORPS CONVENED A BOARD OF THREE GENERAL OFFICERS TO SCREEN THE
RECORDS OF 39 RESERVE COLONELS FOR POSSIBLE ASSIGNMENT TO 12
SELECTED MARINE CORPS RESERVE (SMCR) COMMAND BILLETS.  IMMEDIATELY
FOLLOWING THAT BOARD, A BOARD OF THREE GENERAL OFFICERS AND SIX
COLONELS CONVENED TO SCREEN THE RECORDS OF 125 RESERVE LIEUTENANT
COLONELS FOR 23 SMCR COMMAND BILLETS.
2.  TO ACCOMMODATE THE ASSIGNMENT PROCESS AND THE AVAILABILITY OF
INDIVIDUAL OFFICERS, 24 COLONELS AND 46 LIEUTENANT COLONELS WERE
IDENTIFIED BY THE BOARD AND APPROVED BY THE COMMANDANT AS POTENTIAL
COMMANDERS FOR THE BILLETS LISTED IN REF B.  THE QUALITY OF THE
RECORDS CONSIDERED BY THE BOARD WAS SUPERB, WHICH PRODUCED AN
EXCEPTIONALLY COMPETITIVE PROCESS.
3.  AS THE COMMAND SCREENING BOARD FOR THE RESERVE COMPONENT,
SEVERAL POINTS ABOUT THIS PROCESS ARE WORTHY OF EMPHASIS
TO ENSURE THAT WE DO NOT READ MORE INTO THE BOARD RESULTS THAN WAS
INTENDED:
A.  THE COMMAND SCREENING PROCESS DIFFERS FROM THE PROMOTION
SELECTION PROCESS IN THAT REQUIREMENTS WILL VARY FROM YEAR-TO-YEAR.
B.  THEREFORE, COMMAND SCREENING BOARDS TEND TO FOCUS ON A NARROWER
SET OF CRITERIA THAN DO PROMOTION BOARDS.
C.  AS A RESULT, SCREENING FOR COMMAND IS NOT A PRECURSOR FOR
SELECTION FOR PROMOTION.  FAILURE TO BE SCREENED IS NOT NECESSARILY
AN INDICATION OF A LACK OF COMPETITIVENESS FOR PROMOTION, NOR IS IT
AN INDICATOR OF FUTURE POTENTIAL TO BE COMMAND SCREENED.  THE
RESERVE COMMAND SCREENING PROCESS HAS ONE PURPOSE ONLY: TO PUT THE
BEST AND MOST FULLY QUALIFIED OFFICERS FROM THOSE AVAILABLE IN
COMMAND OF THOSE ORGANIZATIONS REQUIRING COMMANDERS IN ANY GIVEN
YEAR.

6.  EVERY OFFICER SCREENED WILL RECEIVE SEPARATE CORRESPONDENCE FROM
THE COMMANDANT OF THE MARINE CORPS.
7.  PER REF A, COMMARFORRES WILL DEVELOP A PROPOSED SLATING OF
SCREENED OFFICERS TO SPECIFIC BILLETS.  FOLLOWING COMPLETION OF THE
SLATING PROCESS AND APPROVAL BY THE COMMANDANT OF THE MARINE CORPS,
AN ALMAR WILL BE RELEASED LISTING OFFICERS AND THE MAJOR COMMAND TO
WHICH THEY HAVE BEEN SLATED.  OFFICERS WHO ARE SLATED AND DO NOT
DESIRE TO ACCEPT THE ASSIGNMENT WILL BE REQUIRED TO DECLINE IN
WRITING THROUGH THE APPROPRIATE CHAIN OF COMMAND.//
