    A.   PER REFERENCES A AND B, THE ELIGIBILITY CRITERIA (I.E., DATE OF RANK (DOR) AND ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD)) FOR EACH REGULAR COMPONENT (COMPONENT CODE 11) AND CAREER DESIGNATED ACTIVE RESERVE (COMPONENT CODE B1) SNCO SELECTION BOARD WILL BE RELEASED VIA MARADMIN MESSAGE APPROXIMATELY 60 DAYS PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD.  REVISIONS TO THE ELIGIBILITY CRITERIA WILL BE RELEASED APPROXIMATELY 30 DAYS BEFORE THE CONVENING DATE OF THE BOARD.  PER REFERENCES A, B, AND C, THE RESERVE ELIGIBILITY CRITERIA (I.E., DOR AND PAY ENTRY BASE DATE (PEBD) FOR THE SELECT MARINE CORPS RESERVE (SMCR), INDIVIDUAL MOBILIZATION AUGMENTEE (IMA), LIMITED TOUR AR AND INDIVIDUAL READY RESERVE (IRR) CATEGORIES) (LIMITED TOUR AR COMPONENT CODE B2 AND ALL OTHER RESERVE COMPONENT CODES) WILL BE RELEASED VIA MARADMIN MESSAGE APPROXIMATELY 90 DAYS PRIOR TO THE CONVENING DATE OF THE RESERVE SNCO SELECTION BOARD.  REVISIONS TO THE ELIGIBILITY CRITERIA WILL BE RELEASED APPROXIMATELY 45 DAYS PRIOR TO THE CONVENING DATE OF THE BOARD.

ALL COMPONENT CODES AND RESERVE COMPONENT CODES MAY BE VERIFIED BY EACH MARINE VIA MARINE ONLINE (MOL) BY CLICKING PERSONAL INFO THEN VIEWING BASIC INDIVIDUAL RECORD (BIR).  COMPONENT CODES WILL BE LOCATED AT THE TOP RIGHT OF THE FORM. VERIFICATION MAY ALSO BE ACCOMPLISHED VIA S-1 PERSONNEL VIA MARINE CORPS TOTAL FORCE SYSTEM (MCTFS). DO NOT RELY ON MOL UMSR AS SOURCE DOCUMENTATION, AS SOME RESERVE COMPONENT MARINES ATTACHED TO REGULAR COMPONENT UNITS MAY BE REFLECTED AGAINST ACTIVE DUTY END STRENGTH.  THIS HAS CAUSED CONFUSION TO MARINES IN THE PAST BY MISLEADING THEM TO PERCEIVE THEY WOULD BE CONSIDERED ON THE REGULAR COMPONENT PROMOTION SELECTION BOARD.
    C. REGULAR COMPONENT ECFC.  REF D, MARADMIN 433-11, ANNOUNCED UPDATES TO THE ECFC POLICIES FOR FY 2012 FOR REGULAR COMPONENT MARINES.   SPECIFICALLY, THE SERVICE LIMITATION FOR SERGEANT IS 10 YEARS OR 2 FAILURES OF SELECTION TO STAFF SERGEANT.  PROMOTION ELIGIBILITY IS NOT AFFECTED BY PREVIOUS FAILED SELECTIONS.  ALL EXISTING SERVICE CONTRACTS WILL BE HONORED REGARDLESS OF SERVICE LIMITATION CONSTRAINTS WHICH MEANS THAT MARINES REMAIN ELIGIBLE FOR SELECTION, REGARDLESS OF FAILED SELECTION OPPORTUNITIES, UNTIL THEIR CONTRACT EXPIRES.  MULTIPLE EXAMPLES ILLUSTRATING THE CURRENT POLICY ARE PROVIDED THROUGHOUT THE REFERENCE.

        (2) OMPF DOCUMENT SUBMISSION GUIDELINES.  MARINES ARE PERSONALLY RESPONSIBLE FOR CORRECTING DEFICIENCIES, MISSING INFORMATION, OR ILLEGIBLE DOCUMENTS PRESENT IN EITHER THE OMPF OR MBS WITH CMC (MMSB-20).  PER REF H, ENSURE ANY MATERIAL SENT TO CMC (MMSB-20) FOR FILING IN THE OMPF CONTAINS FULL NAME, GRADE, AND THE LAST FOUR OF SSN.  IF THE LAST FOUR OF SSN IS NOT ON THE MATERIAL, THEN THE MATERIAL MAY OR MAY NOT BE FILED IN THE OMPF IN TIME TO GO BEFORE THE SELECTION BOARD.  MARINES ARE REMINDED THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD.  OMPF DOCUMENTS MAY BE E-MAILED AS A PDF ATTACHMENT OR FAXED TO CMC (MMSB-20).  OMPF DOCUMENTS MAY ALSO BE MAILED TO CMC (MMSB-20); HOWEVER, INCLUSION IN THE OMPF IS SUBSTANTIALLY FASTER IF THE DOCUMENTS ARE EITHER E-MAILED OR FAXED.  SEE PARAGRAPH 11 (MMSB) FOR OMPF INQUIRIES AND DOCUMENT SUBMISSION POINTS OF CONTACT.

WITH THE EXCEPTION OF FITNESS REPORTS, ALL OMPF DOCUMENTS, PARTICULARLY DIGITAL PHOTOS, MUST BE FORWARDED TO AND RECEIVED BY CMC (MMSB-20) AT LEAST TWO WEEKS PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD IN ORDER TO ALLOW PROCESSING TIME TO THE OMPF.  MARINES ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE BOARD CONVENES.  BOARD ELIGIBLE RECORDS CONTINUE TO BE UPDATED UNTIL THE CONVENING DATE OF THE BOARD; HOWEVER, MARINES ARE HIGHLY ENCOURAGED TO SUBMIT ALL MATERIAL NO LATER THAN TWO WEEKS PRIOR TO THE BOARD FOR WHICH THEY ARE ELIGIBLE.

            (A)  MARINES WHO HAVE LATERAL MOVE REQUESTS APPROVED WITH AN ASSIGNED NEW BASIC MOS-OCCFLD (AS REFLECTED IN MCTFS) BEFORE THE CONVENING DATE OF THEIR BOARD, WILL BE CONSIDERED IN THE MOS-OCCFLD FOR WHICH THE LATERAL MOVE HAS BEEN APPROVED.
            (B)  MARINES WITH LATERAL MOVE REQUESTS THAT ARE APPROVED AFTER THE BOARD HAS CONVENED WILL NOT BE ELIGIBLE FOR CONSIDERATION IN THEIR NEWLY ACQUIRED MOS AND WILL BE DELETED FROM THE BOARD POPULATION.  THESE MARINES WILL COMPETE ON THE FOLLOWING YEAR'S BOARD, IF ELIGIBLE.
            (C)  MARINES WHO HAVE MADE A LATERAL MOVE AND WHOSE DOR AND AFADBD PLACE THEM IN THE ABOVE ZONE, BUT WHO HAVE NOT BEEN PREVIOUSLY CONSIDERED FOR SELECTION IN THE PROMOTION ZONE, WILL BE CONSIDERED IN THE PROMOTION ZONE.
            (D)  MARINES WHO ARE SELECTED IN THE INCORRECT IMOS BY A BOARD WILL BE ADMINISTRATIVELY DELETED FROM THE SELECTION LIST AND MAY RATE REMEDIAL CONSIDERATION FOR PROMOTION IN THEIR CORRECT MOS.  PARAGRAPHS 3100.3 AND 3602.5 OF REF A APPLY.    
    B.  COMMANDERS' RESPONSIBILITIES.  IN ADDITION TO BEING MINDFUL OF THE ELIGIBLE MARINE'S RESPONSIBILITIES, COMMANDERS MUST ALSO:

        (6) REMIND MARINES TO PREPARE FOR THEIR BOARD PRIOR TO DEPLOYMENT;
        (7) UNDERSTANDING THAT SOME MARINES MAY REQUIRE ADDITIONAL SUPPORT TO PREPARE FOR THEIR BOARD, ENCOURAGE REGULAR COMPONENT MARINES TO CONTACT THE CAREER COUNSELOR SECTION (MMSB-50) FOR ASSISTANCE AND RESERVE COMPONENT MARINES TO CONTACT RCT FOR ASSISTANCE;
        (8) IMMEDIATELY NOTIFY THE CMC (MMPR-2) VIA MESSAGE OR NAVAL CORRESPONDENCE OF ELIGIBLE MARINES WHO HAVE AN ERRONEOUS DOR, AFADBD, PEBD, OR RESERVE COMPONENT CODE IN MCTFS TO PRECLUDE ERRONEOUS CONSIDERATION OR NONCONSIDERATION;

        (10) COUNSEL ALL MARINES WHO REQUEST NOT TO BE SELECTED PER PARAGRAPH 3102.2E OF REF A.  PARAGRAPH 3102.2 ALSO OUTLINES ADDITIONAL RESPONSIBILITIES FOR COMMANDERS REGARDING THE COUNSELING OF MARINES ON THE PROMOTION PROCESS.
4.  FITNESS REPORTS.  FITNESS REPORTS ARE DUE TO CMC (MMSB-30) BY THE TIMELINES NOTED IN REF J.  THE DUE DATE FOR FITNESS REPORTS BY RANK IS 90 DAYS PRIOR TO THE CONVENING DATE OF THAT BOARD.  FITNESS REPORTS MAILED DIRECTLY TO THE PRESIDENT OF THE BOARD WILL NOT BE ADDED TO A MARINE'S OMPF.  FOR FITNESS REPORTS TO BECOME PART OF THE OMPF, THE REPORTS MUST BE SUBMITTED TO CMC (MMSB-30).  THE AUTOMATED PERFORMANCE EVALUATION SYSTEM (APES) IS THE PRIMARY MEANS OF SUBMITTING FITNESS REPORTS, HOWEVER, REPORTING OFFICIALS MAY E-MAIL PDF COPIES TO THE MMSB-30 ORGANIZATIONAL MAILBOX SO LONG AS THE MAILER'S E-MAIL ACCOUNT CAN BE CONFIRMED AS EITHER THE REPORTING SENIOR'S OR REVIEWING OFFICER'S .MIL E-MAIL ADDRESS.  IF MAILING A PAPER VERSION OF A REPORT TO HQMC, IT IS IMPERATIVE THAT THE FORWARDING ENVELOPE BE CONSPICUOUSLY MARKED "CONTAINS FITREPS FOR FY13 (APPROPRIATE BOARD) SELECTION BOARD." TIMELY SUBMISSION OF FITNESS REPORTS IS CRITICAL FOR BOARD ELIGIBLE MEMBERS AS CMC (MMSB-30) WILL NEED TIME TO REVIEW REPORTS FOR ACCURACY AND COMPLIANCE.  COMMANDERS ARE ULTIMATELY RESPONSIBLE FOR THE TIMELY SUBMISSION OF FITNESS REPORTS TO CMC (MMSB-30) AND ENSURING THAT ALL FITNESS REPORT TIMELINES NOTED IN REF J ARE FOLLOWED.
    A.  DATE GAPS.  CORRECTION OF DATE GAPS MUST BE ACCOMPLISHED IAW CHAPTER 8 AND APPENDIX M OF REF J.  IF MISSING REPORTS ARE LESS THAN ONE YEAR OLD, A RECONSTRUCTED ORIGINAL IS REQUIRED.  COPIES OF COMPLETED REPORTS OVER ONE YEAR OLD, MUST HAVE ALL PAGES CERTIFIED AS TRUE COPIES BY EITHER ONE OF THE REPORTING OFFICIALS (RS-RO).  FOR COMPLETION AND SUBMISSION OF REPORTS THAT ARE OVER ONE YEAR OLD IT IS PREFERABLE THAT THE ORIGINAL REVIEWING OFFICER COMPLETE THE REPORT, HOWEVER, CMC (MMSB-30) MAY ACT AS THE REVIEWING OFFICER ON REPORTS THAT ARE NOT ADVERSE ON A CASE BY CASE BASIS.  MARINES ARE REMINDED THAT REQUESTS FOR ADMINISTRATIVE CHANGES TO THEIR FITNESS REPORT RECORDS MAY TAKE UP TO 30 DAYS FOR COMPLETION.  DUE DILIGENCE FOR RECORDS CORRECTION TIMELINESS RESTS SOLELY ON THE MARINE MAKING THE REQUEST.

    E.  REVIEWING PHOTO SUBMISSION.  MARINES ARE RESPONSIBLE FOR VERIFYING RECEIPT OF PHOTO BY CMC (MMSB-20).  THE PRIMARY MOST EXPEDITIOUS MEANS OF CONFIRMING PHOTO RECEIPT IS THROUGH OMPF ONLINE VIA MOL.  PHOTOS WILL BE AVAILABLE FOR VIEWING ON OMPF ONLINE WITHIN 24 HOURS OF PHOTO RECEIPT BY CMC (MMSB-20).  THE DATE OF THE PHOTOGRAPH, AS NOTED ON THE PHOTOGRAPH TITLE BOARD, IS CONSIDERED THE PRIMARY DATE OF DETERMINING THE 12 MONTH PHOTOGRAPH ELIGIBILITY WINDOW FOR SELECTION BOARDS.  MARINES ARE ADVISED THAT ALTHOUGH A PHOTO MAY BE OVER 12 MONTHS OLD, THE PHOTO WILL REMAIN IN THE OMPF UNTIL AN UPDATED PHOTO IS SUBMITTED.
6.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION GUIDANCE (PRECEPT) FOR BOARD MEMBERS INCLUDES A REMINDER OF THE REQUIREMENT FOR PME.  ALL MARINES WHO ARE ELIGIBLE FOR CONSIDERATION BY AN ENLISTED PROMOTION SELECTION BOARD MUST HAVE SATISFIED SPECIFIED PME REQUIREMENTS PRIOR TO THE CONVENE OF THE BOARD.  THOSE MARINES WHO HAVE NOT COMPLETED THE SPECIFIED PME BY 2359 ON THE DAY PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD WILL BE CONSIDERED LESS THAN FULLY QUALIFIED FOR PROMOTION.  THE COMPLETION OF RESIDENT PME COURSES WILL NOT FULFILL NONRESIDENT PME REQUIREMENTS.  ALSO, MISSING INFORMATION FROM A MARINE'S OMPF IS NOT SUFFICIENT GROUNDS TO GRANT A MARINE REMEDIAL CONSIDERATION FOR PROMOTION.  THEREFORE, IT IS EXTREMELY IMPORTANT THE ELIGIBLE MARINE ENSURE THEIR RECORD IS COMPLETE TO INCLUDE EVIDENCE OF REQUIRED PME COMPLETION WHICH INCLUDES THE CERTIFICATE OF COMPLETION IN THE OMPF.  MARINES ARE ADVISED TO ENSURE THAT COURSE COMPLETION INFORMATION IS INCLUDED IN THEIR OMPF.  ADDITIONALLY, MARINES ARE ENCOURAGED TO REVIEW THEIR MBS TO ENSURE THEIR PME COMPLETION IS REFLECTED.  THE MBS IS ONLY A TOOL TO SUMMARIZE A MARINE'S RECORD.  IT IS NOT AN OFFICIAL PART OF A MARINE'S RECORD, THEREFORE IT IS NOT CONSIDERED OFFICIAL SOURCE DOCUMENTATION.  AS A REMINDER, MARINES "ELIGIBLE FOR SELECTION" MISSING EVIDENCE OF REQUIRED PME WILL BE BRIEFED AS "NOT FULLY QUALIFIED" FOR SELECTION.
