GENTEXT/REMARKS/1. HISTORICALLY, PROFESSIONAL DEVELOPMENT FOR ENLISTED MARINES IN THE GRADES OF E-8 AND E-9 HAVE BEEN LIMITED TO SEMINARS AND SELF-STUDY.  THE CMC, ALONG WITH THE SMMC, DIRECTED THE DEVELOPMENT OF A PROFESSIONAL MILITARY EDUCATION COURSE TARGETED TO FURTHER THE STUDY ON THE ART OF WAR FOR THESE MARINES.  TO MEET THE CMC'S INTENT, MARINE CORPS UNIVERSITY HAS DEVELOPED A COURSE FOR THIS DEMOGRAPHY OF MARINES, DESIGNED TO ENHANCE THE CRITICAL THINKING AND ADAPTABILITY SKILLS NECESSARY TO FUNCTION AT THE OPERATIONAL AND STRATEGIC LEVELS OF WAR.  THE SENIOR ENLISTED COURSE CONDUCTS AN INTENSIVE FIVE-WEEK CURRICULUM FOCUSED ON THE FOLLOWING CORE AREAS: LEADERSHIP; WARFIGHTING; COMMUNICATIONS; REGIONAL AND CULTURAL STUDIES; AND  JOINT, INTERAGENCY AND MULTINATIONAL OPERATIONS.
2. MISSION. THE DIRECTOR, SENIOR ENLISTED PME COURSES WILL CONDUCT THE SENIOR ENLISTED PME COURSE AT QUANTICO, VIRGINIA.

B. MAJOR COMMANDS NOT LISTED ABOVE MAY NOMINATE STUDENTS BY SUBMITTING AN EMAIL VIA THE APPROPRIATE CHAIN OF COMMAND TO THE DIRECTOR, SENIOR ENLISTED PME COURSES. NON-ALLOCATED NOMINATIONS ARE ACCEPTED BASED ON AVAILABILITY OF SEATS.
C. MSC'S MAY NOMINATE MARINES IN THE GRADE OF E-8 AND E-9 TO ATTEND THE COURSE IN ACCORDANCE WITH THE ABOVE ALLOCATIONS.  DUE TO LIMITED SCHOOL SEATS, NOMINEES MUST BE SUBMITTED THROUGH THE MARINE'S CHAIN OF COMMAND TO THE RESPECTIVE MARFOR SERGEANT MAJOR. MARFOR SERGEANTS MAJOR SHALL SCREEN THEIR APPLICANTS AND SELECT THE MOST QUALIFIED MARINES TO ATTEND IN ACCORDANCE WITH THE COURSE PREREQUISITES PRIOR TO REGISTRATION IN MCTIMS.
D. COURSE PREREQUISITES
(1) COMPLETION OF THE SENIOR ENLISTED JOINT PME (SEJPME) COURSE PROVIDED BY THE JOINT FORCES STAFF COLLEGE IS REQUIRED.  THE SEJPME COURSE IS ACCESSED AT THE JOINT FORCES STAFF COLLEGE WEBSITE AT WWW.JFSC.NDU.EDU.
(2) NOMINATED FIRST SERGEANTS MUST HAVE COMPLETED RESIDENT FIRST SERGEANT COURSE AND THE FIRST SERGEANT/MASTER SERGEANT REGIONAL SEMINAR. MASTER SERGEANTS MUST HAVE COMPLETED FIRST SERGEANT/MASTER SERGEANT REGIONAL SEMINAR. THE RESPECTIVE COURSE COMPLETION CODES MUST BE REFLECTED IN MCTFS.
(3) NOMINEES MUST HAVE AN ACTIVE SECRET CLEARANCE VALIDATED IN THE JOINT PERSONNEL ADJUDICATION SYSTEM.
(4)  NOMINEES MUST HAVE ONE-YEAR OBLIGATED SERVICE ON THEIR CURRENT ENLISTMENT UPON COMPLETION OF THE COURSE IN COMPLIANCE WITH MCO 1043.41.
(5) MUST BE IN COMPLIANCE WITH HT/WT/PFT/CFT STANDARDS.

C. ALL NOMINATIONS MUST BE RECEIVED BY THE DIRECTOR, SENIOR ENLISTED PME COURSES NO LATER THAN 75 DAYS PRIOR TO THE COURSE CONVENING DATE.
D. STUDENTS REGISTERED IN MCTIMS WHO CANNOT ATTEND A SCHEDULED COURSE, MUST HAVE THEIR REGISTRATION CANCELLED WITHIN MCTIMS.  CANCELLING A STUDENT REGISTRATION IS THE UNITS RESPONSIBILITY AND SHALL BE COORDINATED WITH THE RESPECTIVE MARFOR REPRESENTATIVE.
E. APPROPRIATION DATA/TRAVEL ORDER NUMBER (TON)
(1) IN ACCORDANCE WITH REF (D), AUTHORIZATION AND FUNDING FOR RENTAL CARS IS THE RESPONSIBILITY OF THE PARENT COMMAND.
(2) WITHIN 45 DAYS FOLLOWING THE COMPLETION OF THE COURSE, EACH UNIT WILL PROVIDE A COPY OF THE STUDENT'S LIQUIDATION TO CG, TECOM, QUANTICO, VA 22134 (C464FM).
F. LODGING. ATTENDEES WHO REQUIRE LODGING MUST LODGE AT THE LIVERSEDGE HALL (703-784-3149). IF LIVERSEDGE HALL LODGING IS NOT AVAILABLE, THE STUDENT MUST RECEIVE A NON-AVAILABILITY STATEMENT FROM LIVERSEDGE HALL BEFORE ARRANGING LODGING AT CROSSROADS INN (1-800-965-9511) OR OFF-BASE LODGING.
G. FUNDING WILL BE PROVIDED BY TECOM FORMAL SCHOOLS TRAINING SUPPORT. ORDERS ARE THE RESPONSIBILITY OF THE PARENT COMMAND.
H. ALL ATTENDEES WILL REPORT TO THE SENIOR ENLISTED PME COURSE, MCU, QUANTICO, VA (UPSHUR ROAD, BUILDING 3078) NLT 0630 ON THE COURSE CONVENING DATE. UNIFORM IS SEASONAL MARPAT OUTLINED IN REFERENCE (C).
I. PREWORK REQUIREMENTS.  PRIOR TO ARRIVING, STUDENTS MUST READ AND BECOME FAMILIAR WITH THE FOLLOWING MATERIALS: MCDP-1, WARFIGHTING; MCDP-2, INTELLIGENCE; MCDP-3, EXPEDITIONARY OPERATIONS; MCDP-4, LOGISTICS; MCDP-5, PLANNING; MCDP-6, COMMAND AND CONTROL; AND MCWP 5-1, MARINE CORPS PLANNING PROCESS. STUDENTS WILL ALSO BE REQUIRED TO COMPLETE ADDITIONAL READINGS, MARINENET DISTANCE LEARNING COURSES AND WRITING ASSIGNMENTS PRIOR TO THE CONVENING DATE. DETAILED INSTRUCTIONS PERTAINING TO PREWORK WILL BE SENT TO ALL STUDENTS VIA SEPARATE CORRESPONDENCE 60 DAYS PRIOR TO THE CONVENING DATE.  FAILURE TO COMPLETE PREWORK WILL RESULT IN DISENROLLMENT FROM THE COURSE. 
J. UNIFORM REQUIREMENTS: REFER TO REFERENCE (C) FOR THE APPROPRIATE SEASONAL MARPAT. ALL ATTENDEES WILL WEAR THE SEASONAL SERVICE "B" OR "C" UNIFORM FOR GRADUATION.
