GENTEXT/REMARKS/1.  PURPOSE.  MCTFS BIC REPORTING REQUIREMENT FOR ALL COMMANDS TO REPORT BICS ON THEIR PERSONNEL WITHIN MCTFS NLT 30 SEPTEMBER 2012.
2.  BACKGROUND.  IN 2003 THE OFFICE OF THE SECRETARY OF DEFENSE (OSD) AND THE JOINT STAFF HIGHLIGHTED THE NEED FOR SYSTEMS ACROSS THE DEPARTMENT (MULTI-SERVICE) TO INTERCOMMUNICATE TO SUPPORT THE PROCESS OF ASSIGNMENT, ALLOCATION, AND APPORTIONMENT FOR JOINT OPERATIONS.
3.  GOAL.  THE GOAL OF THE GLOBAL FORCE MANAGEMENT DATA INITIATIVE (GFMDI) IS TO PROVIDE FOR THE DEPARTMENT OF DEFENSE, READY ACCESS TO AUTHORIZED FORCE STRUCTURE DATA WHICH CAN BE USED AS THE UNIVERSAL KEY TO INTEGRATE INFORMATION ACROSS THE DEPARTMENT OF DEFENSE.  GFMDI WILL MAKE FORCE STRUCTURE AUTHORIZATION DATA VISIBLE, ACCESSIBLE AND UNDERSTANDABLE ACROSS THE DEPARTMENT OF DEFENSE. GFMDI WILL PROVIDE THE AUTHORITATIVE DATA SOURCE FOR ALL DOD FORCE STRUCTURE THAT WILL BE USED BY AND INTEGRATED WITH ALL OTHER SYSTEMS THAT USE FORCE STRUCTURE (I.E. EVERYTHING).
4.  MANPOWER REQUIREMENT (FACES TO SPACES).  DC, MRA AND DC, CDI HAVE BEEN WORKING TOGETHER TO IDENTIFY A 'COMMON KEY' TO SUCCESSFULLY LINK THE MANPOWER DATA TO THE STRUCTURE DATA IN SUPPORT OF DOD GFMDI.  DC, MRA USES REPORTING UNIT CODE (RUC) AND MONITOR COMMAND CODE (MCC) AS A UNIT'S UNIQUE IDENTIFIER FOR PERSONNEL, PAY AND ASSIGNMENTS.  DC,CD&I USES UNIT IDENTIFICATION CODE (UIC) AS A UNIT'S UNIQUE IDENTIFIER FOR STRUCTURE.  DUE TO THE DIFFERENCES IN OPERATIONS (ADMINISTRATIVE VS STRUCTURE) IT WAS DETERMINED THAT THE 'COMMON KEY' BETWEEN MANPOWER AND STRUCTURE WOULD BE THE BIC.  THE BIC IS A UNIQUE, ELEVEN-BYTE, ALPHANUMERIC FIELD AND CONSISTS OF THE SIX-BYTE UIC TO WHICH THE BILLET BELONGS, FOLLOWED IMMEDIATELY BY THE FIVE-BYTE NUMERIC BILLET IDENTIFICATION.  FOR EXAMPLE, THE COMMANDING OFFICER OF A UNIT MIGHT HAVE A PRESENT BIC WHICH RESEMBLES M0223100001.  COMMAND'S BICS ARE LOCATED IN THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS).  TFSMS IS AN ENTERPRISE SYSTEM THAT COMBINES MARINE CORPS MANPOWER AND EQUIPMENT REQUIREMENT DATA FOR THE PURPOSE OF DEFINING THE TOTAL FORCE.  TFSMS CAN BE ACCESSED VIA HTTPS:(SLASH SLASH)TFSMS.MCCDC.USMC.MIL(SLASH).
5. CURRENT BIC REPORTING WITHIN MCTFS IS LESS THAN 62 PERCENT ACROSS THE MARINE CORPS, HOWEVER THIS NUMBER DOES NOT ACCOUNT FOR ERRONEOUS BICS.  TO REACH THE GOAL OF 100 PERCENT ACCURATE BIC REPORTING COMMANDERS MUST ENSURE THAT ALL MEMBERS OF THEIR COMMAND HAVE THE CORRECT BIC REPORTED IN MCTFS ON THEIR PERSONNEL NLT 30 SEPTEMBER 2012.
6.  MCTFS BIC REPORTING PROCEDURES.
A.  MARINE ONLINE (MOL). BIC MANAGEMENT IS A COMMANDER RESPONSIBILTY.  MOL IS THE PRIMARY MEANS FOR BIC REPORTING.  UNIT COMMANDERS MUST REPORT THE BIC FOR ALL MEMBERS OF THEIR COMMAND VIA MARINE ONLINE (MOL).  BIC MANAGEMENT IS LOCATED UNDER THE UNIT LEADERS TAB WITHIN MOL.
B.  UNIT DIARY (UDMIPS). COMMANDERS WHO ARE UNABLE TO ACCESS MOL SHOULD CONTACT THEIR SERVICING IPAC FOR ASSISTANCE.
C.  DC, MRA IS CURRENTLY LOOKING AT THE POSSIBILITY OF USING A WEB SERVICE CAPABILITY (TFSMS TO MOL/UDMIPS) THAT WILL ALLOW BICS TO BE REPORTED VIA A DROP DOWN OPTION VICE FREE TEXTING.
7.  UNIT BIC MANAGEMENT WILL BE MONITORED BY HQMC AND IT IS AN INSPECTABLE ITEM WITHIN THE CGI AIRS CHECKLIST.
