GENTEXT/REMARKS/1.  THIS MESSAGE CANCELS REF A.
2.  TUITION ASSISTANCE BENEFITS ARE RESTORED TO FY11 LEVELS WHICH AUTHORIZED UP TO 100 PERCENT OF TUITION AND FEES INCLUDING LAB, TECHNOLOGY, AND DISTANCE LEARNING FEES, NOT TO EXCEED 250 DOLLARS PER SEMESTER HOUR FOR UNDERGRADUATE AND GRADUATE COURSES, AND 4,500 DOLLARS PER INDIVIDUAL PER FISCAL YEAR.
3.  MEMBERS CURRENTLY ENROLLED IN CLASSES WHO WERE AFFECTED BY THE CHANGES WILL BE ELIGIBLE FOR TA AUTHORIZATIONS FOR ANY COST THAT WOULD HAVE BEEN PAID BY TA PRIOR TO THE CHANGE.  LATE ENROLLMENTS MAY BE APPROVED IF ACCEPTED BY THE ACADEMIC INSTITUTION.
4.  THERE HAS BEEN NO COMMENSURATE INCREASE TO TUITION ASSISTANCE FUNDING ALLOCATED FOR FY12. THEREFORE, ALL MARINES ARE ENCOURAGED TO WISELY UTILIZE TUITION ASSISTANCE TO MAXIMIZE MARINE CORPS FINANCIAL RESOURCES AND TO ENSURE THE MOST EFFECTIVE ACADEMIC EXPERIENCE.  EVEN WITH PRUDENT UTILIZATION MEASURES IN PLACE IT IS LIKELY THAT FY12 TUITION ASSISTANCE FUNDS WILL BE EXHAUSTED WELL BEFORE THE END OF FY12.  IT IS IMPERATIVE THAT COMMANDERS APPROPRIATELY REVIEW TUITION ASSISTANCE REQUESTS TO ENSURE FISCAL DISCIPLINE.  APPROVED REQUESTS SHOULD BE SUPPORTED WITH ACADEMIC GOALS AND EVIDENCE OF INFORMED SELECTION OF EDUCATION OPPORTUNITIES. EDUCATION SERVICES OFFICES ARE LOCATED ON ALL MARINE CORPS INSTALLATIONS.  COUNSELORS ARE AVAILABLE TO ADVISE MARINES AND THEIR COMMANDERS ON EDUCATION OPPORTUNITIES AND EFFECTIVE TUITION ASSISTANCE UTILIZATION.
