GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN PROVIDES INFORMATION AND GUIDANCE TO SOLICIT APPLICATIONS FROM ENLISTED RESERVE MARINES TO FILL BILLETS WITHIN MARSOC. ENLISTED MARINES THAT MEET SPECIFIC REQUIREMENTS FROM THE SELECTED MARINE CORPS RESERVE (SMCR), IMA PROGRAM, OR IRR MAY APPLY TO BECOME CRITICAL SKILL OPERATORS (CSO) WITH MARSOC.
2. BACKGROUND. MARSOC IS TASKED TO TRAIN, ORGANIZE, EQUIP AND WHEN DIRECTED BY COMMANDER USSOCOM, TO DEPLOY TASK ORGANIZED, SCALABLE AND RESPONSIVE U.S. MARINE CORPS SPECIAL OPERATIONS FORCES WORLDWIDE IN SUPPORT OF COMBATANT COMMANDERS AND OTHER AGENCIES. CURRENTLY, MARSOC IS SEEKING VOLUNTEERS TO FILL CSO BILLETS AND HAS OPENED THE OPPORTUNITY TO ENLISTED RESERVE MARINES. SELECTED CSO APPLICANTS WILL FIRST ATTEND ASSESSMENT AND SELECTION (A AND S), A 19-DAY COURSE, THAT ENABLES MARSOC TO IDENTIFY MARINES WITH THE NECESSARY ATTRIBUTES TO COMPLETE FOLLOW-ON SPECIAL OPERATIONS TRAINING.  SUCCESSFUL SELECTION AT A AND S PROVIDES MARINES WITH THE OPPORTUNITY TO ATTEND THE INDIVIDUAL TRAINING COURSE (ITC), WHICH IS APPROXIMATELY 7 MONTHS LONG. UPON COMPLETION OF ITC, THE CSO MARINE WILL CONTINUE ON ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) PERMANENT CHANGE OF STATION (PCS) ORDERS FOR THREE YEARS OR APPLY TO RETURN TO ACTIVE DUTY AS PER REF C.
3. COORDINATING INSTRUCTIONS. APPLICATION PROCESS FOR CRITICAL SKILL OPERATORS:
   A. MARINES INTERESTED IN APPLYING FOR THESE BILLETS SHOULD SUBMIT AN APPLICATION CONSISTING OF: A COMPLETED MARFORRES FIRST ENDORSEMENT CHECKLIST, CSO CHECKLIST, ADMINISTRATIVE ACTION (AA) FORM, RESERVE QUALIFICATION SUMMARY (RQS), PRIVACY ACT STATEMENT, AND A PHOTO IN THE USMC PT GEAR (TAKEN WITHIN 6 MONTHS) INDICATING HEIGHT, WEIGHT AND BODY FAT PERCENTAGE (WHEN APPLICABLE) VERIFIED BY A COMMAND TRAINING REPRESENTATIVE. SMCR AND IMA APPLICATIONS WILL BE SUBMITTED TO COMMANDER, MARSOC (G-1) VIA THEIR CHAIN OF COMMAND/OPERATIONAL SPONSOR (TO INCLUDE MARFORRES G-1). IRR APPLICATIONS WILL BE SUBMITTED VIA THE COMMANDER, MOBCOM AND MARFORRES G-1. PACKAGES SHOULD BE SUBMITTED TO: UNITED STATES MARINE CORPS FORCES SPECIAL OPERATIONS COMMAND BUILDING RR400, G-1 MARSOC HEADQUARTERS STONE BAY CAMP LEJEUNE, NC 28542 
   B. THE CSO CHECKLIST CAN BE OBTAINED FROM ANY CAREER PLANNER/PRIOR SERVICE RECRUITER. THE MARINE FORCES RESERVE (MFR) FIRST ENDORSEMENT CHECKLIST WILL BE MADE AVAILABLE BY THE MFR POC LISTED ABOVE.
   C. SELRES PARTICIPATION WILL BE ON A NOT-TO-INTERFERE BASIS WITH SCHEDULED PARTICIPATION IN OVERSEAS CONTINGENCY OPERATION (OCO) ACTIVATIONS.
      1. SELRES MARINES BELONGING TO UNITS OR CAPABILITIES SCHEDULED TO ACTIVATE PER THE MARFORRES FORCE GENERATION (FORGEN) MODEL ARE ELIGIBLE TO APPLY. HOWEVER, THESE INDIVIDUALS WILL NOT BE ISSUED ORDERS UNTIL THE COMPLETION OF THEIR SCHEDULED UNIT DEPLOYMENT.
      2. COMMANDERS/OICS ARE REQUIRED TO INDICATE IN THEIR ENDORSEMENT ANY IMPLICATIONS TO A UNIT'S ABILITY TO PROVIDE REQUIRED FORCES IN SUPPORT OF (ISO) OCO AS INDICATED IN THE FORGEN MODEL.ADDITIONALLY, IF THE MARINE'S ACCEPTANCE TO THE PROGRAM WILL NEGATIVELY IMPACT UNIT ABILITY TO PROVIDE REQUIRED FORCES.  THE COMMANDER/OIC MUST INDICATE IN ENDORSEMENT A TIMEFRAME FOLLOWING UNIT DEPLOYMENT WHEN THE MARINE WILL BE AVAILABLE FOR TRAINING IF ACCEPTED INTO THE PROGRAM.
   D. ALL APPLICANTS ARE REQUIRED TO HAVE THE FOLLOWING STATEMENT ANNOTATED IN BLOCK 12 OF THE AA FORM, FOLLOWED BY THEIR SIGNATURE AND DATE SIGNED: I AFFIRM THAT I MEET THE MINIMUM REQUIREMENTS AS SET FORTH IN PARAGRAPH 3G BELOW. I FURTHER AFFIRM THAT MY CURRENT PHYSICAL CONDITIONING IS AT THE NECESSARY LEVEL IN ORDER TO MEET THE ARDUOUS TRAINING THAT WILL BE REQUIRED OF ME. FURTHERMORE, I WILL ABIDE BY THE MINIMUM TOUR OBLIGATION OF 3 YEARS WITH MARSOC UPON THE COMPLETION OF ITC. ADDITIONALLY, E-5'S MUST INCLUDE THE FOLLOWING STATEMENT IN BLOCK 12 OF THE AA FORM, FOLLOWED BY THEIR SIGNATURE AND DATE SIGNED: I ATTEST THAT I HAVE NOT RECEIVED ANY ADVERSE FITNESS REPORTS WITHIN THE LAST 12 MONTHS.
   E. PRIOR TO SUBMITTING THE COMPLETED PACKAGE, UNIT COMMANDERS OF SMCR APPLICANTS MUST REVIEW THE BELOW MINIMAL QUALIFICATIONS. IN THE CASE OF IMA AND IRR APPLICANTS, THIS REVIEW WILL BE CONDUCTED BY MOBCOM. IF THE MARINE MEETS THESE MINIMUM QUALIFICATIONS, CONTINUE WITH SUBMITTING THE COMPLETED CSO PACKAGE, TO INCLUDE THE CSO SCREENING CHECKLIST, THROUGH THE CHAIN OF COMMAND.
      1. MINIMUM GT SCORE OF 105 (MAY BE WAIVED TO 100 FOR EXCEPTIONALLY QUALIFIED CANDIDATES).
      2. ABLE TO ACHIEVE A MINIMUM PHYSICAL FITNESS TEST (PFT) SCORE OF 225 (REGARDLESS OF AGE).
      3. POSSESS A CURRENT COMBAT WATER SURVIVAL LEVEL 4 (CWS-4) SWIM QUALIFICATION AND THE ABILITY TO ACHIEVE CWS-2.
      4. ABLE TO HIKE 12 MILES WITH A 45 POUND PACK IN 4 HOURS OR LESS.
      5. MALE.
      6. ANY MOS, E-4 TO E-5 (E-3 APPLICANTS ARE SCREENED ON A CASE-BY-CASE BASIS).
      7. POSSESS A CURRENT SECRET CLEARANCE.
      8. NO DEROGATORY PAGE 11 ENTRIES WITHIN THE LAST 12 MONTHS (MAY BE WAIVED FOR EXCEPTIONALLY QUALIFIED MARINES).
      9. APPLICANT HAS PROVIDED A PHOTO IN USMC PT GEAR TAKEN WITHIN THE LAST 6 MONTHS.
      10. RESERVE END OF CURRENT CONTRACT (RECC) MUST BE NO EARLIER THAN 12 MONTHS FROM THE DATE THE PACKAGE IS SUBMITTED TO MARSOC BY MARFORRES.
      11. NO COURTS MARTIAL CONVICTIONS.
      12. NO INCIDENTS WITH DRUG USE OR POSSESSION WHILE IN SERVICE.
      13. NO ADVERSE FITNESS REPORTS WITHIN THE LAST 12 MONTHS.
   F. MEDICAL SCREENING AND PHYSICAL FITNESS TEST (PFT), ALL APPLICANTS ARE REQUIRED TO HAVE THEIR NAVAL SPECIAL WARFARE/SPECIAL OPERATIONS (NSW/SO) PHYSICAL EXAM AND PFT (IF NOT CURRENT IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS)) COMPLETED AT THEIR PARENT COMMAND PRIOR TO SUBMITTING THEIR PACKAGES TO MARSOC. IRR APPLICANTS WILL COORDINATE WITH MOBCOM TO COMPLETE THE PACKAGE REQUIREMENTS. 
   G. COMMAND RELATIONSHIP. DURING A AND S, DEPLOYMENT PROCESSING COMMAND - EAST (DPC-E) WILL HAVE ADMINISTRATIVE CONTROL (ADCON) AND MARSOC WILL HAVE OPERATIONAL CONTROL (OPCON). UPON SUCCESSFUL COMPLETION OF A AND S SCREENING AND MARSOC'S SELECTION TO ITC, MARSOC WILL HAVE BOTH ADCON AND OPCON OF CSO CANDIDATES.    
   H. UNIFORMS. THOSE MARINES SELECTED FOR A AND S WILL BE NOTIFIED BY MARSOC CONCERNING THE UNIFORM AND GEAR REQUIREMENTS VIA SEPARATE CORRESPONDENCE. DURING PROCESSING AT DPC-E, MARINES WILL BE IN THE PRESCRIBED SEASONAL MARPATS.
   I. EQUIPMENT. MARINES THAT DO NOT ARRIVE AT THE DPC WITH THE APPROPRIATE EQUIPMENT WILL BE DIRECTED TO THE INDIVIDUAL ISSUE FACILITY (IIF) TO DRAW THEIR GENERAL ISSUED PERSONAL GEAR FOR A AND S. SPECIALIZED A AND S NON-IIF ISSUED GEAR AND EQUIPMENT WILL BE SUPPLIED BY MARSOC SUPPLY SECTION DURING THESE EVOLUTIONS.  EITHER UPON COMPLETION OR DROP-ON-REQUEST (DOR) FROM A AND S, ALL ISSUED EQUIPMENT WILL BE RETURNED TO THE IIF AND MARSOC SUPPLY SECTION.
   J. TRAINING DROP-ON-REQUEST (DOR). CSO CANDIDATES WHO FAIL TO COMPLETE OR WHO DOR FROM A AND S WILL BE SENT BACK TO THE DPC-E TO BE OUT-PROCESSED. SELRES MARINES WILL BE RETURNED TO THEIR HOME TRAINING CENTER (HTC) AND IRR MARINES WILL BE RETURNED TO THEIR PLACE ENTERED ACTIVE DUTY (PLEAD). FITNESS REPORTS OR PRO/CONS WILL NOT REFLECT AS ADVERSE DUE TO DOR OR FAILURE TO BE SELECTED.
   K. MEDICAL HOLDS. CSO CANDIDATES WHO FAIL TO COMPLETE A AND S DUE TO MEDICAL INJURIES WILL BE SENT TO THE DPC-E AND DETERMINED IF THEY MEET THE CRITERIA FOR MEDICAL HOLD. IF IT IS DETERMINED THAT A REQUEST FOR MEDICAL HOLD OR MEDICAL EXTENSION IS REQUIRED, EACH MARINE WILL BE PROCESSED ON A CASE-BY-CASE BASIS AND SUBMITTED FOR MEDICAL HOLD/EXTENSION VIA THE MARINE CORPS MEDICAL ENTITLEMENTS DETERMINATION SYSTEM (MCMEDS) TO WOUNDED WARRIOR REGIMENT (WWR).
   L. SECURITY CLEARANCES
      1. AN ACTIVE SECRET CLEARANCE IS REQUIRED PRIOR TO SUBMITTING THE APPLICATION FOR CONSIDERATION TO MARSOC. THE SECURITY CLEARANCE WILL NEED TO BE RESIDENT IN THE JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS). FOR THOSE MARINES IN THE SMCR AND IMA, SECURITY CLEARANCES WILL NEED TO BE INITIATED BY THE SECURITY MANAGER FROM THEIR PARENT UNIT, IN CLOSE COORDINATION WITH MARFORRES. 
      2. MARFORRES SECURITY MANAGER WILL INITIATE, PROCESS AND COMPLETE ALL SECURITY CLEARANCES FOR IRR MARINES. COMPLETED IRR PACKAGES WILL BE SUBMITTED TO MARSOC ONCE THE CLEARANCE IS RESIDENT IN JPAS.
   M. CIVILIAN EMPLOYMENT INFORMATION (CEI) VERIFICATION
      1. IAW REF D, COMMANDERS OF SMCR APPLICANTS AND OPERATIONAL SPONSORS OF IMA APPLICANTS WILL ENSURE CEI DATA HAS BEEN SUBMITTED BY THE REQUESTING MEMBER BY REQUIRING THE RESERVE MEMBER TO PRESENT A PRINT-OUT OF THE CERTIFICATE OF COMPLETION FROM THE DOD CEI UPDATE/REVIEW PAGE, AND INCLUDE THE FOLLOWING STATEMENT IN THE FIRST ENDORSEMENT: I CERTIFY THAT THE REQUESTING MARINE HAS PRESENTED A VALID CEI COMPLETION CERTIFICATE IN CONJUNCTION WITH THIS REQUEST.
      2. IAW REF D, IRR APPLICANTS MUST INCLUDE A PRINT-OUT OF THE CERTIFICATE OF COMPLETION FROM THE DOD CEI UPDATE/REVIEW PAGE AS AN ENCLOSURE TO THEIR APPLICATION PACKAGE. CG, MOBCOM WILL PROVIDE THE FOLLOWING STATEMENT IN THE FIRST ENDORSEMENT: I CERTIFY THAT THE REQUESTING MARINE HAS PRESENTED A VALID CEI COMPLETION CERTIFICATE IN CONJUNCTION WITH THIS REQUEST.
      3. MARINES CAN UPDATE THEIR CEI AND PRINT THE CERTIFICATE AT THE FOLLOWING WEBSITE: HTTPS:(DOUBLE-SLASH)WWW.DMDC.OSD.MIL(SLASH)APPJ(SLASH)ESGR(SLASH)LOGONACTION.DO
4. ORDERS
   A. CSO CANDIDATES WILL BE ISSUED ADOS ORDERS AND INITIALLY JOINED FOR A PERIOD OF 60 DAYS TO REPORT TO THEIR PARENT COMMAND AND IMMEDIATE FURTHER ASSIGNMENT TO DPC-E, CAMP LEJEUNE, NC IN ORDER TO ATTEND A AND S. ONCE SELECTED BY MARSOC AS A CSO CANDIDATE, EXECUTION OF ADOS ORDERS FOR A AND S WILL HAVE PRIORITY OVER A UNIT ANNUAL TRAINING (AT). ADOS ORDERS ISSUED FOR A AND S CAN BE TERMINATED EARLY, SHOULD AN INDIVIDUAL FAIL TO SUCCESSFULLY COMPLETE THE TRAINING AT A AND S AND THE MARINES WOULD BE SENT DIRECTLY TO THEIR HOME OF RECORD. THOSE CANDIDATES THAT SUCCESSFULLY COMPLETE A AND S MAY BE ISSUED BACK-TO-BACK ORDERS TO ATTEND THE NEXT AVAILABLE 7-MONTH ITC BY HQMC (MMFA).
      1. INDIVIDUALS APPLYING FOR CSO BILLETS WILL BE REQUIRED TO COMMIT TO A MINIMUM TOUR LENGTH OF AT LEAST 3 YEARS OF ADOS UPON APPROVAL BY MARSOC AND PRIOR TO BEING ISSUED ORDERS TO ITC. ISSUANCE OF A CERTIFICATE OF COMPLETION/GRADUATION IS CONTINGENT UPON INDIVIDUALS COMMITTING TO A MINIMUM OF A 3-YEAR TOUR AFTER THEY COMPLETE ITC.   
      2. AFTER SUCCESSFUL COMPLETION OF ITC, MARINES WILL CONTINUE ON 3-YEAR POST ITC ADOS PCS ORDERS AND SUBSEQUENTLY MAY APPLY TO AUGMENT BACK INTO THE ACTIVE COMPONENT FOR A PERIOD OF NO LESS THAN
5 YEARS (MARINES WITH AT LEAST 17 MONTHS BUT LESS THAN 14 YEARS OF ACTIVE MARINE CORPS SERVICE ARE ELIGIBLE). REENLISTMENT WILL BE IN THE MARINE'S PRIMARY MOS AND WOULD RECEIVE THE APPROPRIATE PMOS BROKEN SERVICE SELECTIVE REENLISTMENT BONUS (BSSRB) AND ANY APPLICABLE MARSOC BONUS THE MARINE WOULD QUALIFY FOR.
      3. ADOS ORDERS MAY BE TERMINATED EARLY UPON RETURN TO ACTIVE DUTY BUT THE TIME SERVED ON ADOS WOULD NOT COUNT TOWARD THE 5-YEAR COMMITMENT TO THE ACTIVE COMPONENT.
      4. THOSE CSO CANDIDATES THAT DO NOT SUCCESSFULLY COMPLETE ITC; OR WHO FAIL TO GAIN OR MAINTAIN REQUIRED QUALIFICATIONS, MAY BE VOLUNTARILY REASSIGNED WITHIN MARSOC TO FILL OTHER SHORTFALLS. REASSIGNMENT OR TERMINATION OF ORDERS WILL BE DECIDED ON CASE-BY-CASE BASIS.     
   B. CSO MARINES MUST BE WILLING TO RE-ENLIST OR EXTEND IN THEIR RESPECTIVE RESERVE COMPONENT TO MEET THE MINIMUM OBLIGATED TOUR ASSIGNMENTS.
   C. DUE TO THE COMPLEXITY AND REQUIREMENTS OF THIS PROGRAM, MARINE RESERVE ORDER WRITING SYSTEM (MROWS) HARD-HOLDS FOR HIV, PHA, AND CEI WILL NOT BE LIFTED. MARINES ARE REQUIRED TO ENSURE THAT THEIR HIV, PHA, AND CEI ARE PROPERLY UPDATED PRIOR TO SUBMITTING AN APPLICATION.
5. FUNDING
   A. OVERSEAS CONTINGENCY OPERATION (OCO) FUNDING WILL BE UTILIZED FOR ALL CSO, AS WELL AS ANY FOLLOW-ON ADOS PCS ORDERS.
   B. IN THE EVENT THAT OCO FUNDING IS NO LONGER AVAILABLE, FUNDING WILL BE SUPPORTED BY THE BASELINE MILITARY PERSONNEL MARINE CORPS (MPMC) BUDGET.
6. TASKS
   A. HQMC (M AND RA)
      1. MMFA WILL APPROVE REQUIREMENT TRACKING NUMBER (RTN) REQUESTS SUBMITTED FROM MARSOC WITHIN THE MARINE CORPS MOBILIZATION PROCESSING SYSTEM (MCMPS) UTILIZING THE EXISTING INDIVIDUAL AUGMENTATION PROCESS. 
      2. MMFA WILL ESTABLISH THE FOLLOWING NON-STANDARD PARAGRAPH INTO ALL ADOS ORDERS FOR ITC: BY SIGNING THESE ORDERS, I HEREBY AFFIRM TO COMMIT TO A MINIMUM ADOS TOUR WITH MARSOC OF NO LESS THAN
3 YEARS UPON COMPLETION OF ITC. 
      3. MP WILL PROVIDE POLICY GUIDANCE AS REQUIRED.
      4. RA WILL PROVIDE POLICY GUIDANCE ON IMA PROGRAM MANAGEMENT AS REQUIRED.
   B. DPC-E CAMP LEJEUNE, NC
      1. ADMINISTRATIVELY ATTACH AND PROCESS CSO CANDIDATES UPON THEIR ARRIVAL AT CAMLEJ.
      2. ENSURE ALL CSO CANDIDATES POSSESS THE PRESCRIBED EQUIPMENT AND UNIFORMS PRIOR TO A AND S.
      3. SCREEN AND PROCESS THOSE MARINES THAT DROP FROM A AND S FOR MEDICAL REASONS.
   C. MARSOC G-1
      1. REQUEST RTN'S WITHIN MCMPS REQUIRED TO FILL CSO REQUIREMENTS.
      2. NOMINATE SELECTED APPLICANTS TO APPROVED RTN'S VIA MCMPS.
      3. COORDINATE DIRECTLY WITH MMFA AND THE PARENT COMMAND OF APPLICANT ON ISSUES CONCERNING ORDERS GENERATION.    
      4. COORDINATE WITH THE DPC-E ON ALL ISSUES REGARDING CSO CANDIDATES.    
      5. PROVIDE QUARTERLY REPORTS TO CMC (RA) AND CMC (MP) ON SELECTION/COMPLETION RATES. THESE REPORTS WILL BE SUBMITTED STARTING ON THE LAST WEEK OF EVERY QUARTER AND SHOULD INCLUDE THE MARINE'S RANK, NAME, COMPONENT (SMCR, IMA OR IRR), AND LAST 4 DIGITS OF THE SOCIAL SECURITY NUMBER (SSN). 
      6. EVALUATE CURRENT IMA AUTHORIZED MANNING TO DETERMINE SUPPORTABILITY OF MISSION REQUIREMENTS. ANY REQUESTS FOR AN INCREASE IN AUTHORIZED MANNING SHALL BE SUBMITTED TO CMC (RA) IAW REF B.
