4.  ARMED FORCES SERVICE MEDAL (AFSM).  THE OFFICE OF THE UNDER
SECRETARY OF DEFENSE HAS APPROVED THE AFSM FOR OPERATION JUMP START
FOR THOSE SERVICE MEMBERS WHO DEPLOYED TO THE STATES OF TEXAS, NEW
MEXICO, ARIZONA, AND CALIFORNIA FROM 15 MAY 2006 THROUGH 15 JUL
2008.  ELIGIBILITY CRITERIA FOR THE AFSM ARE OUTLINED IN REFERENCES
B AND C.  SERVICE MEMBERS MUST MEET THE AOE ELIGIBILITY CRITERIA.
5.  HUMANITARIAN SERVICE MEDAL (HSM).   THE DIRECTOR, JOINT STAFF,
HAS APPROVED THE HSM FOR THE INDONESIAN EARTHQUAKE RELIEF OPERATION
FOR THE PERIOD OF 27 MAY 06 THROUGH 14 JUN 06. 
NOTE:  ONLY THOSE MARINES WHO DIRECTLY PARTICIPATED IN THE IMMEDIATE
INDONESIAN EARTHQUAKE RELIEF HUMANITARIAN OPERATION FOR
THE PERIOD OF 27 MAY 06 THROUGH 14 JUN 06 MAY BE ELIGIBLE.  AS
STATED IN REF (B), DIRECT PARTICIPATION IS DEFINED AS BEING
PHYSICALLY PRESENT AT THE DESIGNATED LOCATION AND HAVING DIRECTLY
CONTRIBUTED TO AND INFLUENCED THE ACTION.  DEPLOYMENT TO THE AREA OF
HUMANITARIAN ASSISTANCE IN AND OF ITSELF DOES NOT CONSTITUTE HSM
ENTITLEMENT.  OPERATIONAL COMMANDERS IN THE GRADE OF 0-6 AND ABOVE
HAVE BEEN GIVEN DELEGATION OF AUTHORITY FOR DETERMINING HSM
ELIGIBILITY AND COMMANDERS SHALL CONSOLIDATE A ROSTER OF ALL
MILITARY PERSONNEL WHO MEET THE ABOVE CRITERIA.  THIS ROSTER SHOULD
BE SUBMITTED TO THE CMC (MMMA) USING AN EXCEL SPREADSHEET (HSM.XLS)
VIA THE IMPROVED AWARDS PROCESSING SYSTEM AND INCLUDE FULL NAME,
RANK, AND SSN.  UPON RECEIPT OF CONSOLIDATED ROSTERS OF ELIGIBLE
PERSONNEL, MMMA WILL REPORT THE HSM ON UNIT DIARY AND UPDATE THE
'CAR-HSM' DATABASE POSTED ON THE MMMA WEBSITE.
6.  NATO MEDAL.  IN ADDITION TO THE NATO MEDAL FOR OPERATIONS IN
THE FORMER REPUBLIC OF YUGOSLAVIA AND KOSOVO, THE OFFICE OF THE
UNDER SECRETARY OF DEFENSE HAS APPROVED THE NATO MEDAL FOR
ACCEPTANCE AND WEAR FOR THE FOLLOWING OPERATIONS:

A.  NAVAL PERSONNEL ARE AUTHORIZED TO WEAR ONLY ONE NATO MEDAL (THE
FIRST ONE AWARDED).  SUBSEQUENT NATO MEDALS ARE REPRESENTED BY A
BRONZE SERVICE STAR.  THE NATO MEDAL PRESENTATION MAY INCLUDE A
RIBBON CLASP DENOTING THE SPECIFIC OPERATION FOR WHICH THE AWARD WAS
APPROVED.  NAVAL PERSONNEL MAY ACCEPT AND RETAIN THE RIBBON CLASP,
IF PRESENTED; HOWEVER, IT IS NOT AUTHORIZED TO BE WORN ON THE NATO
MEDAL OR SERVICE RIBBON.  NAVAL PERSONNEL MAY WEAR ONLY THE BASIC
MEDAL OR SERVICE RIBBON.  THE PRECEDENCE OF THE NATO MEDAL IS AFTER
THE UNITED NATIONS MEDAL AND BEFORE THE MULTINATIONAL FORCE AND
OBSERVERS MEDAL.
B.  THE AWARDING AUTHORITY FOR NATO MEDALS REMAINS WITH THE SUPREME
HEADQUARTERS ALLIED POWERS EUROPE (J1).  ALL REQUESTS FOR NATO
MEDALS MUST BE SUBMITTED VIA MARFOREUR (G-1), UNITED STATES EUROPEAN
COMMAND AND THE NATIONAL MILITARY REPRESENTATIVE.
7.  CORRECTIONS TO MARADMIN(227/08).  THE NSN'S ANNOUNCED IN MARADMIN
227/08 BELONG TO THE AFGHANISTAN CAMPAIGN AND THE IRAQ CAMPAIGN
STEAMERS.
8.  REF A WILL NO LONGER BE DISTRIBUTED.  INSTEAD, REF A IS UPDATED
QUARTERLY AND MAINTAINED ON THE  INTERNET AT THE USMC.MIL WEBSITE.
