GENTEXT/REMARKS/1.  SITUATION.  ON 1 JUL 07, CHANGE TWO TO THE
USMC SEPARATIONS AND RETIREMENT MANUAL WAS PUBLISHED ON THE
INTERNET (<HTTP://WWW.MARINES.MIL/DIRECTIV.NSF/WEB+ORDERS>). 
NOTABLE CHANGE IS THE REVISION OF THE REQUIREMENT FOR JUSTIFYING
AN ALTERNATE SEPARATIONS SITE.  CMC (MMIA) IS NOW THE APPROVING
AUTHORITY FOR ALTERNATE SEPARATION SITES FOR MARINES SEPARATING
FROM OCONUS. 
2.  MISSION.  TO ENSURE THAT COMMANDS ARE AWARE OF PROCEDURES
REQUIRED TO REQUEST AN ALTERNATE SEPARATION SITE FOR MARINES
SEPARATING FROM AN OCONUS LOCATION. 3.  EXECUTION
A.  COMMANDER'S INTENT.  PROVIDE INFORMATION, GUIDANCE AND
POINTS OF CONTACT TO ENSURE COMMANDS ARE COMPLYING WITH THE
REFERENCE.  IN ORDER TO ENSURE EQUITABLE TREATMENT OF ALL MARINES,
AS WELL AS TO ENSURE THAT THE MARINE CORPS IS ACTING AS A FAITHFUL
STEWARD OF THE TAXPAYERS' FUNDS, DETAILED JUSTIFICATION IS NOW
REQUIRED TO GAIN APPROVAL OF ANY SEPARATION SITE OTHER THAN CAMP
PENDLETON, CA OR CAMP LEJEUNE, NC.
B.  CONCEPT OF OPERATIONS.
(1) THE FOLLOWING ACTION IS REQUIRED AS OUTLINED IN
PARAGRAPHS 1006.5 AND 1006.6 OF THE REFERENCE: OCONUS MARINES
REQUESTING SEPARATION AT ANY MARINE CORPS ACTIVITY OTHER THAN
CAMP PENDLETON OR CAMP LEJEUNE WILL SUBMIT A REQUEST (AA FORM,
NAVAL LETTER) WITH DETAILED JUSTIFICATION FOR THIS REQUEST.
DOCUMENTATION SHALL BE SUBMITTED TO SUPPORT THIS REQUEST,
PROVIDING JUSTIFICATION FOR THE NECESSITY OF SEPARATION AT THE
REQUESTED SITE. PER THE REFERENCE, THESE REQUESTS WILL NOT
NORMALLY BE APPROVED UNLESS THE MARINE CAN DEMONSTRATE THAT THE
LOCATION REQUESTED IS THE CLOSEST LOCATION TO WHERE THEY ARE
ESTABLISHING A PERMANENT POST-SERVICE RESIDENCE.  DOCUMENTATION
CONSIDERED ACCEPTABLE IN THIS CASE
INCLUDES:  A BONA FIDE OFFER OF EMPLOYMENT AT VICINITY OF
REQUESTED SITE (DOCUMENTATION OF OFFER WITH POC FOR EMPLOYER
MUST BE SUBMITTED), DOCUMENTATION FROM THE TRANSPORTATION
MANAGEMENT OFFICE INDICATING THAT THE MARINE'S HOME OF
SELECTION MOVE IS TO THE VICINITY OF THE SEPARATION SITE OR
THE REQUESTED SEPARATION SITE IS THE MARINE'S HOME OF RECORD.
(2) REQUESTS SHOULD BE FORWARDED VIA THE REQUESTING
MARINE'S CHAIN OF COMMAND, WITH ENDORSEMENTS, TO CMC (MMIA).
REQUESTS MAY BE SUBMITTED VIA DMS MESSAGE (CMC WASHINGTON
DC MRA MM MMIA) WITH DOCUMENTATION SENT BY FAX

ALSO CC CMC (MMOA/MMEA) (AS APPROPRIATE) AND CMC (MMSR).  CMC
(MMIA) WILL RESPOND TO ALL REQUESTS VIA DMS MESSAGE AND CC
THE MARINE'S MONITOR AND CMC (MMSR).  MESSAGES MUST INCLUDE A
POC (NAME, PHONE NUMBER AND
EMAIL) IN THE EVENT THAT FURTHER CLARIFICATION IS REQUIRED.
4.  ADMINISTRATION AND LOGISTICS:  THIS MARADMIN APPLIES ONLY
TO MARINES SEPARATING FROM OCONUS COMMANDS, AND IS EFFECTIVE
AS OF 1 JUL 07.  MARINES SEPARATING FROM A CONUS LOCATION
MUST FOLLOW THE PROCEDURES OUTLINED IN THE REFERENCE.
COMMANDS ARE REMINDED THAT COORDINATION WITH THE PROPOSED
SEPARATION SITE IS REQUIRED TO ENSURE THE ADMINISTRATIVE
SUPPORTABILITY OF THE REQUEST. 
5. COMMAND AND SIGNAL
A.  COMMAND.  THIS MARADMIN IS APPLICABLE TO THE MARINE
CORPS TOTAL FORCE.
B.  SIGNAL.  ENSURE WIDEST DISSEMINATION OF THE CONTENTS
