GENTEXT/REMARKS/1. THIS IS AN I&L/LOGCOM COORDINATED MESSAGE. THE
PURPOSE OF THIS MARADMIN IS TO PROVIDE POLICY GUIDANCE FOR REPORTING
COMBAT EQUIPMENT LOSSES AND LOST SHIPMENTS OF EQUIPMENT.
2. REF A REQUIRES THE SUBMISSION OF A RECOVERABLE ITEMS REPORT
(WIR) TO THE MARINE CORPS LOGISTICS COMMAND (LOGCOM) FOR CONTROLLED
ITEMS WHICH ARE EXCESS, UNSERVICEABLE, OR BEYOND ECONOMICAL REPAIR.
THIS INCLUDES COMBAT EQUIPMENT LOSSES. A COMBAT LOSS IS DEFINED AS
EQUIPMENT WHICH IS DESTROYED OR RENDERED IRREPARABLE DURING COMBAT
OPERATIONS.
3. EFFECTIVE IMMEDIATELY, COMMANDERS WILL ENSURE WIR SUBMISSION FOR
ALL CONTROLLED ITEMS THAT BECOME A COMBAT EQUIPMENT LOSS. THE WIR
PROCESS PROVIDES ESSENTIAL INFORMATION USED TO UPDATE THE REPORTABLE
ASSETS MANAGEMENT PROCESS (RAMP; FORMERLY KNOWN AS THE SUBSYSTEM 13)
AT LOGCOM AND THE MARINE CORPS WEAPONS REGISTRY AT THE NAVAL SURFACE
WARFARE CENTER DIVISION, CRANE. THE WIR ALSO SERVES AS A SOURCE
DOCUMENT FOR LOGCOM AND THE EQUIPMENT PROGRAM MANAGER AT MARINE
CORPS SYSTEMS COMMAND TO PLAN, BUDGET FOR, AND PROCURE REPLACEMENT
EQUIPMENT.
4. WIR'S WILL BE SUBMITTED TO LOGCOM VIA THE WIR ON-LINE PROCESS
HANDLER (WOLPH) PROGRAM AND WILL CITE "COMBAT LOSS" AND A BRIEF
DESCRIPTION OF THE CIRCUMSTANCES IN THE REMARKS SECTION. IN THOSE
INSTANCES WHERE EQUIPMENT IS DESTROYED BEYOND RECOGNITION, SERIAL
NUMBERS WILL BE IDENTIFIED VIA THE APPROPRIATE SUBCUSTODY RECORD,
I.E., WEAPONS CUSTODY RECEIPT, CMR, ETC. FORMAL PROPERTY ACCOUNTING
RECORDS WILL BE ADJUSTED BASED ON THE WIR RESPONSE PROVIDED BY
LOGCOM. FOR EXAMPLE, IF THE WIR RESPONSE FROM LOGCOM DIRECTS
DISPOSAL ACTION, THE USING UNIT WILL PROCESS A D7J TRANSACTION TO
ADJUST THE PROPERTY RECORDS. BLANKET "LOSS" (D9Z) TRANSACTIONS ARE
NOT APPROPRIATE FOR COMBAT EQUIPMENT LOSSES.
5. PER REFS A THROUGH C, COPIES OF THE WIR AND THE WIR RESPONSE
FROM LOGCOM, ALONG WITH A SIGNED COPY OF THE RECEIPT DOCUMENT
(DD-1348-1), WILL BE PROVIDED TO THE NAVAL SURFACE WARFARE CENTER
DIVISION, CRANE (CODE 4086) TO FACILITATE ADJUSTMENT OF THE MARINE
CORPS WEAPONS REGISTRY. COPIES WILL ALSO BE MAINTAINED IN THE USING
UNIT VOUCHER FILE FOR A PERIOD OF TWO YEARS AFTER THE DOCUMENT DRAFT
DATE OF THE WIR.
6. PER REF D, COMBAT EQUIPMENT LOSSES ARE NOT MLSR REPORTABLE.
7. PER REF E, LOST SHIPMENTS OF EQUIPMENT ARE NOT COMBAT LOSSES.
TRACER ACTION FOR LOST SHIPMENTS IS A TMO RESPONSIBILITY ONCE THE
LOST SHIPMENT IS IDENTIFIED BY THE USING UNIT. MLSR PROPERTY
REPORTS WILL BE SUBMITTED BY THE USING UNIT FOR LOST SHIPMENTS FOR
WHICH TRACER ACTION IS WITHOUT RESULT. CRITERIA FOR MLSR SUBMISSION
IS CONTAINED IN REF C.
8. REQUEST COMMANDERS AND OFFICERS-IN-CHARGE EMPHASIZE THE ABSOLUTE
NECESSITY OF PROPERLY REPORTING COMBAT EQUIPMENT LOSSES AND LOST
SHIPMENTS OF EQUIPMENT TO ALL PERSONNEL INVOLVED WITH SUPPLY AND
MAINTENANCE OPERATIONS.//
